Say, "Indeed, my Lord extends provision for whom He wills of His servants

and restricts [it] for him. But whatever thing you spend [in His cause] - He
will compensate it; and He is the best of providers."
Saba:39

[Charity is] for the poor who have been restricted for the cause of Allah,
unable to move about in the land. An ignorant [person] would think them
self-sufficient because of their restraint, but you will know them by their
[characteristic] sign. They do not ask people persistently [or at all]. And
whatever you spend of good - indeed, Allah is Knowing of it.
Albaqarah 273

‘Umar said, “I heard the Messenger of Allah, may Allah bless him and grant
him peace, say, ‘If you were to rely on Allah as He should be relied on, He
would provide for you as He provides for the birds. They go out early in
the morning hungry and return in the evening full.’” – Narrated by at-
Tirmidhi and he said, “Hadith Hassan.”

( 6 ) And there is no creature on earth but that upon Allah is its provision,
and He knows its place of dwelling and place of storage. All is in a clear
register.

Zakah expenditures are only for the poor and for the needy and for those
employed to collect [zakah] and for bringing hearts together [for Islam] and
for freeing captives [or slaves] and for those in debt and for the cause of
Allah and for the [stranded] traveler - an obligation [imposed] by Allah. And
Allah is Knowing and Wise.
at tawbah:60

Allah command us to pay zakaat ( sadaqah) , wajib upon us.. As for feeding
animals, then it comes under voluntary sadaqah not wajib.

There is no doubt that such actions, are praiseworthy, but rather than a
person to be preoccupied with doing that, or setting up charities, its far way
better to help with humans, and indeed his brothers in Islam, who are dying
of hunger, homeless, sick, and have no money with which to relieve their
hunger, treat their sickness or find shelter.

What is required of the Muslim is to strive to meet his Muslim brothers’


needs.Becuz humans are higher in rank than animals.and far worth to be
helped than animals.

Allah will help a person so long as he helps his brother.

And the purpose of why Allah create human and Jinns are that to worship
HIM alone.
"And I did not create the jinn and mankind except to worship Me."
Adz Zariyat 56
That is why we help humans, feed the needy, the poor, as an act of
worship to Allah, and also help them to worship Allah.
