“AN ORDER EXTENDING THE STATE OF GENERAL COMMUNITY


QUARANTINE (GCQ) IN CEBU CITY TO AUGUST 31, 2020
AND PROVIDING GUIDELINES THERETO”

WHEREAS, on March 16, 2020, President Rodrigo R. Duterte, recognizing that


the Corona Virus Disease 2019 (COVID-19) pandemic constitutes a threat to national
security, declared a State of Calamity throughout the Philippines through Proclamation
No. 929;

WHEREAS, the Department of Health (DOH) has already reported a total of


83,109 total active cases and 2,600 deaths due to COVID-19, as well as 72,209 total
reported recoveries in the country as of August 15, 2020;

WHEREAS, there are 9,342 COVID-19 positive cases, 1,647 active cases, 7,080
recoveries and 615 deaths due to the COVID-19 in Cebu City as of August 14, 2020;

WHEREAS, on August 15, 2020, Presidential Spokesperson Harry Roque


announced that Cebu City has been classified under General Community Quarantine
(GCQ) until August 31, 2020 as per recommendation of the National Inter-Agency Task
Force for the Management of Emerging Infectious Diseases (IATF-MEID);

WHEREAS, the National Inter-Agency Task Force for the Management of


Emerging Infectious Diseases (IATF-MEID) has issued an updated Omnibus Guidelines
on the Implementation of Community Quarantine in the Philippines to harmonize and
codify existing policies to be applied to regions, provinces, cities, municipalities, and
barangays under community quarantine;

WHEREAS, the City of Cebu adopts the IATF declaration in order to continue
opening up the economy while also maintaining minimum public health standards. As
such, there is a need to extend the State of General Community Quarantine in the City
of Cebu;

NOW, THEREFORE, I, EDGARDO C. LABELLA, City Mayor of the City of Cebu,


by virtue of the powers vested in me by law, do hereby order:

SECTION 1. EXTENSION OF THE GENERAL COMMUNITY QUARANTINE


(GCQ). The State of General Community Quarantine (GCQ) in the entire City of Cebu,
as mandated under Executive Order No. 086, Series of 2020, is hereby extended until
11:59 P.M. of August 31, 2020, or unless sooner lifted or withdrawn.

SECTION 2. MINIMUM PUBLIC HEALTH STANDARDS. Within the duration of


the General Community Quarantine (GCQ) in the City of Cebu, all residents are hereby
directed to obey, follow and abide strictly to minimum public health standards. These
include the wearing of face masks and face shields in public places, in the workplace,
and in public transportation at all times; frequent handwashing; good personal hygiene
and coughing etiquette; regular disinfection of personal and work spaces; and
observance of strict physical distancing. Further, the following policies and guidelines
shall be strictly observed for the duration of the GCQ:

A. MANDATORY STAY-AT-HOME ORDER. All persons in the City of Cebu


during the effectivity of the GCQ shall, at all times, stay at home and
movement outside their homes shall be allowed only for purposes of
accessing basic necessities and services and for work in permitted offices or
establishments as well as activities listed hereunder. Provided, that in
accessing basic necessities and services, only one (1) member of the
household is allowed to go out for this purpose and shall bring with him/her
at all times the Quarantine Pass duly issued by the Cebu City Government.

Any person below twenty-one (21) years old, those who are sixty (60) years
old and above, those with immunodeficiencies, comorbidities, or other health
risks, and pregnant women, including any person who resides with the
aforementioned, shall be required to remain in their residences at all times,
except when indispensable under the circumstances for obtaining essential
goods and services, or for work in industries and offices or such other
activities permitted under GCQ.

The Stay-At-Home Order shall not apply to the following:

a. Medical practitioners, officers, hospital staff, nurses and health


volunteers for the purpose of rendering medical assistance and/or
service;
b. Emergency personnel;
c. All authorized national and local government officials and employees;
d. Drivers and personnel of delivery vehicles carrying all types of cargoes;
e. Accredited media personnel;
f. Farmers, fishermen, and agri-business personnel;
g. Persons who seek medical attention or who are already admitted in
any medical facility, provided that only one companion shall be allowed;
h. Employees of exempted establishments as provided under Section 2-C
hereof; and
i. Such other persons as may be authorized by the Mayor or his duly
authorized representative.

Law enforcement agencies, for this purpose, shall recognize any of the
following IDs:

i. IATF IDs issued by the regulatory agencies with jurisdiction over


permitted establishments or persons;
ii. bona fide IDs and certificates of employments issued by
establishments exempted from the strict home quarantine requirement;

iii. Quarantine Pass issued by the City of Cebu; or


iv. Integrated Bar of the Philippines ID for lawyers who will provide legal
representation necessary to protect rights of persons under custodial
investigation to bail, and to counsel during inquest proceedings.

No other IDs or passes specifically exempting persons from community


quarantine shall be required of workers of permitted establishments and/or
offices without prejudice to requiring the presentation of other documents
establishing the nature of their work.

Outdoor non-contact sports and other forms of exercise such as, but not
limited to, walking, jogging, running, biking, golf, swimming, tennis,
badminton, equestrian, range shooting, and skateboarding are allowed.
Provided, that minimum public health standards such as the wearing of
masks and the maintenance of social distancing protocols, and not sharing of
equipment where applicable, are observed.

B. NON-DISRUPTION OF GOVERNMENT WORK. Work in all government


offices may be at full operational capacity or under such alternative work
arrangements as agencies may deem proper in accordance with the relevant
rules and regulations issued by the Civil Service Commission (CSC). Provided
that for offices requiring employees to report physically, commissioned
shuttle services as well as point-to-point transport services may be provided.

Accredited diplomatic missions and international organizations may operate at


fifty percent (50%) capacity. Alternative work arrangements such as flexible
work arrangements, compressed work week, telework, and telecommuting is
strongly encouraged.

C. ALLOWED BUSINESSES. Industries or sectors are allowed to operate


provided that they comply with the minimum public health standards and
safety protocols at all times. Provided further, that they abide by the latest
and relevant guidelines issued by the IATF, Department of Trade and
Industry (DTI), Department of Labor and Employment (DOLE), Department of
Health (DOH), and other industry-specific guidelines as set by relevant
regulatory agencies for the industry.

Only the following sectors or industries shall be allowed to operate within the
specified operating capacity indicated:

1. The following establishments may operate at full operating


capacity:

CATEGORY I INDUSTRIES
i. Agriculture, forestry, and fisheries;
ii. Manufacturing of essential goods:
 Food and beverages (only non-alcoholic drinks);

 Essential and hygiene products (e.g. soap, detergents,


shampoo and conditioners, diapers, feminine hygiene
products, toilet papers, wet wipes, disinfectants);
 Medicines and vitamins;
 Medical products (e.g. PPE, masks, gloves, others,
medical supplies, devices and equipment, including
suppliers of input, packaging and distribution); and
 Pet food, feeds, and fertilizer.
iii. Essential retail (e.g. groceries, markets, convenience stores,
drug stores), with maximum operating hours up to 11 P.M.;
iv. Food preparation insofar as take-out and delivery services (with
maximum operating hours up to 11 P.M.);
v. Water-refilling stations;
vi. Laundry services (including self-service);
vii. Public and private hospitals;
viii. Health, emergency and frontline services (e.g. dialysis centers,
chemotherapy centers and the like);
ix. Other medical, dental, rehabilitation and optometry clinics, non-
aesthetic dermatological clinics, EENT (Provided, there is strict
observance of infection prevention and control protocols.
Provided further, that dental procedures shall be limited to
emergency cases only and that the wearing of PPE by dentists
and attendants shall be mandatory. Home service therapy for
PWD shall be allowed);
x. Logistics service providers (e.g. cargo handling, warehousing,
trucking, freight forwarding, and shipping line), with maximum
operating hours allowed up to 1 A.M.;
xi. Delivery and courier services, whether in-house or outsourced,
transporting food, medicine, or other essential goods, including
clothing, accessories, hardware, house wares, school and office
supplies, as well as pet food and other veterinary products, with
maximum operating hours allowed up to 1 A.M.;
xii. Water supply and sanitation services and facilities, including
waste disposal services, as well as property management and
building utility services;
xiii. Establishments engaged in repair and maintenance of
machinery and equipment, including those engaged in the
repair of computers and household fixtures and equipment;
xiv. Telecommunications companies (e.g. ISPs, cable providers,
telco 3rd party contractors);
xv. Energy and power companies (including 3rd party contractors
across transmission, distribution, maintenance, retail,
exploration, operations, trading, and delivery of raw materials,
and including refineries and depots);
xvi. Gasoline stations;
xvii. Airline and aircraft maintenance, pilots and crew, and
employees of aviation schools for purposes of the pilot’s
recurrent training for flight proficiency and type rating using

simulator facilities; and ship captains and crew, including


shipyard operations and repair;
xviii. Public and private construction projects that are essential (i.e.
quarantine and isolation facilities, facilities for the health sector,
facilities for construction personnel who perform emergency
works, flood control, and other disaster risk reduction and
rehabilitation works, sewerage products, water service facilities
projects, and digital works, health facilities). Priority public and
private construction projects, defined as those that refer to food
production, agriculture, fishery, fishport development, energy,
housing, communication, water utilities, manufacturing, and
BPO, subject to guidelines issued by the DPWH);
xix. Manufacturing companies and suppliers of equipment or
products necessary to perform construction works, such as
cement and steel;
xx. Business Process Outsourcing (BPO) and export-oriented
companies, including mining and quarrying;
xxi. Printing presses authorized by the BIR or other appropriate
agencies to print official receipts and other accountable forms;
and
xxii. Media establishments;

CATEGORY II INDUSTRIES:
i. Other manufacturing:
i. Beverages (e.g. alcoholic drinks);
ii. Electrical machinery;
iii. Wood products, furniture;
iv. Non-metallic products;
v. Textiles/wearing apparels;
vi. Tobacco products;
vii. Paper and paper products;
viii. Rubber and plastic products;
ix. Coke and refined petroleum products;
x. Other non-metallic mineral products;
xi. Computer, electronic and optical products;
xii. Electrical equipment;
xiii. Machinery and equipment;
xiv. Motor vehicles, trailers and semi-trailers;
xv. Other transport equipment;
xvi. Others.
ii. Mining and quarrying (export-oriented);
iii. Electronic commerce companies;
iv. Postal, courier and delivery services for articles or products
other than food, medicine, or other essential goods, including
clothing, accessories, hardware, house wares, school and office
supplies, as well as pet food and other veterinary products;
v. Real estate activities (including parking space leasing
companies);

vi. Housing service activities, such as but not limited to plumbing,


roofing, and electrical works;
vii. Veterinary activities;
viii. Security and investigation activities; and
ix. Funeral and embalming services;
CATEGORY III INDUSTRIES:
i. Banks, money transfer services, pawnshops, microfinance
institutions, and credit cooperatives;
ii. Capital markets (e.g. BSP, SEC, PDEC, PDTC, etc.);
iii. Rental and leasing activities, other than real estate (e.g. vehicle
rental, equipment rental for permitted sectors);
iv. Employment activities that involve recruitment and placement
for permitted sectors; and
v. Mall-based government frontline services.

2. The following establishments may operate at anywhere


between fifty percent (50%) up to full operational capacity:

CATEGORY II INDUSTRIES:
i. Mining and quarrying (domestic); and
ii. Office administrative and office support (such as photocopying,
billing, and record keeping services).

3. The following establishments may operate at a maximum of


fifty percent (50%) only:

CATEGORY III INDUSTRIES


i. Other financial services (e.g. money exchange, insurance,
reinsurance, lending companies, and non-compulsory pension
funding);
ii. Legal and accounting;
iii. Management consultancy activities;
iv. Architecture and engineering activities; technical testing and
analysis;
v. Scientific and research development;
vi. Advertising and market research;
vii. Computer programming (e.g. writing, modifying, testing, and
supporting software, planning and designing computer systems),
information service activities (e.g. data processing and hosting
activities) and other related activities;
viii. Publishing and printing services (e.g. printing of newspapers,
magazines, and other periodicals, books, brochures,
manuscripts, posters, maps, atlases, advertising catalogues,
prospectuses, etc., printing directly onto textiles, plastic, glass,
metal, wood, and ceramics);
ix. Film, music, and TV production;
x. Recruitment and placement agencies for overseas employment;
xi. Other services (e.g. photography services, fashion, industrial,
graphic, and interior design);

xii. Wholesale and retail trade of motor vehicles, motorcycles, and


bicycles, including their parts and components;
xiii. Repair of motor vehicles, motorcycles, and bicycles (including
vulcanizing shops, battery repair shops, auto repair shops, car
wash);
xiv. Dining or restaurants (with maximum operating hours up to 11
P.M.);
xv. Malls and commercial centers (non-leisure only), subject to
guidelines issued by DTI (with maximum operating hours up to
11 P.M.);
xvi. Non-leisure wholesale and retail establishments, mall-based or
otherwise, with maximum operating hours up to 11 P.M., such
as:
 Hardware stores;
 Clothing and accessories;
 Bookstores and school and office supplies stores;
 Baby or infant care supplies stores;
 Pet shops, pet food and pet care supplies;
 IT, communications, and electronic equipment;
 Flower, jewelry, novelty, antique, perfume shops;
 Toy store (playgrounds and amusement area close);
 Music stores;
 Art galleries (selling only); and
 Firearms and ammunition trading establishment
(subject to strict regulation of the PNP-Firearms and
Explosives Office).
xvii. All other public and private construction projects, subject to
strict compliance to the issued construction safety guidelines for
the implementation of infrastructure projects during the COVID-
19 pandemic by the DPWH; and
xviii. Barbershops and salons (all services allowed except full body
massage).

4. The following establishments may operate at a maximum of


thirty percent (30%) only:

CATEGORY III INDUSTRIES:


i. All other establishments offering personal care (except full body
massage) and aesthetic procedures and services;
ii. Gyms and fitness studios (limited to individual workouts only.
Group workout sessions composed of two (2) or more persons
(e.g. zumba, yoga, pilates, etc) shall be strictly prohibited;
iii. Sports facilities, limited to non-contact sports and other forms
of exercise such as walking, jogging, running, biking, golf,
swimming, tennis, badminton, equestrian, range shooting, and
skateboarding, in outdoor setting only;
iv. Testing and tutorial centers (maximum of 10 pax inside the
venue subject to compliance with social distancing protocols);

v. Review centers (only for health-related professions, i.e.


physicians);
vi. Internet cafes (only for work or educational purposes);
vii. Drive-in cinemas; and
viii. Pet grooming services.

D. SUBMISSION OF DOCUMENTS FOR BUSINESSES. Businesses allowed to


operate within the GCQ Period, including those already operating prior to the
GCQ, shall fill out a Business Monitoring Form (BMF) and submit the following
documents:
i. Employee Information;
ii. Statement of Management Responsibility for Maintaining
Workplace Health Standards; and
iii. Workplace Health Contingency Plan

The BMF, as well as sample forms can be downloaded, filled out, and
submitted online via: https://sites.google.com/view/bplocebucity.

A Special Permit to Operate is not required for businesses to operate during


the GCQ Period. The filling out of the BMF and submission of the necessary
documents shall be enough for their resumption or continued operation.

Further, non-submission of the monitoring form and necessary documents, as


well as fraudulent or inaccurate declarations, and non-compliance of the
Work Health Contingency Plan and the minimum health standards as may be
established by concerned and appropriate agencies such as the Department
of Health, Department of Labor and Employment and Department of Trade
and Industry shall be grounds for suspension and/or revocation of their
business permits.

E. MONITORING OF EMPLOYEES IN ALLOWED BUSINESSES. The private


sector is encouraged to adopt stricter health standards concerning their own
operations. The Health Infection and Prevention Control Officer (HIPCO) shall
be the point person to implement such health standards as well as proper
contact tracing protocols.

In addition, as part of monitoring, employers must screen their


employees/workers for influenza-like symptoms and those that have relevant
history of travel or exposure, such as those coming from areas that have high
COVID-19 cases, to prevent possible infection.

Further, business establishments shall abide by the latest and relevant


guidelines issued by the IATF, Department of Trade and Industry (DTI),
Department of Labor and Employment (DOLE), Department of Health (DOH),
and other industry-specific guidelines as set by relevant regulatory agencies
for the industry, whether jointly or individually.

Duly authorized Joint Inspection Teams of the City shall, at any reasonable
date and time, be allowed to enter company premises to conduct random

COVID-19 testing of employees. The random testing shall neither be


chargeable to the employer, nor the employee.

F. CONTAINMENT AND DISINFECTION PROTOCOLS. For safety reasons,


in the unfortunate event that an employee is found positive for COVID-19,
the business establishment shall immediately suspend operations in the
specific office, area, or site where the COVID-19 positive employee was
assigned. Such suspension shall not be lifted until containment and
disinfection protocols are fully implemented.

Containment protocols shall include testing and isolating of all employees that
have been exposed to the COVID-19 positive employee at the expense of the
employer.

Within 24 hours from suspension and implementation of containment and


disinfection protocols, the business establishment shall submit a report to the
City Health Department (CHD) and the Business Permit and Licensing Office
(BPLO) detailing the measures undertaken and the plan of action the
business shall adopt in addressing the case. The report shall be e-mailed to
covidreport.chd@gmail.com.

Should there be serious lapses in the containment measures and the


reporting requirement, and should the CHD and BPLO deem it proper in the
interest of public safety, the suspension of the operations of the office, area,
or site involved in the imposition of stricter containment measures may be
ordered for not more than fourteen (14) days.

G. HOTEL OPERATIONS. No hotels or accommodation establishments shall be


allowed to operate, except those accommodating the following:

i. Guests who have existing booking accommodations for foreigners as of


01 May 2020;
ii. Guests who have existing long-term bookings;
iii. Distressed Overseas Filipino Workers (OFWs) and stranded Filipinos or
foreign nationals;
iv. Repatriated OFWs in compliance with approved quarantine protocols;
v. Non-OFWs who may be required to undergo mandatory facility-based
quarantine; and
vi. Health care workers and other employees from exempted
establishments under the present Executive Order.

Provided, that accommodation establishments may operate only upon the


issuance of a Certificate of Authority to operate by the Department of
Tourism (DOT). Provided further that in all of the foregoing, hotel
operations shall be limited to the provision of basic accommodation
services to guests through an in-house skeleton workforce. Ancillary
establishments within the premises such bars, gyms, spas, and the like,
shall not be allowed to operate or to provide room service.

Restaurants and cafes therein are hereby allowed to operate at thirty


percent (30%) venue capacity provided that it allows for social distancing
protocols and that such establishments are compliant with the protocols
prescribed by DOT, or by joint guidelines issued by the DTI, DOLE, and
DOH, as appropriate. In this regard, the operation of these dine-in
establishments is hereby allowed up to 9:00 PM. Provided finally, that
accommodation establishments may prepare: (a) packed meals for
distribution to guests who opt for the same; and (b) food orders for take-
out and delivery only.

H. PROHIBITED ESTABLISHMENTS AND OPERATIONS. The following


industries shall not be allowed to operate within Cebu City during the GCQ
Period:

CATEGORY IV INDUSTRIES:
i. Language, driving, dance/acting/voice schools;
ii. Entertainment industries (e.g. traditional cinemas, theaters, etc.);
iii. Libraries, archives, museums, and cultural centers;
iv. Tourist destinations (e.g. water parks, beaches, resorts);
v. Travel agencies, tour operators, reservation service and related
activities. (However, a skeleton workforce may be allowed primarily to
do administrative works such as the processing of refunds and
payments to suppliers);
vi. Full-body massage;
vii. Tattoo and body piercing; and
viii. Live events (subject to DOT Guidelines on Meetings, Incentives,
Conventions, Exhibitions and Business Events).

NEGATIVE LIST ACTIVITIES:


i. Holding of traditional cockfighting and operation of cockpits;
ii. Beerhouses and similar establishments whose primary business is
serving of alcoholic drinks (e.g. nightclubs); and
iii. Kid amusement industries (e.g. playrooms, rides).

I. CONSTRUCTION PROJECTS. All public and private construction projects


shall be allowed, but with strict compliance to the construction safety
guidelines issued by the DPWH for the implementation of infrastructure
projects during the COVID-19 pandemic.

J. PROHIBITION ON MASS GATHERINGS. Mass gatherings such as but not


limited to movie screenings, concerts, sporting events, and other
entertainment activities, community assemblies, and non-essential work
gatherings shall be prohibited. Gatherings that are for the provision of critical
government services and authorized humanitarian activities while adhering to
the prescribed minimum health standards shall be allowed.

Religious gatherings shall be allowed up to ten percent (10%) of the seating


capacity, or up to ten (10) people, whichever is higher. Provided that,
religious gatherings shall be limited to the conduct of religious worship and/or
service. The religious denominations should strictly observe minimum public
health standards, particularly the social distancing measures and non-
pharmaceutical interventions such as the obligatory wearing of face masks
and face shields, and immediate availability of hand hygiene necessities in the
premises.

Visits to open-air memorial parks and cemeteries shall be limited to not more
than ten (10) persons per group. The number of groups allowed at any given
time shall be left to the discretion of the management of such memorial parks
and cemeteries taking into consideration minimum public health standards
and social distancing.

K. PUBLIC TRANSPORTATION. The road, rail, maritime, and aviation sectors


of public transportation shall operate at a reduced operational and vehicle
capacity in accordance with guidelines issued by the Department of
Transportation (DOTr). Provided, that in all public transports, a strict one (1)
meter distance between passengers shall be observed and appropriate
engineering controls shall be in place.

L. SHIP OPERATIONS AND INTER-ISLAND TRAVEL. Operations of


passenger ships shall be allowed pursuant to the IATF Omnibus Guidelines on
the Implementation of Community Quarantine and Maritime Industry
Authority (MARINA) Advisory No. 2020-29 dated April 30, 2020.

By virtue thereof, all shipping companies, ship operators, ship charterers and
all concerned may operate and travel to and from areas under GCQ. In no
case shall travel to any port under ECQ be allowed. The same are also
directed to observe at all times, whether on shore or onboard, strict social
distancing of at least one (1) meter distance between any two persons at any
given point of time.

The following general guidelines shall be adopted:


i. Shipping companies, as soon as possible, devise an online scheme
where passengers can procure and pay ticket;
ii. Cleanliness of ships, buildings and on-shore premises shall at all
times be maintained;
iii. Companies are required to employ one health or medical health
worker on-board and one on-shore who will supervise the checking
and monitoring of body temperature of passengers, employees and
crew;
iv. Health or medical workers of companies shall establish a
communication line with proper health authorities for the reporting
and coordination of suspected COVID-19 cases;
v. Isolation areas shall be provided on-shore and on-board where
COVID-19 suspects shall be brought, monitored and medically
attended; and

vi. Mass gatherings on-board and on-shore shall be prohibited;

Provided further, the following on-shore guidelines shall be adopted:


i. Companies shall observe social distancing by installing visible social
distancing marks outside and inside the terminal such as, but not
limited to, queuing, ticketing, waiting and boarding areas;
ii. Handwashing/lavatory areas with sufficient water, soap, alcohol or
disinfectant shall be provided at the main entrances of the premises
and at strategic parts of the building for free use by passengers and
employees;
iii. Disinfecting footbath shall likewise be provided in all entry and exit
access points of the premises and building;
iv. Companies shall ensure that the number of persons accommodated
inside the terminal and within the premises shall only be enough for
everyone to practice social distancing;
v. Wearing of masks is mandatory for all passengers and employees at
all times and in all areas;
vi. Checking of body temperature is mandatory before passengers and
employees are allowed entry into the premises and the building; and
vii. Persons inside cars entering the port premises shall also be subjected
to mandatory body temperature checking and passing through
disinfecting footbath.

Provided finally, that the following on-board guidelines shall be observed:


i. Ships shall only be allowed to carry 50% of its regular on-board
capacity. Provided that passengers shall at all times during the
voyage, maintain one (1) meter distance apart. This one-meter
distance shall also apply to crew on board. To emphasize social
distancing on-board, visible markings shall be drawn where
passengers and crew sit, gather and converge;
ii. Checking of body temperature is mandatory before passengers and
crew are allowed to go on board;
iii. Handwashing/lavatory areas with sufficient water, soap, alcohol or
disinfectant shall be provided at the main entrance of the ship and at
all strategic locations inside the ship for free use by the passengers
and crew;
iv. Disinfecting footbath shall likewise be provided in all entry and exit
access onboard for passengers and crew and a disinfecting matting
on the ramp for rolling cargoes; and
v. Wearing of masks is mandatory for all passengers and crew at all
times during the voyage.

M. INTERZONAL AND INTRAZONAL MOVEMENT. The following guidelines


for interzonal and intrazonal movement shall be adopted:

1. Pursuant to the Reciprocity Agreement adopted by the Cities of Cebu,


Mandaue and Lapu-Lapu, Cebu City shall honor any document issued by
Mandaue City and Lapu-Lapu City to its residents to be allowed entry/exit
through its borders, such as a Travel Pass, Vehicle Pass or Border Pass.

Further, for purposes of interzonal entry/exit of allowed


businesses/employees/individuals coming from or returning to Mandaue
City and Lapu-Lapu City or passing through, the following documents shall
be sufficient documentary proof at border checkpoints and random
inspections: (a) company identification cards, (b) certificates of
employment and business permits.

2. The movement of all types of cargoes by land, air or sea within and across
the City of Cebu shall be unhampered. Workers in the logistics sector,
such as cargo, trucking, courier delivery and port operations shall likewise
be allowed to transit. Provided that only a maximum of five (5) personnel
may operate cargo and delivery vehicles by land, with or without load.

3. The movement of the following persons within Cebu City shall be


permitted:

a. Health and emergency frontline services personnel;


b. Government officials and government frontline personnel;
c. Duly-authorized humanitarian assistance actors (HAAs);
d. Persons traveling for medical or humanitarian reasons;
e. Persons going to the airport for travel abroad;
f. Returning or repatriated OFWs and other Overseas Filipinos
(OFs) returning to their places of residence;
g. Other persons transported through the efforts of the national
government upon observance of the necessary quarantine
protocols and with the concurrence of the receiving LGUs; and
h. Anyone crossing zones for work permitted in the zone of
destination and going back home.

Authorized shuttle vehicle services shall be allowed to travel within and


across areas placed under any form of community quarantine, with
priority given to persons rendering health and emergency frontline
services.

Land, air or sea travel by uniformed personnel, government officials and


employees for official business with the corresponding travel authority and
authorized HAAs, especially those transporting medical supplies and
laboratory specimens related to COVID-19 and other relief and
humanitarian assistance, shall be allowed.

OFWs, students enrolled abroad and participants accepted in exchange


visitor programs, permanent residents of foreign jurisdictions, and
stranded foreign nationals, or those leaving for medical and other
humanitarian reasons may leave for abroad through any of the airports or
seaports in the country. Provided that this provision shall not be
interpreted to allow outbound travel by Filipinos to countries where travel
restrictions are in place. Provided further, that departing passengers may

be accompanied by not more than one (1) person when traveling to any
international port, who shall be allowed to return to his/her point of origin.

Repatriated OFWs or returning non-OFWs who have been issued a


Department of Health (DOH) or City Health Office certificate of completion
of fourteen (14) day facility-based quarantine, those who may be required
to undergo a mandatory fourteen (14) day home quarantine or those who
are issued with travel authority upon testing negative for COVID-19
whichever is earlier, shall be granted unhampered transit across zones en
route to their final destination in the Philippines.

N. LIQUOR BAN. A total liquor ban in all public places is hereby imposed within
the City of Cebu upon the effectivity of this Order. As such, it shall be
prohibited for any person to serve and/or drink intoxicating liquor in any
public place within the City of Cebu during the entire period of the GCQ.

O. MANDATORY WEARING OF FACE MASKS IN PUBLIC PLACES. All


persons within the territorial jurisdiction of Cebu City are directed to wear the
prescribed face masks at all times as provided under Executive Order No. 066,
Series of 2020.

P. CARBON PUBLIC MARKET COMPLEX SCHEDULE. The following schedule


of admission of shoppers inside the Carbon Public Market Complex shall be
based on the first letter of the family name of the shopper as follows:

The Carbon Public Market Complex shall be open to shoppers from 6 A.M.
until 5 P.M. only. During this period, no vehicles shall be allowed entry into
the Complex.

There shall be a designated delivery schedule of cargoes and supplies as


determined by the Markets Operations Division (MOD), during which, trucks
and vehicles may be allowed to enter. Authorized wholesalers, purchasers,
and kumpradors shall be allowed entry within these schedules.

The Carbon Public Market Complex shall be closed to shoppers every Sundays.
This day shall be dedicated for thorough cleansing and disinfecting activities
to be done by the Markets Operations Division (MOD) as well as the individual
vendors / sellers / concessionaires in their respective stalls or areas.

Q. MANDATORY COVID-19 TESTING FOR PERSONS DEPRIVED OF


LIBERTY (PDL) AND CHILDREN IN CONFLICT WITH THE LAW (CICL).

The requirement for persons deprived of liberty (PDL) and children in conflict
with the law (CICL) to undergo COVID-19 testing before admission into or
release from the Cebu City Jail and the Cebu City Operation Second Chance
Center, as provided under Executive Order Nos. 071 and 074, Series of 2020,
respectively, shall continue to be in effect within the GCQ Period.

R. CURFEW. The curfew schedule shall herein be adjusted and will start from
10:00 P.M. until 5:00 A.M. the following day. This shall apply to all persons
and business establishments authorized to operate during the GCQ Period.
However, authorized persons outside of residence (APORs), those working in
BPOs, health workers and government agencies providing frontline and
emergency services are hereby exempted.

S. QUARANTINE PASS GUIDELINES. Quarantine Passes (QPass) duly issued


by the City Government shall be presented by household members who wish
to go out of their homes to access basic necessities and services. Authorized
Persons Outside Residence (APORs) under the IATF-MEID guidelines as well
as issuances by the Philippine National Police (PNP) are exempted from this
requirement.

The QPass shall only be allowed from 5:00 A.M. until 10:00 P.M. Further,
QPass holders shall adhere to the following schedule:

Wednesdays
QPasses with codes that end with ODD
Fridays
numbers (1, 3, 5, 7, and 9)
Sundays
(5:01 A.M. to 1 P.M. ONLY)
Tuesdays
Thursdays

SECTION 3. ENFORCEMENT. The Armed Forces of the Philippines (AFP) and


the Philippine National Police (PNP) are hereby directed to implement the full extent of
this Executive Order.

Barangays officials and other force multipliers are likewise mandated to


implement the full extent of this Order. Each barangay shall immediately establish
checkpoints in strategic areas within in their respective areas of jurisdictions, in close
coordination with law enforcement agencies.

Further, the Business Permit and Licensing Office (BPLO), Prevention Restoration
Order Beautification and Enhancement (PROBE) Team, Cebu City Transportation Office
(CCTO), Markets Operations Division (MOD), Department of Health (DOH), City Health
Department (CHD), Vicente Sotto Memorial Medical Center (VSMMC), and Bureau of Jail

Management and Penology (BJMP) are also mandated to implement the provisions of
this Order which fall under their respective jurisdictions.

SECTION 4. COVID-19 BEDS CENSUS. To strictly monitor the critical utilization


rate, all public and private hospitals within the City shall submit a daily census of
occupancy documenting the following: (1) total regular bed capacity, (2) expanded
COVID-19 bed capacity, (3) ICU bed capacity, and (4) dedicated COVID-19 ICU bed
capacity. Further, daily census of in-patients and in emergency room patients
specifically including their names, addresses, and contact details.

Level II Quarantine Facilities, including the Cebu City Quarantine Center, the
Bayanihan Cebu Sacred Heart School Field Center and the IEC Field Center, the NOAH
Complex, and Barangay Isolation Centers established throughout the City of Cebu shall
likewise submit a daily census of their actual occupancies.

SECTION 5. PENALTIES. Violation of any provision of this Order and other


earlier Executive Orders issued in relation to the COVID-19 pandemic shall be subject to
penalties pursuant to existing national laws and local ordinances.

SECTION 6. INCORPORATION CLAUSE. All laws, legal orders, rules and


regulations that have been issued and/or will be issued by the duly constituted
authorities of the Republic of the Philippines, particularly the IATF-MEID, pertaining to
public health and COVID-19 are hereby incorporated herein and made integral parts
hereof. In case of conflict, such laws, legal orders, rules and regulations shall take
precedence over the provisions of this Executive Order.

SECTION 7. SEPARABILITY CLAUSE. Should any provision of this Executive


Order be declared by a court of competent jurisdiction as invalid or unconstitutional, the
remaining provisions not otherwise adversely affected thereby shall remain in full force
and effect.

SECTION 8. REPEALING CLAUSE. Any and all executive orders, issuances,


rules and regulations, memoranda of the City of Cebu or any part thereof which are
inconsistent with the provisions of this Executive Order are hereby repealed, amended
or modified accordingly.

SECTION 9. EFFECTIVITY. This Executive Order shall take effect immediately


upon signing hereof and shall remain effective until revoked.
