Dear Sirs/Mesdames :

Pursuant to Section 52 (b) of Republic Act No. 7160 or the Local Government Code of 1991, may I
respectfully request for a Special Session of the Members of the Sangguniang Bayan ng Magalang on
Wednesday, August 26, 2020, in order to amend Ordinance No. 12, S. 2020 (AN ORDINANCE
MANDATING THE WEARING OF FACE MASKS OR OTHER SIMILAR PROTECTIVE GEARS IN PUBLIC PLACES
BY ALL PERSONS IN THE ENTIRE MUNICIPALITY AS A PRECAUTIONARY MEASURE AGAINST THE
TRANSMISSION OF INFECTIOUS DISEASES, AND PROVIDING PENALTIES THEREFOR) to include :

 Ordinance No. 12, S. 2020 (AN ORDINANCE MANDATING THE WEARING OF FACE MASKS
AND FACE SHIELDS OR OTHER SIMILAR PROTECTIVE GEARS IN PUBLIC PLACES BY ALL
PERSONS IN THE ENTIRE MUNICIPALITY AS A PRECAUTIONARY MEASURE AGAINST THE
TRANSMISSION OF INFECTIOUS DISEASES, AND PROVIDING PENALTIES THEREFOR)
 SECTION 1. TITLE – This Ordinance shall also be known as the “FACE MASK AND FACE
SHIELD ORDINANCE OF MAGALANG, PAMPANGA.”
 SECTION 3. MANDATORY WEARING OF FACE MASK AND FACE SHIELD – All individuals
are required to wear face masks and face shields, which includes ear loop masks,
indigenous masks, reusable or do-it-yourself masks, handkerchiefs, or other protective
gears, upon the declaration of a public health emergency in order to effectively prevent
and contain the spread of infectious diseases in Magalang, Pampanga.
 SECTION 4. PENALTY – Any person who is found to have violated this Ordinance shall be
issued an Ordinance Violation Receipt and will be imposed the following penalties :
A. First Time Offender – Fine of Three Thousand Pesos (P3,000.00);
B. Second Time Offender – Fine of Four Thousand Pesos (P4,000.00);
C. Third Time Offender – Fine of Five Thousand Pesos and Two(2)-Week
imprisonment.
