Details of different tariff schemes of different classes of consumers and various associated terms and conditions are specified in various
regulations and in Annexure - C1 and Annexure - C2 of the West Bengal Electricity Regulatory Commission (Terms and Conditions of
Tariff) Regulations, 2011 as amended thereinafter referred to as the "Tariff Regulations")
Commission proposes no change in the tariff schedule and other terms and conditions of tariff for the year 2018-19 from that of 2017-18.
Accordingly, the above mentioned Tariff schedule stands for 2018 - 19 for LV & MV consumers under quarterly billing cycle and monthly
billing cycle for LV & MV consumers and for HV & EHV consumers. The other terms and conditions as per tariff order for the year 2017 -18
shall continue during the year 2018 -19.
1.1 In order to reduce the overall system T&D loss and to flatten the load curve by improving the existing system load factor of
WBSEDCL, the voltage-wise graded load factor rebate applicable for the EHV and HV industrial consumers and L&MV industrial
consumer under rate (B-IDI and B-IDIT) will be as per the following table:
1.2 The above load factor rebate shall be applicable on total quantum of energy consumed in the billing period.(For example a 33 KV
industrial consumer at 85% load factor shall be eligible for a rebate @ 45 paise/KWH on the total quantum of energy consumed in
the billing period).

1.3 Industrial consumer whose contract demand is 1.5 MVA or above will get additional rebate as per following table subject to the
condition that payment is made within the due date.
1.4 Load factor surcharge shall continue at the prevailing rate for those categories of consumers to whom these are applicable at
present including the L&MV industrial consumer under rate (B-IDI and B-IDIT, B-IDC and B-IDCT). Load factor rebate and load
factor surcharge shall be computed in accordance with the formula and associated principles given in regulations 3.9.2, 3.9.3 and
3.9.4 of the Tariff Regulations and at the rates mentioned in paragraphs 1.1 to 1.3 above.
1.5 Additional Load factor rebate as per order dated 08.02.2017 in Case No OA-242/16-17 shall continue at the prevailing rate for
those categories of consumers to whom these are applicable at present.
2. Fixed I Demand Charge:
(a) The fixed charge shall be applicable to different categories of consumers at the rates as shown in above tariff schedule.
(b) The demand charge shall be applicable to different categories of consumers as per rates as shown in above tariff schedule
on the basis of recorded demand as specified in regulation 4.3.3 of the Tariff Regulations subject to the conditions specified
in the Tariff Regulations.
(c) When a new consumer gets connected to the system, the computation of fixed charge or demand charge for that month
shall be made pro-rata for the number of days of supply in that particular month.
3. Subject to the condition as specified in regulation 4.13 of the Tariff Regulations, the minimum charge shall continue at the existing
level tor all consumers.
4. In case of short term supply to Pandals for Community religious ceremonies, a rebate of 30 paise/kWh on energy charge of each unit
will be given if the entire illumination is done with LED.
5. For all consumers, excluding consumers having pre-paid meters, rebate shall be given @ 1% of the amount of the bill excluding meter
rent, taxes, duties, levies and arrears (not being the arrears due to revision of tariff) if the payment is made within the due date.
6. A special rebate of 25 paise/kWh for 2018-19 on energy charge shall be given to the Cold storage or dairy with chilling plant under

C-ID and C-IDT tariff category. This rebate shall be given before giving effect to the rebate mentioned in paragraph 5 above.
7. In order to encourage onetime payment for three months bill a special rebate of 10 paise per unit for 2018-19 on energy charge shall
be given to the domestic and commercial consumers under LV and MV categories covered by quarterly billing cycle under normal or
normal-TOD tariff scheme if the payment is made for the quarter at a time within the due date stipulated for the first month of the
quarter. This rebate shall be in addition to rebate under paragraph 5 for normal meter or normal TOD meter and will be given effect
after giving effect to rebate under paragraph 5.
8. In addition to the rebate under paragraphs 4, 5, 6 and 7 above, if the payment is made within due date, then an additional rebate of 1%
of the amount of the bill excluding meter rent, taxes, duties, levies and arrears (not being arrears due to revision of tariff) would be
allowed to the consumers who would pay their energy bills through e-payment facility (through web by using net banking, debit card,
credit card, electronic clearing scheme). A rebate of Rs. 5.0 will be admissible prospectively if any consumer opt for e-bill following
regulation 3.1.10 of West Bengal Electricity Regulatory Commission (Electricity Supply Code) Regulations, 2013.These rebates are
applicable after giving effect to the rebate under paragraphs 4, 5, 6 and 7.
9. The additional 1% rebate as mentioned in paragraph 8 above shall also be admissible if the payment of energy bill is made within the
due date through valued card wallet system or USSD or Instapay of Banks or online payment through any mobile software application.
This rebate shall be given after giving effect to rebate mentioned in paragraphs 4,5,6,7 above.
(a) The power factor rebate and surcharge shall continue for all categories of consumers under HV & EHV including the consumers
under rates T(A), T(B) and T(M) and also for L&MV industrial consumers under rate B-IDI and B-IDIT to whom those are already
applicable at present. The power factor rebate and surcharge shall also be applicable to the consumers under rates B-IDC, B-
IDCT, D-ID, D-IDT,C-ID and C-IDT. The rate of rebate and surcharge and the methods of calculation of such rebate and surcharge
are given below:

(b) The rebate and surcharge against different time periods shall be reflected in the bill separately and shall be treated separately.
11. For short term supply, emergency supply and for supply of construction power, there shall be no rebate or surcharge for load factor
and power factor.
12. Delayed payment surcharge shall be applicable as per regulation 4.14 of the Tariff Regulations.
13. All existing charges relating to meter rent, meter testing, meter replacement, fuse call charges, disconnection and reconnection etc.
shall continue.
14. A consumer opting for pre-paid meter shall not be required to make any security deposit.
15. All statutory levies like Electricity Duty or any other taxes, duties etc. imposed by the State Govt. / Central Govt. or any other
competent authority shall be extra and shall not be a part of the tariff as determined under this tariff order.
16. All the rates and conditions of tariff are effective from 01.04.2018 to 31.03.2019. The rates as mentioned in the above Tariff Schedule
exclude the MVCA, if any, realised / to be realised by WBSEDCL. However, the MVCA realized by WBSEDCL during 2018 - 19 shall
not be considered for adjustments, if any, as per this tariff order. The MVCA realized by WBSEDCL is subject to truing up during
FPPCA and APR for the year as per provision of Tariff Regulation.
17. For any pre-paid and TOD tariff scheme, other charges shall be the charges applicable to the consumers under respective category of
non-TOD tariff.

18. An applicant for short term supplies through pre-paid meter shall have to comply with all necessary formalities for obtaining supply
including payment in accordance with the Regulations made by the Commission. The same will be subject to the following conditions:
b) Provision of space for installing weather-proof, safe and secure terminal services apparatus to protect sophisticated meter; and
19. To avail the rate for street lighting with LED [Rate D (2)], the supply should be metered and all the street lights under the same meter
shall be illuminated with LED. For mixed type of street lights under single meter the rate D (1) shall be applicable.
20. For a consumer with prepaid meter who has purchased voucher prior to the date of issue of this Tariff Order, the existing voucher will
continue till such voucher is exhausted.
21. As a part of demand side management to encourage the 33 kV and 132 kV industrial consumers having monthly consumption above
1.0 MU, to reduce their drawal of load in peak period and to shift the load to off-peak period the following rebates shall be allowed:
(a) a rebate equivalent to the difference of the following two will be allowed:
i) Demand charge calculated as per regulation 4.3.6 of the Tariff Regulations; and
ii) Demand charge computed based on the maximum demand of normal period or maximum demand of peak period or contract
demand in case of off-peak period or 85% of contract demand whichever is higher, if those industries keep their maximum
demand during off-peak period within 150% of contract demand.
(b) Similarly for the above consumers keeping their maximum demand during off-peak period within 150% of contract demand, a
rebate equivalent to the difference of the following two will also be allowed:
i) Additional demand charge calculated as per regulation 4.7.2 of Tariff Regulations; and
ii) Demand charge computed based on the methodology for additional demand charge for the normal and peak period will be as
per regulation 4.7.2 of Tariff Regulations but there will be no additional demand charge applicable for off-peak period.

(c) Similarly for the above consumers, keeping their maximum demand during off-peak period within 150% of contract demand, a
rebate equivalent to the difference of the following two will also be allowed:
i) Load factor rebate computed as per the rates mentioned in paragraph 1.1 and 1.2 following the methodology mentioned in
paragraph 1.4 above without considering the additional kWh and KVA drawn during off-peak period over contractual demand;
and
ii) Load factor rebate computed as per the rate mentioned in paragraphs 1.1 and 1.2 following the methodology mentioned in paragraph 1.4
above.
22. No other rebate shall be applicable except those which are specifically mentioned under the Tariff Order for the year 2018-19 or in any
regulation(s).
23. Any matter, which has not been explicitly mentioned in Tariff Order for the year 2018-19, shall be guided by regulations 2.9.8 and 2.9.9
of the Tariff Regulations.

As per aforesaid order of the Hon’ble Commission, the applicable Wheeling charge and related conditions for all Open Access consumers
of WBSEDCL(excluding erstwhile DPL consumers) during 2018-19 are given below:
1. The applicable rate of wheeling charges for the years 2018-19 comes to 97.77 paise/kWh.
2. The open access customer, other than those carrying the electricity generated in captive generating plant to the destination and for the
extent of their own use, shall pay cross-subsidy surcharge in addition to the distribution wheeling charge in accordance with the open
access regulations. The cross-subsidy surcharge collected shall be accounted separately and shall be utilized to meet the current level
of cross-subsidy. Distribution licensee shall compute the applicable cross-subsidy surcharge based on the formula specified in the
Open Access Regulations considering the weighted average unit cost of pooled power purchase variable cost and own generation fuel
cost as derived from the MVCA formula for the month.
Provided that, where power purchase cost is in single part as per PPA, the same shall be considered for computation of avoided cost.
3. The wheeling charge and cross-subsidy surcharge already recovered from long-term open access customers during 2018-19 shall be
adjusted with the rates specified in paragraph 1 above.

Details of different tariff schemes of different classes of consumers and various associated terms and conditions are specified in various
regulations and in Annexure - C1 and Annexure - C2 of the West Bengal Electricity Regulatory Commission (Terms and Conditions of
Tariff) Regulations, 2011 as amended thereinafter referred to as the "Tariff Regulations")
Considering the direction of Government of West Bengal under section 108 vide No. 332 - PO/O/C-IV1E-60/13 (part-VA) dated
31.12.2018, the Commission decides to maintain the tariff schedule for erstwhile DPL area consumers during the years 2018-19 (from
01.01.2019 to 31.03.2019) similar to that as on 31.12.2018. Accordingly, Tariff schedule for erstwhile DPL area consumers for the year
2018-19 (01.01.2019 to 31.03.2019) is given in above Tariff Schedule for LV and MV consumers and for HV and EHV consumers.
All other conditions related to tariff as prevailed on 31.12.2018 shall continue till further order of Hon’ble Commission.
WBSEDCL shall continue to levy the MVCA of erstwhile DPL area as on 31.12.2018. The MVCA realized during the period from
01.01.2019 and to be realized as per this order by WBSEDCL is subject to truing up during Fuel and Power Purchase Cost Adjustment
(FPPCA) and Annual Performance Review (APR) for the year as per provision of Tariff Regulation.

1. Load Factor Rebate / Surcharge:
1.1 In order to reduce the overall system T&D loss and to flatten the load curve by improving the existing system load factor of erstwhile
DPL area, the HT consumers shall receive a voltage wise graded load factor rebate as per the following table:
1.2 The above load factor rebate shall be applicable on total quantum of energy consumed in a billing period (for example
one 11 KV consumer at 85% load factor shall be eligible for a rebate @ 14 paise / KWh on the total quantum of energy
consumed in a billing period).
1.3 Load factor surcharge shall continue at the prevailing rate for those categories of consumers to whom these are applicable at
present.
1.4 Load factor rebate and load factor surcharge shall be computed in accordance with the formula and associated principles given in
regulations 3.9.2, 3.9.3 and 3.9.4 of the Tariff Regulations and at the rates mentioned above in paragraphs 1.1 and 1.3
respectively.

(a) The fixed charge shall be applicable to different categories of consumers at the rates as shown in above tariff schedule.
(b) The demand charge shall be applicable to different categories of consumers as per rates as shown in above tariff schedule
on the basis of recorded demand as specified in regulation 4.3.3 of the Tariff Regulations subject to the conditions specified
in the Tariff Regulations.
(c) When a new consumer gets connected to the system, the computation of fixed charge or demand charge for that month
shall be made pro-rata for the number of days of supply in that particular month.
3. Subject to the condition as specified in regulation 4.13 of the Tariff Regulations, the minimum charge shall continue at the existing level
for all consumers.
4. The applicable rate of temporary supply for a consumer during the year 2018-19 shall be the same rate at which he is being charged
prior to issue of this order.
5. For all consumers, excluding consumers having pre-paid meters, rebate shall be given @ 1% of the amount of the bill excluding meter
rent, taxes, duties, levies and arrears (not being the arrears due to revision of tariff) if the payment is made within the due date.
6. In addition to the rebate under paragraph 5 above and if the payment is made within due date, then an additional rebate of 1% of
the amount of the bill excluding meter rent, taxes, duties, levies and arrears (not being arrears due to revision of tariff) would be
allowed to the consumers who would pay their energy bills through e-payment facility (through web by using net banking, debit
card, credit card, electronic clearing scheme) as introduced by WBSEDCL. This rebate is applicable after giving effect under
paragraph 5 above.
A rebate of Rs. 5.00 will be admissible prospectively if any consumer opts for e- bill following regulation 3.1.10 of West Bengal
Electricity Regulatory Commission (Electricity Supply Code) Regulations, 2013. These rebates are applicable after giving effect under
paragraph 6 above.
i) The power factor rebate and surcharge shall continue to be applicable to all HV and EHV consumers and other categories of
consumers to whom these are applicable at present. The rate of rebate and surcharge and methods of calculation of
such rebate and surcharge for the year 2018-19 are given below:

ii) The rebate and surcharge against different time periods shall be reflected in the bill separately and shall be treated separately.
iii) The rates of rebate and surcharge against different time period as mentioned in paragraph 3.3.7.1 shall be applicable from the
month of April, 2016 to those categories of consumers to whom the power factor rebate and surcharge are applicable at present.
8. For short term supply, emergency supply and for supply of construction power, there shall be no rebate or surcharge for load factor and
power factor.
9. Delayed payment surcharge shall be applicable as per regulation 4.14 of the Tariff Regulations.

10. All existing charges relating to meter rent, meter testing, meter replacement, fuse call charges, disconnection and reconnection etc.
shall continue.
11. A consumer opting for pre-paid meter shall not be required to make any security deposit on the energy charge.
12. All statutory levies like Electricity Duty or any other taxes, duties etc. imposed by the State Govt. / Central Govt. or any other competent
authority shall be extra and shall not be a part of the tariff as determined in this tariff order.
13. All the rates and conditions of tariff are effective from 01.01.2019 to 31.03.2019. MVCA as on 31.12.2018 shall be continued to be
levied. The rates mentioned in above Tariff Schedule exclude the Monthly Variable Cost Adjustment (MVCA), if any, realized / to be
realized by WBSEDCL. The MVCA realized by WBSEDCL is subject to truing up during FPPCA and APR for the year as per provision
of Tariff Regulation.
14. For any pre-paid and TOD tariff scheme, other charges shall be the charges applicable to the consumers under respective category of
non-TOD tariff.
15. An applicant for short term supplies through pre-paid meter shall have to comply with all necessary formalities for obtaining supply
including payment in accordance with the Regulations made by the Commission. The same will be subject to the following conditions:
b) Provision of space for installing weather-proof, safe and secure terminal services apparatus to protect sophisticated meter; and
16. To avail the rate for street lighting with LED [Rate D (2)], the supply should be metered and all the street lights under the same meter
shall be illuminated with LED. For mixed type of street lights under single meter the rate D (1) shall be applicable.
17. For a consumer with prepaid meter who has purchased voucher prior to the date of issue of this Tariff Order, the existing voucher will
continue till such voucher is exhausted.
18. No other rebate shall be applicable except those which are specifically mentioned under the Tariff Order for the year 2018-19 or in any
regulation(s).
19. Any matter, which has not been explicitly mentioned in Tariff Order for the year 2018-19, shall be guided by regulations 2.9.8 and 2.9.9
of the Tariff Regulations.

As per aforesaid order of the Hon’ble Commission, the applicable Wheeling charge and related conditions for all Open Access consumers
of erstwhile DPL area during 2018-19 are given below:
1. The applicable rate of wheeling charges for the years 2018-19 comes to 97.77 paise/kWh.
2. The open access customer, other than those carrying the electricity generated in captive generating plant to the destination and for
the extent of their own use, shall pay cross-subsidy surcharge in addition to the distribution wheeling charge in accordance with the
open access regulations. The cross-subsidy surcharge collected shall be accounted separately and shall be utilized to meet the
current level of cross-subsidy. Distribution licensee shall compute the applicable cross-subsidy surcharge based on the formula
specified in the Open Access Regulations considering the weighted average unit cost of pooled power purchase variable cost and
own generation fuel cost as derived from the MVCA formula for the month.
Provided that, where power purchase cost is in single part as per PPA, the same shall be considered for computation of avoided cost.
3. The wheeling charge and cross-subsidy surcharge already recovered from long-term open access customers during 2018-19 shall be
adjusted with the rates specified in paragraph 1 above.

Details of different tariff schemes of different classes of consumers and various associated terms and conditions are specified in various
regulations and in Annexure - C1 and Annexure - C2 of the West Bengal Electricity Regulatory Commission (Terms and Conditions of
Tariff) Regulations, 2011 as amended thereinafter referred to as the "Tariff Regulations")
For the year 2019 - 20, the Commission determines the tariff schedule for WBSEDCL considering the revenue recoverable from the
consumers after adjusting the amount to be recovered from consumers of erstwhile DPL licensed area. Accordingly, the Tariff schedule for
2019 - 20 is given for LV & MV consumers under quarterly billing cycle and monthly billing cycle and for HV & EHV consumers. The rates
as mentioned in above Tariff Schedule are the rates as admitted in the tariff order for 2017-18 subsuming the MVCA realized by WBSEDCL
during the year 2019-20.
All the rates and conditions of tariff mentioned in above Tariff Schedule are effective from 1st April 2019 and will continue till further order of
the Commission subject to the following new categories applicable from date of issuance of this order:
(i) Tariff for Military Engineering Services (MES) consumer at LV&MV for 50 kVA and above shall be same as MES HV & EHV consumer
category;
(ii) Tariff for Electric Vehicle Charging station shall be at single part tariff of Rs. 6.98/kWh. WBSEDCL has have liberty to charge single part
tariff of Rs 6.00 per unit without subsidy or cross-subsidy as a promotional tariff for commercial charging of electric vehicles under only
intimation to the Commission. The promotional tariff, if extended, shall be notified by WBSEDCL to the consumers.
(iii) Consumption for Pisciculture and Aquaculture shall be included in tariff category A(CM-III);
(iv) Cold-storage and Dairy with chilling plant having contract load below 50 kVA termed as ‘Mini cold storage’ shall be considered under
tariff category B(l-R) in rural area and B(l-U) in urban area;
1.1 In order to reduce the overall system T&D loss and to flatten the load curve by improving the existing system load factor of
WBSEDCL, the voltage-wise graded load factor rebate applicable for the EHV and HV industrial consumers and L&MV industrial
consumer under rate (B-IDI and B-IDIT) will be as per the following table:

1.2 The above load factor rebate shall be applicable on total quantum of energy consumed in the billing period.(For example a 33 KV
industrial consumer at 85% load factor shall be eligible for a rebate @ 45 paise/kWh on the total quantum of energy consumed in
the billing period).
1.3 Industrial consumer whose contract demand is 1.5 MVA or above will get additional rebate as per following table subject to the
condition that payment is made within the due date.

1.4 Load factor surcharge shall continue at the prevailing rate for those categories of consumers to whom these are applicable at
present including the L&MV industrial consumer under rate (B-IDI and B-IDIT, B-IDC and B-IDCT). Load factor rebate and load
factor surcharge shall be computed in accordance with the formula and associated principles given in regulations 3.9.2, 3.9.3 and
3.9.4 of the Tariff Regulations and at the rates mentioned in paragraphs 1.1 to 1.3 above.
1.5 Additional Load factor rebate as per order dated 08.02.2017 in Case No OA-242/16-17 shall continue at the prevailing rate for
those categories of consumers to whom these are applicable at present.

2. Fixed I Demand Charge:
(a) The fixed charge shall be applicable to different categories of consumers at the rates as shown in above tariff schedule.
(b) The demand charge shall be applicable to different categories of consumers as per rates as shown in above tariff schedule
on the basis of recorded demand as specified in regulation 4.3.3 of the Tariff Regulations subject to the conditions specified
in the Tariff Regulations.
(c) When a new consumer gets connected to the system, the computation of fixed charge or demand charge for that month
shall be made pro-rata for the number of days of supply in that particular month.
3. Subject to the condition as specified in regulation 4.13 of the Tariff Regulations, the minimum charge shall continue at the existing level
tor all consumers.
4. In case of short term supply to Pandals for Community religious ceremonies, a rebate of 30 paise/kWh on energy charge of each unit
will be given if the entire illumination is done with LED.
5. For all consumers, excluding consumers having pre-paid meters, rebate shall be given @ 1% of the amount of the bill excluding meter
rent, taxes, duties, levies and arrears (not being the arrears due to revision of tariff) if the payment is made within the due date.
6. A special rebate of 25 paise/kWh for 2019-20 on energy charge shall be given to the Cold storage or dairy with chilling plant under
C-ID and C-IDT tariff category. This rebate shall be given before giving effect to the rebate mentioned in paragraph 5 above.
7. In order to encourage onetime payment for three months bill a special rebate of 10 paise per unit for 2019-20 on energy charge shall
be given to domestic and commercial consumers under LV and MV categories covered by quarterly billing cycle under normal or
normal-TOD tariff scheme if the payment is made for the quarter at a time within the due date stipulated for the first month of the
quarter. This rebate shall be in addition to rebate under paragraph 5 for normal meter or normal TOD meter and will be given effect
after giving effect to rebate under paragraph 5.
8. In addition to the rebate under paragraphs 4, 5, 6 and 7 above, if the payment is made within due date, then an additional rebate of 1%
of the amount of the bill excluding meter rent, taxes, duties, levies and arrears (not being arrears due to revision of tariff) would be
allowed to the consumers who would pay their energy bills through e-payment facility (through web by using net banking, debit card,
credit card, electronic clearing scheme). A rebate of Rs. 5.0 will be admissible prospectively if any consumer opt for e-bill following
regulation 3.1.10 of West Bengal Electricity Regulatory Commission (Electricity Supply Code) Regulations, 2013.These rebates are
applicable after giving effect to the rebate under paragraphs 4, 5, 6 and 7.

9. The additional 1% rebate as mentioned in paragraph 8 above shall also be admissible if the payment of energy bill is made within the
due date through valued card wallet system or USSD or Instapay of Banks or online payment through any mobile software application.
This rebate shall be given after giving effect to rebate mentioned in paragraphs 4,5,6,7 above.

(b) The rebate and surcharge against different time periods shall be reflected in the bill separately and shall be treated separately.
11. For short term supply, emergency supply and for supply of construction power, there shall be no rebate or surcharge for load factor
and power factor.

12. Delayed payment surcharge shall be applicable as per regulation 4.14 of the Tariff Regulations.
13. All existing charges relating to meter rent, meter testing, meter replacement, fuse call charges, disconnection and reconnection etc.
shall continue.
14. A consumer opting for pre-paid meter shall not be required to make any security deposit.
15. All statutory levies like Electricity Duty or any other taxes, duties etc. imposed by the State Govt. / Central Govt. or any other
competent authority shall be extra and shall not be a part of the tariff as determined under this tariff order.
16. For any pre-paid and TOD tariff scheme, other charges shall be the charges applicable to the consumers under respective category of
non-TOD tariff.
17. An applicant for short term supplies through pre-paid meter shall have to comply with all necessary formalities for obtaining supply
including payment in accordance with the Regulations made by the Commission. The same will be subject to the following conditions:
b) Provision of space for installing weather-proof, safe and secure terminal services apparatus to protect sophisticated meter; and
18. To avail the rate for street lighting with LED [Rate D (2)], the supply should be metered and all the street lights under the same meter
shall be illuminated with LED. For mixed type of street lights under single meter the rate D (1) shall be applicable.
19. For a consumer with prepaid meter who has purchased voucher prior to the date of issue of this Tariff Order, the existing voucher will
continue till such voucher is exhausted.
20. As a part of demand side management to encourage the 33 kV and 132 kV industrial consumers having monthly consumption above
1.0 MU, to reduce their drawal of load in peak period and to shift the load to off-peak period the following rebates shall be allowed:
(a) a rebate equivalent to the difference of the following two will be allowed:
i) Demand charge calculated as per regulation 4.3.6 of the Tariff Regulations; and
ii) Demand charge computed based on the maximum demand of normal period or maximum demand of peak period or contract
demand in case of off-peak period or 85% of contract demand whichever is higher, if those industries keep their maximum

demand during off-peak period within 150% of contract demand.
(b) Similarly for the above consumers keeping their maximum demand during off-peak period within 150% of contract demand, a
rebate equivalent to the difference of the following two will also be allowed:
i) Additional demand charge calculated as per regulation 4.7.2 of Tariff Regulations; and
ii) Demand charge computed based on the methodology for additional demand charge for the normal and peak period will be as
per regulation 4.7.2 of Tariff Regulations but there will be no additional demand charge applicable for off-peak period.
(c) Similarly for the above consumers, keeping their maximum demand during off-peak period within 150% of contract demand, a
rebate equivalent to the difference of the following two will also be allowed:
i) Load factor rebate computed as per the rates mentioned in paragraph 1.1 and 1.2 following the methodology mentioned in
paragraph 1.4 above without considering the additional kWh and KVA drawn during off-peak period over contractual demand;
and
ii) Load factor rebate computed as per the rate mentioned in paragraphs 1.1 and 1.2 following the methodology mentioned in
paragraph 1.4 above.
From the date of issuance of this order licensee has to ensure that, the rebate is applicable to the consumers who make their
payments within due date.
21. The MVCA realized by WBSEDCL in terms of Tariff Regulations during year 2019 -20 is subsumed in the rates as mentioned in above
Tariff Schedule. There will be no separate MVCA from April 2019 upto the month of issue of this order. However, WBSEDCL shall
compute the MVCA as per Tariff Regulations afterwards and shall realise/refund accordingly. Any adjustments in energy bills for the
period from 01.04.2019 to till date shall be made by WBSEDCL in 6 (six) equal monthly installments in the bills from the next month of
issuance of this order. The MVCA realized by WBSEDCL is subject to truing up during FPPCA and APR for the year as per provision
of Tariff Regulation.
22. No other rebate shall be applicable except those which are specifically mentioned under the Tariff Order for the year 2019-20 or in any
regulation(s).
23. Any matter, which has not been explicitly mentioned in Tariff Order for the year 2019-20, shall be guided by regulations 2.9.8 and 2.9.9
of the Tariff Regulations.

As per aforesaid order of the Hon’ble Commission, the applicable Wheeling charge and related conditions for all Open Access consumers of WBSEDCL
(excluding erstwhile DPL consumers) during 2019-20 are given below:
1. The applicable rate of wheeling charges for the years 2019-20 comes to 105.09 paise/kWh.
2. The open access customer, other than those carrying the electricity generated in captive generating plant to the destination and for the
extent of their own use, shall pay cross-subsidy surcharge in addition to the distribution wheeling charge in accordance with the open
access regulations. The cross-subsidy surcharge collected shall be accounted separately and shall be utilized to meet the current level
of cross-subsidy. Distribution licensee shall compute the applicable cross-subsidy surcharge based on the formula specified in the
Open Access Regulations considering the weighted average unit cost of pooled power purchase variable cost and own generation fuel
cost as derived from the MVCA formula for the month.
Provided that, where power purchase cost is in single part as per PPA, the same shall be considered for computation of avoided cost.
3. The wheeling charge and cross-subsidy surcharge already recovered from long-term open access customers during 2019-20 shall be
adjusted with the rates specified in paragraph 1 above.

Details of different tariff schemes of different classes of consumers and various associated terms and conditions are specified in various
regulations and in Annexure - C1 and Annexure - C2 of the West Bengal Electricity Regulatory Commission (Terms and Conditions of
Tariff) Regulations, 2011 as amended thereinafter referred to as the "Tariff Regulations")
Considering the direction of Government of West Bengal under section 108 vide No. 332 - PO/O/C-IVIE-60/13 (part-VA) dated 31.12.2018,
the Commission decides to maintain the tariff schedule for erstwhile DPL area consumers during the years 2019-20 similar to that as on
31.12.2018. Tariff schedule for erstwhile DPL area consumers for the year 2019-20 is given for LV and MV consumers and for HV and
EHV consumers. All other conditions related to tariff as prevailed on 31.12.2018 shall continue till further order.
The tariff for 2019-20 will be effective from 01.04.2019 and will continue till further order. WBSEDCL shall continue to levy the MVCA of
DPL as on 31.12.2018. The MVCA realized during the period from 01.01.2019 and to be realized as per this order by WBSEDCL is subject
to truing up during Fuel and Power Purchase Cost Adjustment (FPPCA) and Annual Performance Review (APR) for the year as per
provision of Tariff Regulation.
All other conditions related to tariff as prevailed on 31.12.2018 shall continue till further order of Hon’ble Commission.

present.
1.4. Load factor rebate and load factor surcharge shall be computed in accordance with the formula and associated principles given
in regulations 3.9.2, 3.9.3 and 3.9.4 of the Tariff Regulations and at the rates mentioned above in paragraphs 1.1 and 1.3
respectively.
(a) The fixed charge shall be applicable to different categories of consumers at the rates as shown in above tariff schedule.
(b) The demand charge shall be applicable to different categories of consumers as per rates as shown in above tariff
schedule on the basis of recorded demand as specified in regulation 4.3.3 of the Tariff Regulations subject to the

3. Subject to the condition as specified in regulation 4.13 of the Tariff Regulations, the minimum charge shall continue at the existing level
for all consumers.
4. The applicable rate of temporary supply for a consumer during the year 2019-20 shall be the same rate at which he is being charged
prior to issue of this order.
5. For all consumers, excluding consumers having pre-paid meters, rebate shall be given @ 1% of the amount of the bill excluding meter

rent, taxes, duties, levies and arrears (not being the arrears due to revision of tariff) if the payment is made within the due date.
6. In addition to the rebate under paragraph 5 above and if the payment is made within due date, then an additional rebate of 1% of
the amount of the bill excluding meter rent, taxes, duties, levies and arrears (not being arrears due to revision of tariff) would be
allowed to the consumers who would pay their energy bills through e-payment facility (through web by using net banking, debit
card, credit card, electronic clearing scheme) as introduced by WBSEDCL. This rebate is applicable after giving effect under
paragraph 5 above.
A rebate of Rs. 5.00 will be admissible prospectively if any consumer opts for e- bill following regulation 3.1.10 of West Bengal
Electricity Regulatory Commission (Electricity Supply Code) Regulations, 2013. These rebates are applicable after giving effect under
paragraph 6 above.
i) The power factor rebate and surcharge shall continue to be applicable to all HV and EHV consumers and other categories of
consumers to whom these are applicable at present. The rate of rebate and surcharge and methods of calculation of
such rebate and surcharge for the year 2019-20 are given below:

ii) The rebate and surcharge against different time periods shall be reflected in the bill separately and shall be treated separately.
iii) The rates of rebate and surcharge against different time period as mentioned in paragraph 3.3.7.1 shall be applicable from the
month of April, 2016 to those categories of consumers to whom the power factor rebate and surcharge are applicable at present.
8. For short term supply, emergency supply and for supply of construction power, there shall be no rebate or surcharge for load factor and
power factor.
9. Delayed payment surcharge shall be applicable as per regulation 4.14 of the Tariff Regulations.
10. All existing charges relating to meter rent, meter testing, meter replacement, fuse call charges, disconnection and reconnection etc.
shall continue.
11. A consumer opting for pre-paid meter shall not be required to make any security deposit on the energy charge.
12. All statutory levies like Electricity Duty or any other taxes, duties etc. imposed by the State Govt. / Central Govt. or any other competent
authority shall be extra and shall not be a part of the tariff as determined in this tariff order.
13. All the rates and conditions of tariff are effective from 01.04.2019 and will continue till further order of the Commission. MVCA as on
31.12.2018 shall be continued to be levied. The rates mentioned in above Tariff Schedule exclude the Monthly Variable Cost
Adjustment (MVCA), if any, realized / to be realized by WBSEDCL. The MVCA realized by WBSEDCL is subject to truing up during
FPPCA and APR for the year as per provision of Tariff Regulation.
14. For any pre-paid and TOD tariff scheme, other charges shall be the charges applicable to the consumers under respective category of
non-TOD tariff.

15. An applicant for short term supplies through pre-paid meter shall have to comply with all necessary formalities for obtaining supply
including payment in accordance with the Regulations made by the Commission. The same will be subject to the following conditions:
b) Provision of space for installing weather-proof, safe and secure terminal services apparatus to protect sophisticated meter; and
16. To avail the rate for street lighting with LED [Rate D (2)], the supply should be metered and all the street lights under the same meter
shall be illuminated with LED. For mixed type of street lights under single meter the rate D (1) shall be applicable.
17. For a consumer with prepaid meter who has purchased voucher prior to the date of issue of this Tariff Order, the existing voucher will
continue till such voucher is exhausted.
18. No other rebate shall be applicable except those which are specifically mentioned under the Tariff Order for the year 2019-20 or in any
regulation(s).
19. Any matter, which has not been explicitly mentioned in Tariff Order for the year 2019-20, shall be guided by regulations 2.9.8 and 2.9.9
of the Tariff Regulations.

As per aforesaid order of the Hon’ble Commission, the applicable Wheeling charge and related conditions for all Open Access consumers
of erstwhile DPL area during 2019-20 are given below:
1. The applicable rate of wheeling charges for the years 2019-20 comes to 105.09 paise/kWh.
2. The open access customer, other than those carrying the electricity generated in captive generating plant to the destination and for
the extent of their own use, shall pay cross-subsidy surcharge in addition to the distribution wheeling charge in accordance with the
open access regulations. The cross-subsidy surcharge collected shall be accounted separately and shall be utilized to meet the
current level of cross-subsidy. Distribution licensee shall compute the applicable cross-subsidy surcharge based on the formula
specified in the Open Access Regulations considering the weighted average unit cost of pooled power purchase variable cost and
own generation fuel cost as derived from the MVCA formula for the month.
Provided that, where power purchase cost is in single part as per PPA, the same shall be considered for computation of avoided cost.
3. The wheeling charge and cross-subsidy surcharge already recovered from long-term open access customers during 2019-20 shall be
adjusted with the rates specified in paragraph 1 above.
