WHEREAS, every locol governmenl unil sholl ensure ond support, omong
othelthings, the preservolion ond enrichmenl of cullure, promole heolth ond
sofely, enhonce lhe right of the people to o bolonced ecology, encouroge ond
supporl the development of oppropriote ond self-reliont scienlific ond
lechnologicol copobilities, improve public morols, enhonce economic prosperily
ond sociol juslice, promote full employment omong their residenls, moinloin
peoce ond order, ond preserve the comfort ond convenience of lheir
inhobitonls.

WHEREAS, under Republic Ac.t 9S93, olherwise known os lhe Tourism Act of
2009, tourism is on indispensoble element of lhe nolionol economy ond on
induslry of nolionol interesl ond importonce, which must be hornessed os on
engine of socio-economic growth ond culturol offirmolion lo generole
inveslment, foreign exchonge, ond employment, ond to continue lo mold on
enhonced sense of notionol pride for oll Filipinos;

WHEREAS, os porl of the initiolive of the provinciol Government of Lo Union (pGLU)

to re-open lhe tourism jnduslry jn the province, specific guidelines must be provided ond
inslitutionolized in oll lourism otlroclions, tourism enterprises, ond tourism_reloted
estoblishmenls in order lo prolect the heollh ond sofety of oll tourists pursuont to the
Omnibus cuidelines during Community euorqntine issued by the lnler_Agency Tosk Force
for lhe Monogement of Emerging tnfeclious Diseoses (IAIF); ond

WHEREAS, on Seplember '1, 2020, lhe pGLU, provinciol Government of

Pongosinon, Provinciol Governmenl of llocos Norte, proyinciol Government of
llocos Sur, ond the City Government of Boguio signed o Memorondum of
tjnderslonding {MOU) os on expression of muluol sup[orl ond underslonding for
the Ridge ond Reef Trovel Conidor which will initiolly ollow lourism movementfrom
omong the oforementioned provinces ond city.

WHERIAS, ihe undersigned issued E.O. No. 35, Series of 2O2O (doted
November 04, 2020) otherwise known os ,,Estoblishing Guidelines on Border Enlries
for lhe lmplemenlotion of Exlended Modified Gener;l Community in lhe province
of Lo Union" providing the guidelines for entry of lourists from the iirst phose of the
Ridge ond Reef Trovel Conidor (Region I provinces ond Boguio City).

were issued with on Accredilolion Cerlificote by the DOT for
hoving sotisfoctorily complied with the minimum slondords on
lhe operolion of lourism focilities ond services.

1.3. Accommodollon Eslobllshmenls (AEs) sholl rcter to

estoblishments operoting primorily for providing overnighl sloy
services including but not limited lo hotels, resorls, oporlment
holels, lourisl inns, molels, pension houses, privote homes used for
homesloy, ecolodges, serviced oportments, condolels, ond bed
ond breokfosl focilities.

1.4 Certiflcole ot Authority lo Operole (CAO) sholl refer to o

cerlificotion issued by the DOT lhot on AE in on oreo ploced
under o Communily Quorontine hos sotisfoclorily opplied for o
Cerlificole of Aulhority lo Operote. This cerlificole ensures
complionce of AEs to minimum heolth stondords set forth by the
IATF, Deportment of Heolfh (DOH), ond other governing bodies.

1.5. Communlly Quoronllne sholl refer to the restriclion of movemenl

of individuols, lorge groups of people, or communilies within, into,
or oul of o speciflc geogrophicol division designed to reduce
'the likelihood of lronsmission of CoViD-19

ot the TOSS for the verificotion of lhe lourisl documents.

orgonizers; AEs including but not limited to, hotels, resorls,

1.14. Tourlsm One-Stop-Shop (IOSS) sholl refer to on oreo where non_

resident lourists sholl be verified before checking in ol ony AEs
with previously confirmed booking while in Lo Union for the
purpose of controlling ond volidoling the entry of oll visitors. Il

SECTION 2. RIDGE AND REEF TRAVET CORRIDOR

The PGLU hereby formolly odopts the Ridge ond Reef Trovel conidor plon
os o strotegy thot will revitolize the tourism indusiry by promoting sofe trovel
interconnectivity, ond estoblishing confidence omong tourists with strict
conformonce to heolth ond sofety protocols sel by the DOH, the IATF, locol
government outhorities, ond other governing bodies.

SECTION 3. PHASES OF THE RIDGE AND REEF TRAVET CORRIDOR

The following phoses of the Ridge ond Reef Trovel conidor sholl be
observed:

3.1. PHASE l: INTRA-CORR|DOR TRAVET - Onty tourists from the initiot

trovel conidor (llocos Norte, llocos Sur, pongosinon, Lo Union,
Boguio City) under the some quorontine cotegory ond risk level
sholl be ollowed entry to the identified tourism destinotions in the
province subject to complionce with the guidelines provided in
this EO ond other reloted policies.

3.2. PHASE ll: EXPANDED IRAVET CORRTDOR - Tourists from Luzon sholl
be ollowed entry to the identified tourism destinotions in the
province subject to complionce with the guidelines set forth
herein.

3.3. PHASE lll: SUB-NATIONAI INTER-IRAVEI - Tourists from other porls

of the country under the some quoronline cotegory ond risk level
sholl be ollowed entry to the identifiecl tourism destinotions in the
province subject to complionce with the guidelines herein.

For this purpose,the Province of Lo Union sholl be under phose ll: Exponded
Trovel Conidor of the Ridge ond Reef Trovel Corridor.

SECTION 4. PERMIIED IOURS

Only pre-booked or pre-orronged tours from DOT occredited Lo Union-

bosed tour operofors or trovel ogencies ore ollowed. lt sholl be further
noted thol trovel ogencies ond tour operotors nrusl book occommodolion
ond meol pockoges from DOT-Accredited esloblishments with CAO only.
Wolk-in or Do-ltYourself (DlY) Tours ore prohibited for non+esidents of Lo
U nion.

SECIION 5. GUIDELINES FOR NON.RESIDENI IOURISTS
Permitted tourists sholl comply with the fol owing:

the province in the middle of their stoycotion, the tour sholl be

5.1.4. Tourists from GCQ, MECQ AND ECQ oreos ore required to hove
negotive RT-PCR lesl resulis within 72 hours {3 doys) prior to
onivol. Solivo bosed RT-PCR test resulf issued by Philippine Red
Cross is occepted os on ollernotive to Nosophoryngeol Swob
RT-PCR test.

5.1.5. Regisler ond schedule trovel wilhirr o minimum of 5 working

odmin sholl be every Mondoy to Fridoy from 8:00 AM - 5:00 PM only.
The lourisl moy register their opplicotion ony lime of lhe doy, ond ony
doy of lhe week, however, opprovol ()f lhe opplicotion will be
processed wilhin 48 hours.

The Provinciol Governmenl reserves ils righl to limit lrovel opplicotions

in Lo Union depending on the ovoiloble ond ollowoble room
copocily of AEs pursuonl to IATF reguloticns.

5.5.1. Proceed to the pre-booked occommodotion ond presenl lhe
QTP ond TAP for digilol check-in. Without the eTp ond TAp, lhe
tourisl sholl no'l be ollowed lo enler lhe esloblishment.
5.5.2. Undergo lemperolure check, other sonitolion protocols, ond
mondoted slondord operoting procedures
5.5.3. Be prohibiled to go out from lhe AE without coordinoting wilh
o locol lour operotor, tour guide, or the monogemenl of lhe AE.

5.6.2 Whenever you enler ond exil lourism estoblishmenls ond lourisl
siles, lourisls will be required to undergo the minimum heollh
ossessment, sconning of Toro No! VIs|TA-generoled eTp
through NAPANAM Sconners, ond presenting of TAp.
5.6.3. lf the tourists opted lo extend their tour beyond o lhree-doy
ilinerory, criticol heolth core protocols under item 5.2 of lhis
Section sholl opply. Provided further lhol lhe tourisls musl re-
regisler in lhe Toro No! VISITA System lo generole on updoted
QTP. The locol tour operotor or lrovel ogency sholl then
coordinote ond process with lhe entry TOSS the updoted TAp
of the lourisls. No lourist sholl be ollowed lo exlend .their tour
wilhoul on updoted QTP ond TAP.

5.7. Prolocols for Crltlcol Heollh Core.

5.7.I. Re-tests using RT-PCR sholl be requted when lhe following
occurs:
5.7.1.1. When lourists stort to monifest symp.loms of COVID-19 during
o tour or hove been in close conlocl with o COVID-positive
person.
5.7.'1.2. When tourists exlend their sloy, o Heolth Cerlificole sho be
secured. lf lhe lourisls monifest symploms of COVTD-19, on RT-
PCR sholl be required.

5.7.1.3. When o tourist deviotes from lhe itinerory wilhoul

coordinotion ond/or connol be confocled by lhe locol lour
operolor or tour guide within four (4) hours. ln such coses,
ossistonce from the PNP moy be sought.
5.7.1.4. When o long-stoying guesl on sloycolion decides lo tour
within the Province ofter the firsl three doys of his stoy, o
Heollh Certificole sholl likewise be secured. lf the guesls
monifesl symptoms of COVID-19, on RT-PCR sholl be required,
provided lhot lhe tourist sholl isolote in lhe occommodotion
esloblishmenl while woiting for the result.

5.7.2. For lhe obove circumstonces, if the test resull turns oul lo be
positive, the polient sholl be turned over to heollh core
officiols, who sholl odvise ond recommend heollh
monogemenl procedures depending on lhe officiol diognosis.

5.7.3. Expenses borne out of the odditionol heollh protocol

requiremenls, including re-tesling, sholl be ot the expense of
lhe tourisl.

5.8. Exll Prolocols ond Re.enlry lo Polnt of Orlgln

5.8.1. Exiting lourists sholl check-oul from lhe border TOSS by
presenling lheir QTP ond TAp.
5.8.2. Tourists sholl comply wilh mondoted re-entry guidelines ond
porticulor reslrictions which moy be imposed by the
province/city/municipolily they ore relurning to.

SECTION 6. GUIDETINES FOR IOURISIS PASSING THROUGH I.A UNION

6.1. All tourists of lhe obovemenlioned Provinces ond Cllies possing

lhrough Lo union sholl be required 10 presen'l government-issued
lD ond QTP or prinled booking confirmolion ot the TOS5.

6.2. Once cleored, tourists sholl be given o moximum of three (3) hours
to cross lhe border of Lo Union pursuonl to PGLU EO 19 s 2020. No
tourist sholl be ollowed lo slop by ony deslinotion or otlroclion in
Lo Union othe|thon lhe identified sofe pitstops. A Poss.Through
Slip sholl be provided by the TOSS Assislont lo lhe lour group upon
entry to Lo Union documenling the vehicle detoils, number of
persons inside the vehicle, purpose of lrovel, contocl detoils,
dole, ond lime of enlry lo the Province. The some slip sholl be
honded over to lhe exit checkpoinl leoving lhe Province lo
volidote the poss-lhrough durolion. ln the event thot the period
to poss through exceeds the durolion provided, the tourisf sholl
provlde o justifioble reoson for lhe deloy.

SECIION 7. GUIDETINES FOR RESIDENIS OT I.A UNION

Residenls of Lo Union troveiing within ond oulside the Province for leisure
ond recreotion sholl comply with lhe following guidelines:

7.1. lrovel wlthin lhe Prcvlnce. Residenls of Lo Union from non-criticol

quorontine oreos ore ollowed lo visil lhe public porks, spoces,
ond lourism oltroctions in lhe Province for leisure purposes, subject
'to minimum heolth ond sofety stondords.

Residenls of Lo Union moy pre-book directly to the AE wilhoul

seeking lhe services of o locol lrovel ogency or tour operolor.

Ihe residenl lourist must comply with ony Lcu-mondoled

regulotory meosures for tourism oclivities within lheir jurisdiction.

7.2. tuo],el outside lhe Prcylnce. Residents of Lo Union troveling oulside

fhe province for leisure ond recreolion sholl be subjecl 'to
guidelines ond porticulor restrictions imposed by the
province/city/municipollly hoving jurisdiclion over the destinollon
lhey plon to visit.

Furlher, lhe resident of Lo Union lroveling oulside the province

sholl striclly observe the minimum heolth slondords to prevenl
Covid-19 infection ond possible lronsmission upon relurn to the
province.

7.3- Re-enry Prctocols. Residents of Lo Union who hove troveled

outside the Province for leisure or lourism purposes sholl presenl
NAPANAM QR Code ond government-issued lD pursuonl lo EO 3
s 2021. Re-entry prolocols ore subjecl to necessory odjuslments
depending on the prevoiling issuonces releosed by the IATF or ony
notionol or locol governing body.
