INCLUSION IN ANNUAL INVESTMENT PROGRAM (AIP) IN THE YEAR 2020

WHEREAS, the specific provisions of RA 7160, otherwise known as the Local Government Code of 1991,
delegated the functions and responsibilities to local government units (LGU’s), primarily on the effective and
efficient delivery of services and facilities at the local level;

WHEREAS, the Local Government Unit of Tobias Fornier, has its desire to uphold the quality of life and to
provide its people an access to potable water supply and will benefited by Barangay Abaca, Concepcion L.
Cazenas Memorial School and President Diosdado Macapagal Memorial Hospital;

WHEREAS, the municipality of Tobias Fornier Antique desires to implement the above entitled project which
is a local priority project congruent with the socio- economic development agenda of the Legarda- Cadiao
Administration;

WHEREAS, the initiative to construct the water supply in the said area acknowledged it financial incapacity
to materialize this plan and deems it necessary to request financial assistance from other financial source

NOWTHEREFORE on motion into_________________________________________________________

RESOLVED , AS IT IS HEREBY RESOLVED TO REQUEST FOR FINANCIAL ASSISTANCE IN THE

AMOUNT TWO MILLION PESOS ONLY (PHP 2,000,000.00) FROM THE OFFICE OF GOVERNOR

WHEREAS, the flagship program for development of the Local Government Unit of the Province of Antique
is the efficient delivery of basic services thru continuous road improvement and networking;

WHEREAS, the above mentioned areas traverses the vast tract land leading to provincial road that remains
unpaved and classified rough and gravel road that hamper the social development of upland farmers;

WHEREAS, by concreting it’s unpaved and undeveloped road will benefit the people of three communities
that would have easy access to market their local products and eventually contribute to economic
development to the countryside;

WHEREAS, Concepcion L. Cazenas Memorial School is a complete secondary school categorized as a large
school with an exceeding one thousand two hundred students (1,200) and provides secondary education to
a substantial part of the municipality;

WHEREAS, the road leading to Senior High School building will benefit the Senior School Students of
Concepcion L. Cazenas Memorial School;

WHEREAS, considering the limited budget of the Local Government Unit of the municipality of Tobias Fornier
to implement road development program, the Concepcion L. Cazenas Memorial School through the initiative
of Hon. Pio Jessilieto C. Sumande Sangguniang Panlalawigan Member of this Province is requesting to
support the said endeavor to improve the delivery of basic services and for the general welfare of our
constituents ;

WHEREAS, it has been a National Policy under Section 2 (a) of RA No. 10121, otherwise known as
the “Philippine Disaster Risk Reduction and Management Act of 2010”. Thus all Local Government
Unit are all mandated and authorized under Section 16 of the Local Government of 1991, to carry such
measures as maybe necessary during in the after math of man-made and natural disaster and
calamities;

WHEREAS, RA No. 10121, an act providing for the National Disaster Risk Reduction Framework and
Institutionalizing the National Disaster Risk Reduction Management Plan provides the opportunity
to the Local Government their utilization of the thirty percent (30%) local disaster fund for mitigation
and preparedness purpose;

WHEREAS, providing evacuation center will help in increasing needs in improving the resiliency and
preparedness of the community in terms of disaster response. The protection and comfort that will
provide has an impact to those who will be utilizing these center in terms of enormous disaster;

WHEREAS, the completion of the evacuation center will help the community in minimizing the risk
and ensuring the safety of the students and people of the community in terms of calamities on
disasters
