EXECUTIVE ORDER NO. 19


Series of 2022

"AN ORDER REIMPLEMENTING ALERT LEVEL 2 GUIDELINES IN


THE ENTIRE PROVINCE OF SULTAN KUDARAT EFFECTIVE APRIL 1
TO 15, 2022"

WHEREAS, compelled by the mandate of Section 15 Article II of the 1987 Constitution


to protect and promote the right to health of the people and instill health consciousness among
them, the Provincial Government of Sultan Kudarat consider the issuance of guidelines to
prevent and/or minimize the spread of COVID-19 into the province of Sultan Kudarat;

WHEREAS, several provincial proactive measures to minimize the surge of contagion in


the province have been issued since the time the President issued Proclamation No. 1021 (s.
2020) extending the period of the State of Calamity throughout the Philippines; however, despite
these measures, the contamination continuously occurs in the province, though of minimal rate
for the past couple of months;

WHEREAS, IATF Amended Resolution No. 165 dated March 24, 2022 has provided the
criteria for the determination of the alert level classification of local government units, however,
the Province of Sultan Kudarat did not met the prescribed metrics for de-escalation to alert level
1;

WHEREAS, there is still a need to be vigilant over the health and safety of our people to
manage and minimize the risk of this dreaded COVID-19;

NOW, THEREFORE, I, SUHARTO T. MANGUDADATU, Ph.D., Provincial


Governor of Sultan Kudarat, by virtue of the powers vested in me by law, do hereby ORDER
the following:

SECTION 1. REIMPLEMENTING ALERT LEVEL 2 GUIDELINES IN THE


ENTIRE PROVINCE OF SULTAN KUDARAT. The Alert Level 2 Guidelines are
reimplemented in the Province of Sultan Kudarat effective April 1 to 15, 2022.

SECTION 2. GUIDELINES. The following protocols shall be observed in the Province


of Sultan Kudarat, except in areas that LCEs will declare as under granular lockdown:

A. INTRAZONAL AND INTERZONAL TRAVEL . Intrazonal and interzonal travel


shall be allowed in the Province of Sultan Kudarat.  

B.BORDER CONTROL POINTS. Border control points shall be handled by our Men-In-
Uniform from the AFP and PNP, who shall check randomly I.D.s, Vaccination Cards of
travelers entering the Province of Sultan Kudarat.

Concomitant to this, the following identification shall be recognized in entering the
province of Sultan Kudarat and in such facilities or establishments allowed to operate:

(i) Government-issued IDs,


(ii) Valid I.D.s or other pertinent documentation issued by accrediting
organizations or establishments allowed under GCQ,
(iii) COVID-19 Vaccination Card or Certificate,

As regards foreign nationals entering the Province of Sultan Kudarat, the


following shall be the only acceptable proofs of vaccination, which shall be
presented upon arrival in the province of Sultan Kudarat:

iii.a World Health Organization International Certificate of Vaccination and


Prophylaxis;
iii.b VaxCertPH;
iii.c National or state digital certificate of the country/foreign government
which has accepted VaxCertPH under a reciprocal arrangement.

(iv) CCTS, and


(v) I.D.s for availing of essential goods and services.

C. The following establishments or activities shall be allowed to operate or be undertaken


at a maximum of 50% indoor venue capacity for fully vaccinated individuals and 70% outdoor
venue capacity. Provided, that all on-site workers/employees of these establishments or
organizers of activities are fully vaccinated against COVID-19, and Minimum Public Health
Standard shall be strictly maintained.
1. Venues for meetings, incentives, conferences, and exhibitions (MICE);
2. Permitted venues for social events such as parties, wedding receptions,
engagement parties, wedding anniversaries, debut and birthday parties, family reunions,
and bridal or baby showers;
3. Visitor or tourist attractions such as libraries, archives, museums, galleries,
exhibits, parks, plazas, public gardens, scenic viewpoints or overlooks, and the like;
4. Amusement parks or theme parks;
5. Recreational venues such as internet cafes, billiard halls, amusement arcades,
bowling alleys, skating rinks, archery halls, swimming pools, and similar venues;
6. Cinemas and movie houses;
7. Limited face-to-face or in-person classes for basic education subject to prior
approval of the Office of the President;
8. Limited face-to-face or in-person classes for higher education and technical-
vocational education and training;
9. In-person religious gatherings; gatherings for necrological services, wakes,
inurnment, and funerals for those who died of causes other than COVID-19 and for the
cremains of the COVID-19 deceased;
10. Licensure or entrance/qualifying examinations administered by their
respective government agency, and specialty examinations authorized by the IATF
subject to the health and safety guidelines as approved by the IATF;
11. Dine-in services of food preparation establishments such as kiosks,
commissaries, restaurants, and eateries, subject to DTI sector-specific protocols;
12. Personal care establishments such as barbershops, hair spas, hair salons, and
nail spas, and those offering aesthetic/cosmetic services or procedures, make-up services,
salons, spas, reflexology, and other similar procedures, including home service options,
subject to the sector-specific protocols of the DTI;

13. Fitness studios, gyms, and venues for individual non-contact exercise and
sports; Provided that patrons/clients and workers/employees wear face masks at all times
and subject to DTI sector-specific protocols.
14. Film, music, and television production subject to the joint guidelines as may
be issued by the DTI, DOLE, and the DOH;
15. Contact sports;
16. Funfairs/peryas or kid amusement industries such as playgrounds, playroom,
and kiddie rides;
17. Venues with live voice or wind-instrument performers and audiences such as
in karaoke bars, clubs, concert halls, and theaters; and
18. Gatherings in residences with individuals not belonging to the same
household.

D. Agencies and instrumentalities of the government shall remain to be fully operational


and shall adhere to at least an 80% on-site workforce. Those assigned to work off-site shall be
subject to alternative work arrangements as approved by the head of the agency in accordance
with the relevant rules and regulations issued by the Civil Service Commission (CSC). Heads of
agencies providing health and emergency frontline services, laboratory and testing services,
border control, or other critical services shall operate at a workforce beyond the minimum as
may be necessary to deliver their mandates.

E. REGULATING MEDICAL MISSION/BARANGAYANIHAN AND OTHER


SOCIO-CIVIC ACTIVITIES. To contain the spread of COVID-19 and its variants in the
Province of Sultan Kudarat, socio-civic activities such as medical missions, barangayanihan, and
the like conducted by Non-Government Organizations, people's organizations, and other socio-
civic organizations shall be allowed only if appropriate permission and approval of concerned
local government unit is sought and taken; provided that the activity shall be in close
coordination and with the participation of frontliners (doctors, nurses and other medical
practitioners and volunteers) coming from the concerned municipal or provincial government;
provided further, that health protocols are strictly observed.

F. STRICT OBSERVANCE OF HEALTH PROTOCOLS. Establishments that are


allowed to open and operate shall observe the protocols strictly for health and safety, to wit:

• social distancing (minimum of at least 1 meter)


• mandatory wearing of face masks
• designated washing areas
• provision of footbath at the entrance
• thermal scanning for entering customers
• prohibition on spitting in public places
• Transactions shall be done outside of the office
• Use of teleconferencing applications for meetings and webinars are
encourage
• Putting plastic barriers in between workspaces
• Internal and external documents for submission be placed at designated
drop boxes
• Use of personal ballpen when signing documents or filling out logbooks
• Employees with flu-like symptoms shall undergo antigen test or RT-PCR
Test whichever is applicable
• Air purifier shall be provided to every office
• Separate garbage or trash can for disposal of face mask

G. DESIGNATION OF SAFETY AND HEALTH PROTOCOL OFFICER
(SAHPO). Every establishment, including government and non-government offices within the
province of Sultan Kudarat, are enjoined to designate a safety health protocol officer with the
following duties and responsibilities:

a. Oversee the overall management of health programs of the province and with that
of LGU in. their establishment/office, particularly in the observance of health
protocols provided in Section 16 hereof;
b. Frequently monitor and inspect any health and safety aspect in operation being
undertaken;
c. Assist government inspectors in the conduct of safety and health inspection at any
time whenever work is being performed;

SAPHO shall render situational awareness reports on the observance of the minimum
health safety protocols in their respective establishments to the following :

1) Civil Service Commission -Sultan Kudarat Field Office for government


offices, and
2) Department of Labor and Employment -Sultan Kudarat (DOLE-SK) for
private establishments and offices.

The SAPHO shall undergo safety seminars and training conducted by DOLE to sustain
preventive occupational safety and health culture in the workplace.

H. 70% PASSENGER CAPACITY IN PUBLIC UTILITY VEHICLES. The


passengers for Public Utility Buses (PUBs), Public Utility Jeepneys (PUJs), U.V. Express
(UVE), and other land-based public transportation services operating in the Province of Sultan
Kudarat shall be SEVENTY PERCENT 70%.

However, strict observance of minimum health protocols shall be continuously enforced,


such as but not limited to the following:

(1) Wearing of face masks;


(2) Keeping public transport well-ventilated;
(3) Conducting frequent disinfection; and
(4) Observing appropriate physical distancing rule.

Moreover, those passengers with no Vaccination Card shall not be allowed to ride in the
aforementioned public transport vehicle.

Plastic barriers inside public transport are no longer required in the Province of Sultan
Kudarat.

I. USE OF FACE SHIELD NO LONGER MANDATORY.  The use of a face shield is


no longer mandatory in the Province of Sultan Kudarat. It will only be required in hospital
settings, medical clinics, and other medical facilities.

J. VACCINATION CARD REQUIRED IN ENTERING AIR-CONDITIONED


ESTABLISHMENTS/OFFICES/GOVERNMENT FACILITIES. All individuals entering air-
conditioned shopping malls, establishments, government, and non-government offices/facilities

shall be required to present their vaccination cards. It shall incorporate therein the guiding
principle of "No Vaccination Card, No Entry."

K. LCEs ENJOINED TO ENCOURAGE CONSTITUENTS FOR VACCINATION.


All Local Chief Executives (LCEs) in the Province of Sultan Kudarat is enjoined to double their
effort in encouraging their constituents to undergo vaccination. They shall provide an incentive
scheme for their constituents to be motivated to have an anti-COVID-19 shot.

L. PROVISIONS ON UNIFORM TRANSPORT CODING, "NO MOVEMENT


EVERY SUNDAY," "LIQUOR BAN" ARE CONTINUOUSLY LIFTED. The provisions in
the earlier Executive Orders on Uniform Transport Coding, "No Movement Every Sunday," and
Liquor Ban are hereby continuously lifted.

M. REIMPLEMENTATION OF CURFEW HOUR. The Curfew hour from 10


P.M. to 4 A.M. is hereby reimplemented in the entire Province of Sultan Kudarat.

N. AUTHORITY OF LCEs TO DECLARE GRANULAR LOCKDOWN. The


LCEs in the Province of Sultan Kudarat shall enjoy the discretion to declare a barangay
or sitio/purok, as the case may be, within their area of responsibility under Granular
Lockdown to prevent and impede the spread of contamination thereat.

Intervention in food packs, but not limited thereto, shall be provided to constituents by
LGU declaring granular lockdown. Three (3) days thereafter, the Provincial Government of
Sultan Kudarat shall provide its intervention to assist the LGU and the constituents in the
lockdown area.

Within twenty-four (24) hours from the declaration of granular lockdown, the concerned
LGU shall submit its Executive Order to the Provincial Governor for his information and review.

Concerned LGU, through "operation yaw-yaw," shall provide information to their


constituents of the said lockdown.

O. AUTHORITY OF THE MESU/CESU and BHERTS. The MESU/CESU and


BERTs, to protect the health of the people of Sultan Kudarat, shall perform their disease
surveillance and response functions and are authorized to enforce the following:

i. Mandatory reporting of symptomatic and asymptomatic COVID-19


positive;
ii. Conduct epidemiologic investigations, case investigations, patient
interviews, review of medical records, contact tracing, collection, storage,
transport and testing of samples and specimen, risk assessments,
laboratory investigation, population surveys, and environmental
investigation;
iii. Rapid containment, quarantine, and isolation of direct contact of
COVID-19 positive; and RT-PCR of symptomatic COVID-19 suspect.

P. DESIGNATION OF MONITORING TEAM. IATF of LGUS shall designate


Municipal/City Monitoring Team who shall strictly monitor compliance herewith and thereby
authorized to issue citation tickets for violators of this Executive Order in accordance with the
penalty imposed herein and by Provincial Ordinance No. 36 dated August 10, 2020.

The PIATF shall see to it that all LGUS have their Monitoring Team and check if the
latter is conducting monitoring at their level.

Q. REFERRAL AND TRANSFER OF COVID PATIENT. LGUs are encouraged


to use the One Hospital Command Center (OHCC) for referral and as a channel for
coordination in transferring COVID-19 patients; thus, transfer of the said patient shall be
in accordance with the direction of the One Hospital Command Center.

R. RELEASE OF COVID-19 HUMAN REMAINS UNHAMPERED. All


healthcare facilities shall not hamper the release of the human remains of the COVID 19
deceased, even if it is due to non-payment of hospital bills.

S. QUARANTINE OF ASYMPTOMATIC CLOSE CONTACTS

1. Fully vaccinated asymptomatic close contacts of individuals with


symptoms, suspect, probable, or confirmed cases shall be quarantined for at least
five days from the date of the last exposure. The quarantine can be discontinued at
the end of the set quarantine period if they have remained asymptomatic during
the recommended period, regardless of whether testing has been done and resulted
in a negative.
2. Partially vaccinated or unvaccinated asymptomatic close contacts of
individuals with symptoms, suspect, probable, or confirmed cases shall quarantine
for at least 14 days from the date of the last exposure. The quarantine can be
discontinued at the end of the set quarantine period if they have remained
asymptomatic during the recommended period, regardless of whether testing has
been done and resulted in a negative.

3. All asymptomatic close contacts shall not be required testing unless


symptoms will develop and should immediately isolate regardless of test results.

4. All asymptomatic close contacts shall conduct symptom monitoring for at


least 14 days, regardless of the shortened quarantine period. They shall strictly
observe minimum public health standards, including physical distancing, hand
hygiene, cough etiquette, and wearing of masks, among others, regardless of
vaccination status. Health Offices from LGUs are authorized to implement further
shortening of quarantine duration up to 0 days for their fully vaccinated workers
with boosters who are close contacts based on the institution's individualized risk
and needs assessment. Intensive contact tracing and testing of asymptomatic close
contacts are not recommended priority interventions in areas with large-scale
community transmission.

T. ISOLATION OF INDIVIDUALS WITH SYMPTOMS AND SUSPECT,


PROBABLE, AND CONFIRMED CASES

1. All asymptomatic and fully vaccinated confirmed cases shall isolate for at
least seven days from the sample collection date. If symptoms develop within or
after the prescribed period, the individual shall complete the required days of
isolation depending on the severity of symptoms. Isolation can be discontinued
without repeat testing, provided they have remained asymptomatic during the
recommended isolation period.

2. All asymptomatic and partially vaccinated or unvaccinated confirmed
cases shall isolate for at least ten days from the sample collection date. If
symptoms develop within or after the prescribed period, the individual shall
complete the required days of isolation depending on the severity of symptoms.
Isolation can be discontinued without repeat testing, provided they have remained
asymptomatic during the recommended isolation period.

3. All individuals with symptoms and suspect, probable, and confirmed cases
presenting with mild symptoms, including individuals under priority groups A2
and A3 who are fully vaccinated, shall isolate for at least seven days from the
onset of signs and symptoms. They do not have fever for at least 24 hours
without using any antipyretic medications and shall improve respiratory signs and
symptoms. Isolation can be discontinued without the need for repeat testing upon
completion of the recommended isolation period.

4. All individuals with symptoms and suspect, probable, and confirmed cases
presenting with mild symptoms, including individuals under priority groups A2
and A3 who are partially vaccinated or unvaccinated, shall isolate for at least ten
days from onset of signs and symptoms. They do not have fever for at least 24
hours without using any antipyretic medications and shall improve respiratory
signs and symptoms. Isolation can be discontinued without the need for repeat
testing upon completion of the recommended isolation period.

5. All individuals with symptoms and suspect, probable, and confirmed cases
were presenting with moderate symptoms, regardless of vaccination status, shall
be isolated for at least ten days from onset of signs and symptoms. They do not
have fever for at least 24 hours without using any antipyretic medications and
shall have improvement of respiratory signs and symptoms. Isolation can be
discontinued without the need for repeat testing upon completion of the
recommended isolation period.

6. All individuals with symptoms and suspect, probable, and confirmed cases
were presented with severe and critical symptoms, regardless of vaccination
status, shall be isolated for at least 21 days from onset of signs and symptoms.
They do not have fever for at least 24 hours without using any antipyretic
medications and shall have improvement of respiratory signs and symptoms.
Isolation can be discontinued without the need for repeat testing upon completion
of the recommended isolation period.

7. All symptomatic immunocompromised confirmed cases, as outlined


below, shall be isolated for at least 21 days from the onset of signs and
symptoms, regardless of vaccination status. These shall include patients with:

a) Autoimmune disease
b) HIV Cancer/ malignancy
c) Undergoing steroid treatment
d) Transplant patients, and
e) Patients with poor prognosis or bed-ridden.

Isolation can be discontinued upon completion of the recommended isolation


period. They do not have fever for at least 24 hours without any antipyretic

medications and shall improve respiratory signs and symptoms. Repeat RT-PCR
testing shall also be recommended for this group. If results turn out negative, they
may be discharged from isolation. If results turn out positive, refer to an Infectious
Disease Specialist who may issue clearance and discharge if warranted.

8. The hospital shall be authorized to implement further shortening of


isolation protocols up to 5 days for their fully vaccinated workers with boosters
who are suspect, probable, and confirmed cases, whether asymptomatic, mild, or
moderate, based on the institution's individualized risk and needs assessment.

9. Repeat testing nor medical certification is not required for safe


reintegration into the community, except for immunocompromised individuals.
Time-based isolation is sufficiently provided the affected individual remains
asymptomatic.

T. TESTING AND QUARANTINE PROTOCOLS FOR ARRIVING


INDIVIDUALS:

FULLY VACCINATED ARRIVING INDIVIDUALS:

Foreign nationals, once admitted into the country, are no longer required to observe
facility-based quarantine but shall self-monitor for any sign or symptom for seven (7) days, with
the first day being the date of arrival. However, they are required to report to the local
government unit (LGU) of their destination should they manifest any symptoms.

U N VA C C I N AT E D O R VA C C I N AT I O N S TAT U S C A N N O T B E
INDEPENDENTLY DETERMINED

Foreign nationals entering the Province of Sultan Kudarat who are unvaccinated or
vaccination status cannot be determined shall be required to undergo home quarantine until their
fourteenth (14th) day, with the date of arrival in the country being their first day. The local
government units of destination and their respective Barangay Health Emergency Response
Teams are tasked to monitor those arriving passengers undergoing home quarantine.

The BHERTS shall document and monitor the daily health conditions of the returning
residents of their Barangays and that of the members of their household within seven (7) or
fourteen (14) days from such arrivals, as the case may be. The RHU concerned shall be informed
of such arrival and monitoring of said traveler residents, and the RHU shall keep a daily record
of the tracking of these arrivals.

FOREIGN CHILDREN TRAVELING WITH FILIPINO NATIONALS

i. A foreign child or children below twelve (12) years of age who are not vaccinated for
any reason whatsoever and traveling with their Filipino parent shall follow the entry, testing, and
quarantine protocols of their Filipino parent traveling with them.
ii. A foreign child or children from ages twelve (12) to seventeen (17) years of age
traveling with their Filipino parent shall follow the protocol based on their vaccination status
(i.e., vaccinated or unvaccinated).
iii. In case of such unvaccinated minor children, either foreign or Filipino parents should
accompany such child or children during their facility-based quarantine.

U. LCES TO ACTIVATE ISOLATION FACILITIES TO CATER TO MILD
CASES OF COVID-19. Local Government Units are encouraged to activate their
isolation facilities to cater to mild cases of COVID-19. These facilities shall be used as
step-down facilities for recovering COVID-19 cases from hospitals referred to by One
Hospital Command Center (OHCC).

V. SAFE, SWIFT, and SMART PASSAGE (S-PaSS) REQUIRED. All LGUs in


the Province of Sultan Kudarat shall utilize the use of SPaSS as the main portal where
their respective acceptable travel requirements may be accessed;

Local travelers passing through the Province of Sultan Kudarat or returning residents of
the province shall apply for and secure a Travel Pass-Through Permit (TTP) in lieu of Travel
Authority (T.A.) through S-PaSS. This Permit should be presented at the port/airport of entry
and/or barangays of destinations. Travelers can register by accessing https://s-pass.ph.

Local Chief Executives within the Province of Sultan Kudarat shall designate their S-
Pass Focal Person to inform the public of the necessity of registering their travel outside of the
province and with a duty to monitor arriving residents and report concerned BHERTS of the said
arrival for health monitoring purposes.
W.DTI-SK PRICE MONITORING. Relative to the Proclamation of the President
declaring the entire country under the State of Calamity, the Department of Trade and Industry
– Sultan Kudarat Provincial Office (DTI-SK) shall monitor prices to make them stable and
within the range of the Suggested Retail Prices (SRPs), Moreover, it shall implement price
freeze of basic necessities at their prevailing prices and issue Advisory to business
establishments to ensure availability of supplies and affordability of prices in the province.  
To ensure price reasonableness and sufficiency of supply of basic necessities and some
essential medical supplies in the market, the Department of Trade and Industry-Sultan Kudarat
(DTI-SK) shall implement Memorandum Circular (MC) No. 20-07 on Anti-Hoarding and Anti-
Panic Buying, which sets the reasonable limit in the sale of all basic necessities and some
products intended for the protection of health such as, but not limited to, medicines, surgical and
industrial masks, medical devices, alcohol, hand sanitizers, and other disinfectants.
Retailers are enjoined to sell and consumers to buy said products in quantities sufficient
to meet their household needs for a maximum of seven (7) days only.
X. MANAGEMENT OF THE DEAD. The management of the dead relative to
COVID-19 shall be left at the concerned LGU where the deceased resides or where the
relatives intend their burial.

SECTION 3. PENAL CLAUSE. Those found resisting and seriously disobeying any
person while engaged in the performance of his duty in enforcing this Order will be penalized in
accordance with Article 151 of the Revised Penal Code.

Any person who attacks, employs, forces, or seriously intimidates or seriously resists any
person in authority or his agent while engaged in the performance of his duty in enforcing this
Order, knowing them to be such, shall be liable for direct assault under Article 148 of the
Revised Penal Code.

Any person found violating any provision of this Order shall be fined in accordance with
Provincial Ordinance No. 36 dated August 10, 2020, as amended.

Any close contact person of confirmed COVID-19 persons who violates the mandatory
14-day quarantine shall be penalized in accordance with Provincial Ordinance No. 59 dated
September 13, 2021, passed by the 15th Sangguniang Panlalawigan of Sultan Kudarat

Nevertheless, the business permit of establishment or business transport of any form


found violating any provision of this Order shall be revoked by the issuing LGUs.

Any public officer or employee who violates any of the provisions of this Executive
Order may be meted administrative disciplinary action without prejudice to the filing of the
appropriate civil or criminal action.

Non-cooperation of person or entities identified as having the notifiable COVID-19 and


refusing to undergo RT-PCR shall be penalized according to this Section.

Other penalties for violation of the provision of this Executive Order may be imposed in
accordance with Ordinances passed by the Sangguniang Panlalawigan of Sultan Kudarat,
Sangguniang Panlungsod of Tacurong, or Sangguniang Bayan within the Province of Sultan
Kudarat.

For this purpose, the Provincial Prosecution Office is requested to assist Legal Officers of
Municipalities and the City of Tacurong to initiate appropriate charge(s), as may be warranted.

SECTION 4. LOCAL ISSUANCES. To provide consistency, clarity, and uniformity of


action to the general public, all local chief executives and local sanggunian in the province are
enjoined to immediately issue/modify and pass local orders or ordinances to adopt and
implement the guidelines in the Order. None, whatsoever, shall be passed or issued which will or
might in any way conflict with any provisions of this Executive Order or which will or might in
any way interfere with or impede its achievement.

Copies of Executive Orders issued by the Local Chief Executive within the province of
Sultan Kudarat shall be forwarded to the Provincial Governor within three (3) days from their
issuance to ensure that such Executive Orders are within the powers granted by law and in
conformity with provincial issuances. This is in consonance with Section 30 of RA 7160,
otherwise known as the Local Government Code of 1991, which empowers the Provincial
Governor to review executive orders promulgated by the component city or municipal mayor
within his jurisdiction.

Copies of City/Municipal Ordinances passed by the sanggunian within the province of


Sultan Kudarat shall be forwarded to the Sangguniang Panlalawigan of Sultan Kudarat for
review within three (3) days after its passage.

SECTION 5. ASSISTANCE FROM AFP/PNP IN THE IMPLEMENTATION OF


THIS ORDER. All law enforcement agencies, especially the Philippine National Police and the
Philippine Army in the province, are directed to provide necessary assistance in implementing
the Order. As such, uniformed personnel shall be assigned at the Quarantine Check Points to
strictly enforce travelers' adherence to the requirements in entering the Province of Sultan
Kudarat as provided in Section 2 (a,b,c,d,e,f and i) and relevant provisions on health protocols.

SECTION 6. DEPUTIZATION BY MAYORS OF OTHER SAFETY AND


SECURITY GROUPS OR CIVIL SOCIETY ORGANIZATIONS TO ASSIST IN THE
IMPLEMENTATION OF MINIMUM HEALTH PROTOCOL. All Mayors in the Province
of Sultan Kudarat shall deputize other safety and security groups or civil society organizations to

assist in the strict implementation of the minimum health protocols by every constituent in their
locality.

SECTION 7. RELAYING OF INQUIRIES AND INFORMATION. Any inquiries and

SECTION 8. SEPARABILITY CLAUSE. If any of the provisions of this Order is


found by a court of competent jurisdiction to be void or unenforceable, in whole or in part, such
provision shall be deemed deleted from this Order, but the remaining provisions thereof shall
remain in full force and effect.

SECTION 9. REPEALING CLAUSE. All Orders and issuances inconsistent herewith


are hereby revoked, repealed, revised, or modified accordingly.

SECTION 10. EFFECTIVITY. This Order shall take effect on April 1, 2022 and shall
remain effective until midnight of April 15, 2022, unless sooner revoked, modified, or repealed
accordingly.
