Executive Order No. 006, Series of 2018

AN ORDER ORGANIZING THE BARANGAY HUMAN RIGHTS ACTION

OFFICER ( BHRAO ) OF BARANGAY G, BORONGAN CITY, EASTERN
SAMAR, DESIGNATING ITS COMPOSITION AND FUNCTIONS.

WHEREAS: Article II Section II of the 1987 Philippine Constitution provides that “the states
values the dignity of every human person and guarantees full respect for human rights”.

WHEREAS: the Local Government Code of 1991 mandates all local government agencies unit to
organize its local development council.

WHEREAS: in compliance to DILG Joint Memorandum Circular No. I.s 2014 there is hereby
organize a Barangay Human Rights Action Officers (BHRAO) in Barangay Tamoso, Borongan
City, to strengthen the collective efforts in monitoring and preventing Human Rights Violation
such as trafficking in person, torture and other similar abuse of human rights.

WHEREAS: the council shall mobilize Citizen’s Participation in local development efforts and
empower the ordinary citizens to take lead in the promotion and protection of human rights
and shall ensure protection to those who are vulnerable to such abuse, develop local policies
that will address issues on human rights, rule of law and access to justice.

WHEREAS: the council shall coordinate with, and endorse to the concerned government
agencies Human Rights Violations related cases that are beyond the capacity of the council to
address.

WHEREAS: the council shall be composed of the following:

NOW THEREFORE, I, HON. GIL B. ESTROBO, Punong Barangay of Barangay G

Borongan City, Eastern Samar, by the power vested in me under Section 389
par. ( a ) par. ( b ) 14 of the Local Government Code of 1991 hereby create the
Barangay Human Rights Action Officer (BHRAO) of Barangay G., Borongan City
Eastern Samar.
