AN ORDER AMENDING THE GUIDELINES FOR MODIFIED GENERAL


COMMUNITY QUARANTINE (MGCQ) SET IN EXECUTIVE ORDER NO. 09,
SERIES OF 2021 DUE TO THE DECREASE IN THE NUMBER OF COVID-19
CASES IN THE PROVINCE AND THE MUNICIPALITY

WHEREAS, Executive Order No. 09, Series of 2021 was issued last April 08, 2021 due
to the spike of COVID-19 cases in the province;

WHEREAS, to date, the municipality has four (4) active cases of Corona Virus
(COVID-19) which is minimal and at moderate risk level;
WHEREAS, there is a need to amend some provisions of Executive Order No. 09,
Series of 2021 which were made stricter and intensified protective measures in containing
the spread of this dreaded virus in the community;
WHEREAS, there is a need to put in place the guidelines set forth in Executive
Order No. 09, Series of 2021 by relaxing its stricter provisions as the threat of the sudden
spike of COVID-19 cases in the municipality is now minimal due to the decrease in the
number of COVID-19 cases in the province and the reclassification of community
quarantine of the neighboring municipalities to lower risk level (from GCQ to MGCQ)
NOW THEREFORE, I, PHILIP CAESAR P. CRISPINO, Municipal Mayor of the
Municipality of Caba, La Union, by the power vested upon me by law, do hereby order the
following:
Section 1. Coverage
All residents and non-residents going in and out of the territorial jurisdiction of
the Municipality of Caba, La Union as well as all establishments located within the municipality
are covered by this Order.
Section 2. General Guidelines.
Reiterating the applicable provisions of the Omnibus Guidelines on Community
Quarantine with Amendments as of May 06, 2021, the following shall be strictly observed:
I. MINIMUM HEALTH STANDARDS
Minimum public health standards shall be complied with at all times for the
duration of the MGCQ.
II. MOVEMENT OF PERSONS
a. The movement of all persons shall be limited to accessing essential goods and services
and for work in permitted offices or establishments as well as other activities allowed under this
Order.
b. Persons below fifteen (15 ) years old , those who are over sixty-five(65) years of age,
those with immunodeficiency, comorbidity, or other health risks, and pregnant women, including
any person who resides with the aforementioned shall be required to remain in their residences
at all times, except for obtaining essential goods and services and for work in industries and
offices or such ther activities allowed under this Order.
III. LIMITATIONS ON GATHERINGS.
Gatherings in the municipality shall be governed by Memorandum Circular No. 2021-050
of the DILG dated May 05, 2021. As such, the rules on gatherings shall be as follows:
a. Gatherings shall be allowed up to 50% of seating or venue capacity.
b. Gatherings for the provision of government services and humanitarian
activities are allowed.

c. Religious gatherings shall be allowed up to 50% of seating capacity and limited


to religious worship or service.
d. Gatherings for necrological services, wakes, inurnment, funerals for those who
died of causes other than COVID-19 shall be allowed up to 50% of seating or
venue capacity.
e. Mass gatherings such as sporting events, entertainment activities, work
conferences shall be allowed up to 50% of seating or venue capacity; venue
shall be compliant with ventilation standards set by DOLE.
f. LGU-initiated gatherings are allowed for any activity up to 50% of seating or
venue capacity.
IV. TOURISM/ ACCOMMODATION ESTABLISHMENTS/ ANCILLARY
ESTABLISHMENTS
Only hotels or accommodation establishments with valid DOT Accreditation shall be
allowed to accommodate guests and clients for legitimate purposes. The operations of such hotels
and accommodation establishments shall be subject to guidelines issued by the DOT and IATF.
Only 50% of the seating or venue capacity shall be allowed and must strictly observe the
minimum public health standards.
V. MONITORING OF ARRIVALS OF RESIDENTS AND LSIs IN THE
MUNICIPALITY
The guidelines as set forth by the National/Provincial Government for the returning
residents/LSIs and non-residents of the municipality shall be carried out in the municipality.

For this purpose, all barangay officials through their BHERTs must actively and closely
monitor the arrivals of their residents and LSIs.

VI. PROHIBITED ESTABLISHMENTS AND ACTIVITIES


Entertainment venues such as karaoke bars, bars, clubs shall not be permitted to
operate. Relatively, videoke singing shall pe prohibited at all times during the period of MGCQ.
Indoor and outdoor non-contact sports are allowed provided that the minimum public
health standards are observed.
VII. REGULATED SELLING AND CONSUMPTION OF ALCOHOLIC
BEVERAGES
Selling of alcoholic beverages shall be prohibited within the curfew hour of the province
which is from 11:00 P.M. to 5:00 A.M. However, drinking sessions in public places even in
residences and in other private properties but in open and public view shall at all times be
prohibited.
VIII. MARKET OPERATION
The public market shall operate from 6:00A.M. to 5:00P.M. allowing only fifty percent
(50%) of the market capacity at a time.
Grocery/stall owners/managers of the public market must ensure the observance of the
minimum public health protocols. For this purpose, only 2 persons at a time shall be allowed to
enter the stall premises.
Personnel of cargo vehicles and/or delivery trucks must undergo the usual symptom
screening at the point of destination and must strictly comply with the social distancing measures
which may include, if necessary, the putting up of additional safe and humane seats or space at
the vehicles.

IX. WORK IN THE MUNICIPAL GOVERNMENT.


Work in the municipal government shall be in full operational capacity. Employees with
comorbidities, immonodefficiencies, or other health risks, and pregnant who shall be following a
work from home arrangement.
X. CURFEW HOURS
The curfew hour in the municipality during the period of MGCQ shall be from 11:00P.M.
to 5:00A.M. For this reason, no person shall be allowed to be outside of their residences unless
they are returning from work or allowed trips/activities.

XI. TRANSPORTATION.
The rules and regulations set by the LTO/LTFRB during the period of the community
quarantine shall be strictly observed by all tricycle operators and/ or drivers plying within
the municipality.

XI. ACTS OF DISCRIMINATION committed against healthcare workers, repatriated


OFWs and non-OFWs, COVID-19 cases, where confirmed, recovered or undergoing
treatment well as suspect and probable cases shall be dealt with criminally, civilly and/or
administratively.

XII. ROLE OF BARANGAYS. All barangays are directed to intensify their border
control and keep a logbook for those going in and out of their barangay. BHERTs in every
barangay is reactivated to ensure the successful conduct of monitoring and contact-tracing.

XIII. DISSEMINATION
The Municipal Government and the barangay officials are directed to disseminate this
Order to everyone within their territorial jurisdiction.
XIV. REPEALING CLAUSE
All previous issuances of the Office of the Municipal Mayor or part or parts thereof which
are inconsistent with any of the provisions of this Executive Order are hereby repealed, amended
or modified accordingly.
XV. SEPARABILITY CLAUSE
If for any reason or reasons, any part or provision of this Executive Order shall be held
unconstitutional or invalid, other parts or provisions hereof which are not affected thereby shall
continue to be in full force and effect.
EFFECTIVITY CLAUSE. This E.O. shall be effective for the whole duration of the
Modified General Community Quarantine (MGCQ).
