AN EXECUTIVE ORDER ORGANIZING THE BARANGAY QUICK RESPONSE TEAM

(BQRT) AS THE IMMEDIATE RESPONSE TEAM DURING EMERGENCIES IN THE
COMMUNITY
WHEREAS, R.A 10121, Sec. 15. “Coordination during Emergencies”, the LDRRMCS shall take the lead
in preparing for, responding to, and recovering from the effects of any disaster…”;
WHEREAS, R.A 7160 (Local Government Code of 1991), “[Section 389 (b) (6)], Punong Barangays;
[Section 444 (b) (viii) ], Municipal Mayors ; [Section 455 (b) (vii) ], City Mayors; [Section 465 (b)
(vii)], Governors; are mandated to carry such emergency measures as may be necessary during and in the
aftermath of man-made and natural disasters and calamities”;
WHEREAS, the Barangay Local Government Unit of Blaan aims to respond immediately during disaster,
proper identification, verification of victims for proper relief assistance and ensure that assistance for the
damage properties is verified to be just;
WHEREAS, in order to provide appropriate and efficient search and Rescue during disaster, there is a
need to organized the Barangay Quick Respond Team;
NOW THEREFORE, I, SWEETLY MAE B. GALANG-LAGUERDER, Punong Barangay, by virtue
of the powers vested in me by Law do hereby order to organized the Barangay Quick Respond Team
(BQRT), which shall be composed of the following:
Section 1. Composition

Section 2. Functions and Responsibility:
 To assess type and scope of emergency.
 To determine threat to human life and structures.
 To institute emergency response
 To set up command post
 To have capable rescue personnel assigned in search and rescue operations.
 To minimize further in to people and damage to property.
This executive order shall take effect immediately.
