STATEMENT OF THE PROBLEM:

The increasing number of senior citizens who have the time, talent and resources yet are not tapped to
share these with others and contribute to the improvement of the community.

Architectural Goals and Objectives:

The researchers aim to develop a design solution for a Community Home Care for Elderly in
Cebu City that is sustainable, innovative, and efficient to user’s productivity and well-being using
Sustainable Design principles.

1.0.0 To analyze design solution and technologies appropriate for the complex’s current problem.
- Collecting data of the site situation along with its recurrent issues.
- Research on sustainable and vernacular architecture that can be applied to the
environment.
- Determine the adjacent establishments to cater the needs and ease of accessibility of the
proposed building.
- An analysis to strategize and mitigate flood risks.
1.1.0 To develop an integrated long-term community basis for the elder’s amiability.
- Research on social and autonomy promotion to increase the connection and opportunities
of the elders.
- Planning in terms of better living conditions and designing structures for future proof.
- Merging public and private housing to gain social connection and increasing the growth of
the community.
- Introduction of the sustainability design to be able to understand the concept of the space
plan.
1.2.0 To provide housing design initiatives in response for physical environment.
- Include the National Building Code of the Philippines and its zoning regulation ordinances
for the local government for the design scheme.
- Propose accessible of free movement in all areas of the community to create interactive
spaces and enhance the user’s engagement of productivity.
- Ensure the physical and emotional principles for senior citizens.
- Initiate the development of the productive activities and work schemes for senior citizens.
Significance of the Study

This study aims to provide a Nursing Home Care Service for senior citizens that will provide a
supportive care and integration of community development for both private and public sectors of older
persons. This seeks to develop the venue for recreational, educational, health, and social programs. As a
response, this study focuses on proposing architectural solutions for the senior citizens of Cebu City.

To Government. This study is significant for the governments as this will be their basis for future
proposals. This study covers relevant problems that the city lacks public nursing homes for the elders,
thus, it can be applied in extent of government owned institutions as a solution.

To Private Institutions. This study is significant for the private sectors for it will serve as a guide
to create sustainable establishment that would improve the older person’s experience. This study is also
up for collaboration and partnership between government and non-government organizations.

To Senior Citizens. This study is significant for the senior citizens as they are the main users,
particularly the retired, neglected, abandoned, abused, unattached and poor older persons. The study is
aimed to establish and an enabling environment and provide supportive care and promote protection of
rights and independence among senior citizens. It also raises the public awareness of the seniors on the
emerging issues on the needs and aspiration.

To Workers and Volunteers. This study is significant for the workers and volunteers from the
facility as they administer the protection and rights for the senior citizens. They also ensure to service
and provide change the quality of life to the community.

The Researchers. This study is significant for the researchers for this can acquire a new
knowledge and gain deep information from the outside of the school. This can be applied to a real-life
situation and work with other professionals, develop the society’s needs and contribute to the
community.
Objectives:
General:

To tap and mobilize the potential and resources of senior citizens for them to be able to realize their
potentials and be able to actively participate in the development.

Specific:

Senior Citizens as Volunteer Resource

To Identify senior citizens who have the time, talent resources and willingness to contribute to
the improvement of the community.

To motivate and train selected senior citizens on volunteerism and leader in any of the
following:

Peer Outreach

Senior Aides

Sponsorship

Special support services for solo parent

Bereaved and abandoned persons and families and others depending on community
needs

To improve existing Day Centers for Senior Citizens and expand its services to include
volunteerism among their present activities.

General:

To promote active aging and improve the quality of life of Filipino senior citizens:

Specific:

1. To strengthen collaboration and partnership among government (Gas nd LGUs); nongovernment


organziations (NGOs), particulary NGOs supporting senior citiziens; business sectors; and allied
professionals in the development, implementaions, montoring and replication of effective and
efficient programs.
2. To promote protection of rights and independence among senior citiziens
3. To establish an enabling environment and provide supportive care for senior citizens
4. To encourage participation and contribution f senior citziens in community development and
nation building; and
5. To raise public awarenesss on the emerging issues/concerns on the needs and aspirations of the
senior citizens.

This admits of the need for opportunities to be provided for willing and capable older persons to
participate in and contribute ongoing activities of society. It specifically provides:

Older person should be integrated in society, participate actively in the formulation and
implementation of policies that directly affect their well being and share their knowledge and skills with
younger generation.

Older Persons should be able to seek and develop opportunities for service to the community
and to serve volunteers in positions appropriate to their interests and capabilities.

Older Persons should be able to form movements or associations of older psersons

INTSTITUTIONAL MANAGEMENT:

Local Governments

1. Municipal/City
a) Identify target benefeciaries and undertake social preparation, activities, trainings and
seminars for Senior Citziens.
b) Organize Senior Citizens into self-help groups and association.
c) Supervise self-help group/associations for Senior Citziens
d) Provide funding support for the implantation of the project which shall be drawn from
the LGU budget.
e) Conduct monthly rehabilitation conference to discuss progress of cases managed and
development capacity.

REPUBLIC ACT NO. 7876 SENIOR CITIZENS CENTER OF THE PHILIPPINES (1995)

This law mandates the establishment of a center for senior citizens in the LGUs to serve as a
venue for the recreational, educational, health and social programs designed for the full enjoyment and
benefit of the senior citizens. The center is the extension of the DSWD Field Offices and shall carry out
the following functions: (a) Identify the needs, trainings, and opportunities for senior citizens; (b)
Initiate, develop and implement productive activities and work schemes for senior citizens; (c)
Promote and maintain linkages other government and non-government organizations and (d) exercise
other functions which are necessary to carry out the purpose for which the centers were established.

EXECUTIVE ORDER NO. 105 S. 2004 - ESTABLISHMENT OF A GROUP HOMES/FOSTER HOME FOR THE
ELDERLY

This order institutionalized the approving and directing of the implementation of the program
for the establishment of Group Home / Foster Home for Neglected, Abandoned, Abused, Unattached
and Poor Older Persons and Persons with Disabilities

Social Participation
The extent to which social engagement of older adults is a major factor in their ability to age
successfully and healthily, making this a good potential space for intervention in the healthcare
sector. Through participating in group outdoor social activities such as interacting, volunteering,
and performing task-oriented activities lowers the risk of depression and functional disability
while also improving mental well-being and quality of life. However, there are also diverse type
of community level of social participation and functional disability. This will help to identify and
classify the elders what type of social activities they are capable.

In this article, the Handfestival is a transdisciplinary research program in which researchers will
primarily observe, interview, and converse with elders, staff, and visitors to inform and engage
with the community according to the scope of activity to impose. Known as “artistic research”,
it is an approach conducted by expertise in engaging social participation through art. The
expertise/artists will provide activities to comprise an “aggregation method” that helps the
participants to engage socially in all aspects, including their relationships, building trust, and
solve other community issues. In this matter, the outcome of this shared activity demonstrates
the social engagement of community settings in terms of art methods and innovative
healthcare strategies. This article is concerned with the participants' health and well-being
through social practice art and creativity. Since it encourages participants to gather after
discovering minor revelations and slight perception shifts, this develops to discuss their ideas
and work as a team regardless of their role as employees, elders, or guests. (Macarow, June
2021)

This article aims to classify the frequency of social participation for frailty elders in a
community. The factors associated, including gender, age, education, comorbidities and
diseases. That made hypothesis whether if; 1.) there is a decrease of risk diverse social
participation due to physical frailty and 2.) the different engaging impacts of physical frailty in
social activities. It is stated that the public health was challenged due to the increasing of
physical frailty and vulnerability. Therefore, it is essential that the physical frail and non-frail
elderly should separate in terms of social activities to reduce the risk for adverse health
outcomes. The classification of frequency should be taken into consideration to meet the
elder’s preference of social participation that can create more opportunities. (Xie & Chenjuan,
September 2021)

According to this article, healthy aging can be defined as "the process of preserving and
enhancing the functional capacity that enables well-being in later years. When participating an
activity, whether alone or with someone else, is vital for healthy aging. Particularly, physical
exercise and social engagement have been identified as key factors of healthy aging. The
authors cited that regular physical activity and social engagement can improve the quality of
life, physical, mental, and social and wellness for the elderly. The goals of social activities may
vary in: engaging an activity with others, alone but surrounded with people, interacting with
others without engaging in a specific activity, engaging in an activity with others, helping and
contributing to society. (R.S, S.A, R., A.A., & J.L.Y., 2022)

The article aims to identify a “photovoice method” as a method of participation-based action


research to collect a primary date method in which participants express by taking photographs.
It empowers to promote community’s health services with those experiencing unheard and
hidden stories that affect them. Using photovoice, elders learned that these pictures being
captured tells a story and the reality of life. It conveys personal concepts and information to
promote interventions and physical activity for social connectedness. By sharing sessions with
transcripts which will generate with diverse perspectives of each participants. This will allow the
authors to investigate a variety of aspects, including social and spatial preparation. (Adithi,
