Please find transmitted to your honorable office for review pursuant to Section 327 of the
Local Government Code of 1991, as appended hereto copies of the refiled Ordinance
Authorizing the Annual Appropriations for Fiscal Year 2020 of the Municipality of Remedios
T. Romualdez, Agusan del Norte, as follows:
1. Four (4) copies of Refiled Appropriation Ordinance No. 001 series of 2020, with
attachment.
2. Four (4) copies of Municipal Resolution No. 158-2019, with attached MDC Exe.Com
Resolution No. 12-2019, approving the Annual Investment Plan (AIP) CY 2020.
To manifest its clear adherence with respect to the noted deficiencies as spelled out by the
Sangguniang Resolution Nos. 289 and 369-2020, embodying thereto the action taken by the
agency, to wit:
1. Under 2.4 – Debt Service:
As to conflicting figure provided for amortization due per LBDF No. 5
(Statement of Indebtedness) - ₱ 2,584,958.90
And that being reflected under Section 2 – SPA 20% Development Fund Procurement of
Equipment (LBP Loan Repayment) - ₱ 2,501,192.00
Deficiency - ₱ 83,766.90
Action Taken:
This particular deficiency of ₱ 83,766.90 had been corrected by the issuance of the
Certificate of Indebtedness by the Municipal Accountant and marked as Annex “A” attesting and
confirming thereto that the amount reflected in the Appropriation under Section 2 – SPA 20%
Development Fund Procurement of Equipment (LBP Loan Repayment) - ₱ 2,501,192.00 was
true and correct jiving with the LBP loan amortization schedule as hereto attached and marked as
“Annex B”.
2. Under 1.0 Summary of Estimated Income and Appropriations: General Fund
Total Estimated Income - ₱ 85,526,364.00
Total Appropriation - ₱ 85,526,364.00
Indicative IRA per LBM No. 78 - ₱ 81,558,364.00
 Adjusted IRA per LBM No. 78-A - ₱ 81,258,012.00
Deficiency - ₱ 300,352.00
Action Taken:

The difference in any way would not affect the finance capability of the municipality as even
prior to the declaration of its “Annual Budget Inoperative” a Memorandum Circular marked as
“”Annex B was already issued to institute “Austerity Measures” to all departments a strategy
being undertaken by the LGU it being a practice for so long years now as safety net against worst
scenario that the estimated income would not be realized specially so amidst COVID-19
Pandemic.

The said Circular ordered the reduction of spending of the following:

1. 15% MOOE
2. 3.68% of the 20% Development Fund – Infrastructure Development (Purchase of One (1)
Unit Brand New Garbage Compactor)
3. ₱ 15,017.60 (Swift Water Training Course) under 5% Municipal Disaster Risk Reduction
Management Fund Preparedness.

- The 20% Development Fund Allocation – Infrastructure Development and particularly

(Purchase of One Unit Brand New Garbage Compactor) it being ordered to reduce by
3.68%.

3. Observation Under 3.0

Action Taken:

As to noted inconsistencies in the entries of the Personnel Schedule such typographical

error had been threaded and corrected.

4. Observation under 4.0 and 4.1

Action Taken:

As to appropriation that are inconsistent with the AIP, the same was already included, it
being reflected in the submitted AIP matrix.

Praying, with our earnest appeal that the justification cited above be given gracious
understanding and consideration by the august members of the 18th Sangguniang Panlalawigan
under the strong leadership of the Honorable Ramon AG. Bungabong, so that finally the Annual
Budget CY 2020 of LGU-RTR be accorded with a green light to efficiently utilize its financial
resources necessary to effectively achieve its objective with wisdom and dispatch within the
context of exquisite delivery of public services.
