TITLE: PROTOCOLS ON POPULATION MOVEMENT AND


CONTROL UNDER GENERAL COMMUNITY QUARANTINE
(GCQ).

The new guidelines of the Inter-Agency Task Force (IATF) allow the general
population to go out of their homes for purposes of accessing basic necessities during the
General Community Quarantine (GCQ). To ensure public health and safety against
COVID-19, it is imperative to limit the number of people in all public and work places at
ANY ONE TIME.

For this purpose, the following protocols are hereby implemented in the
Municipality of Tuao:

1. Young (0-20 years old) and non-working senior citizens (60 years old and up),
lactating and pregnant women, and those with high-health risk are required to stay at
home. Non-working senior citizens shall be assisted by the barangays in the procurement
of all their essential needs and other needs in a case-to-case basis;

2. Non-workers are allowed to go out to buy goods/services outside their barangays


only upon securing General Quarantine Control Pass from their respective Barangay
Control Points at no time are they allowed to go out without a face mask;

3. The Municipal Government shall issue General Quarantine Control Pass to all
barangays at an average of one percent (1%) of their barangay population;

4. Said General Quarantine Control Pass shall be issued to all barangays which in
turn, shall issue the same to their residents on a ‘one-in-one-out basis strictly observing
health standards. All issued Control Passes shall be properly recorded and accounted for;

5. Said General Quarantine Control Pass is transferrable among their residents from
5:00 AM to 8:00 PM daily;

6. Barangay Officials are accountable for the loss of any General Quarantine Control
Pass;

7. Similar General Quarantine Work Pass for employers/ employees of private


businesses, vendors and front-liners shall be issued by the Municipal Government to
ensure that everyone moving around the municipality are the ONLY Authorized Persons
Outside their Residences (APOR);

8. Visitors from outside the Municipality shall be issued Visitors/Transient General


Quarantine Control Pass at border checkpoints upon presentation of a valid ID. Said ID
shall be given back upon return of the General Quarantine Control Pass. (In cases where
there are more than one (1) passenger of a private vehicle, only the driver is required to
leave a valid ID and all other passengers are issued General Quarantine Control Pass
after proper documentation, and surrender a copy of their Travel Pass issued by their
representative LGUs);

9. The IATF shall be honored as valid IDs at checkpoints;


10. Passengers who are residents of the Municipality may return the General
Quarantine Control Pass issued at van terminals to their respective barangays;

11. Government employees are exempted from this scheme provided they are in
their office uniform and are wearing their IDs; and

12. Any person caught without General Quarantine Control Pass outside their
barangays shall be brought to the PNP Tuao Station for custodial investigation.

This Protocol shall take effect on _____ day of May 2020 and shall be valid until the
duration of the General Community Quarantine in the Municipality.
