OPENING OF ESTABLISHMENTS
• Priority construction projects (both government & private) such as construction of flood-
control, roads, buildings, and other related construction projects, housing and similar projects
provided social distancing measures must be strictly observed. Use of face masks and PPEs by
the construction workers must be complied with.
PUBLIC TRANSPORTATION
• No “parada” shall be allowed in ALL designated areas in the public market. Instead, the
tricycle will ferry passengers from the barangay ONLY, observing social/physical distancing at
all times (1 passenger only)
• The Office of the Mayor shall issue temporary permit to tricycle with franchise holders ONLY
• The tricycle owner/operator shall require to disinfect his/her vehicle before and after use.
• Tricycle drivers who will be violating these guidelines shall not be allowed to operate until the
GCQ is lifted.
• All business establishments shall be required to establish footbath (2x4 ft) on their respective
entrance.
• Establishments with no footbath are not allowed to open.
• Owners of these business establishments who violate these guidelines shall cause the temporary
closure of their business until such time that full compliance of requirements has been made
• Use of air-condition in their respective establishments shall be limited
• Strict observance of waste disposal pursuant to Municipal Ordinance 2012-02.
• Special/hazardous waste (used face masks and other health care wastes) shall be properly
disposed at the barangay materials recovery facility (MRF)
• Checkpoints established in national, provincial, and municipal roads shall be maintained by the
Philippine National Police (PNP) to be augmented by the Bureau of Fire Protection until GCQ is
lifted.
• Checkpoints established in barangay roads shall be terminated. However, BADAC checkpoints
may still be established as required
• Regular patrolling of Municipal & Barangay Police shall be undertaken
• EO No. 15-2020, dated March 16, 2020, is still in effect (An order temporarily suspending the
“Saud” Market Days every TuesdayS and FridayS of the week in the Municipality of Camalig,
Albay)
• EO No. 18-A-2020, dated March 17, 2020, is still in effect (An order establishing Satellite
Markets at Cotmon during Mondays and Thursdays, and at Iluluan during Tuesdays and Fridays)
• EO No. 21-2020, dated April 8, 2020, is still in effect (An order establishing a satellite market
at Baligang during Wednesdays and Saturdays)
• Use of face masks by the vendors/market-goers is mandatory pursuant to MO No. 2020-10
• Strict implementation of social/physical distancing shall be enforced
• “Circles of Life” are strategically placed in all areas in the public market as guide to ensure
social distancing
• The Municipal Agriculture Office and Office of the Market Administrator shall conduct daily
price-monitoring and submit report to the MDRRMO for consolidation and submission to
MDRRMC for appropriate action
• The Municipal and Brgy. Police shall conduct monitoring of the Satellite Markets established
in the 3 barangays
• Additional Satellite market/s shall be established to decongest the Camalig Public Market
• The Municipal Agriculture Office shall monitor the supply of meat products in these markets in
line with the African Swine Flu (ASF)
• Use of ID by vendors should be strictly observed
• Vendors 20 y/o below and 60 y/o and above are not allowed to enter the premises.
• Strict enforcement of proper segragation of waste pursuant to MO No. 2012-02
Pursuant to EO No. 20-2020, dated April 8, 2020, Municipal Task Force Kalinigan is hereby
organized to take charge the cleanliness and sanitation in all public places in the municipality
• The Municipal Engineering Office shall conduct daily monitoring of all public places in the
municipality
• The Municipal Solid Waste Management Compliance Monitoring Team shall continuously
monitor the compliance of the 50 barangays
• All persons, coming in the territorial jusrisdiction of the municipality of Camalig, Albay
whether or not exempted under the ECQ guidelines of any other jurisdiction except certain
authorized persons outside of residence as may be exempted by the Municipal Mayor through a
letter of exemption on a case to case basis.
• For stranded workers within the Bicol Region. The APSEMO will take the lead in the
coordination with other provinces in the region. The LGU concerned is responsible for picking
them up on the border. If there is direct coordination, it shall be endorsed to APSEMO
immediately.
• For OFWs coming from Manila, they have to pass through OWWA initially; APSEMO and
MDRRMO will coordinate with the proper office.
• Other residents of Camalig going home shall present their respective quarantine certification
and will be required to undergo 14-day home quarantine immediately upon arrival. Failure in
doing so shall render prohibition to return to work or to access basic services.
• All residents of the municipality who are working outside Albay, whether government or
private, are encouraged to either work from home or secure accommodations in their place of
work.
• The Barangay Health Emergency Response Team (BHERT) shall strictly monitor the persons
under monitoring and report daily to the Municipal Health Office (MHO).
Quarantine certification shall be issued by the MHO once completed the 14-day home and/or
facility based quarantine
• Rapid test may be conducted to all persons under monitoring subject to the guidelines of the
Department of Health (DOH)
• The Punong Barangay (PB) through the Barangay Health Emergency Response Team and the
municipal DRRMO, under the supervision of the Mayor shall maintain a 24/7 skeletal force to
serve as monitoring team
• The Punong Barangay is mandatorily required to report daily to the Municipal Health Office
(MHO) the list of all incoming residents in their respective area of responsibility.
