paper I put together because it is one of the tasks given to the Islamic religious education
courses. This paper will discuss the government's policy in the modern era.
             I hope this paper can be useful in the lecture, especially for students of Public
Administration. I apologize if there are many flaws in this paper, because basically I just
ordinary people who are still in the learning phase and still have much to do perbaikan.Oleh

PRELIMINARY

A. BACKGROUND
Economics is a social science branch of knowledge that can not be separated in everyday life,
b, because it is through economics is every human being can fulfill their needs both as
individuals and as a single entity or a known organization. In this case, the organization
which is the unity of each individual is called by the state.
The economic policy of a country can not be separated from the government because the
government involvement in control of everything, concerning all policies geared towards
sustainability of the country itself. Any government that is leading a country of course has the
mainstay of economic policy to ensure the country's economy and stable for the achievement
of prosperity and well-being, because it is the obligation of the government to maintain
economic stability in order to achieve prosperous life for its people.
The economic policy of a country can not be separated from ideology or economic system is
held by the government of a country, such as the economic system of Capitalism, Socialism,
mixture, or the Islamic economic system. Certainly the government, as controller of the
economy of a country, embraced one of the economic system as a basis for economic policy.
Whatever the economic system that is held by a government, an economic system that is
believed to be the best economic system for the country's economy, led by a government that
although later in the economic system that is held has many weaknesses.
Of the various existing economic system, with all its advantages and disadvantages, the
Islamic economic system is considered as a smart solution of various economic systems that

Utilization Importance of E-Government


 Reform of the bureaucracy that motivated charges against the establishment of a system of
governance that is clean, transparent, and able to answer the changing demands more effectively,
inspirational providing data and media information transparent communication through E-
Government.E-Government is the use of information technology by the government to provide
information and services for citizens, businesses, and other matters relating to the administration
[1]. E-government (e-gov) essentially is the process of using information technology as a tool to help
run the government system more efficiently. Therefore, there are two main things in terms of E-
Government in the above, the first is the use of information technology (one of them is the internet)
as a tool, and the second is the utilization purpose, so that the government can run more efficiently
[2]. The availability of information is transparent and accessible at any time by the public, has
received a positive response from the government, as evidenced by the issuance of Presidential
Instruction No. 3 of 2003 on national policy and strategy development of E-Government of
Indonesia.

Implementation of E-Government relationship gave birth to four models, namely:


1. G2C (Government to Citizen / Government to Customer)
2. G2B (Government to Business)
3. G2G (Government to Government)
4. G2E (Government to Employees)
Each model ties up entirely aims to improve the efficiency, convenience, and better accessibility of
public services provided by the government to every element of society.
 
Benefits of E-Government [3]
Implementation of E-Government in the Indonesian system is highly relevant to the era of
bureaucratic reform that is currently being programmed by the Government. Benefits of E-
Government:
 
1. Better service to the public. Information may be provided 24 hours, 7 days a week, without having
to wait for the opening of the office. Information can be sought from the office, home, without
having to physically come to the government offices.
2. Improving the relationship between pemeritah, businesses, and the general public. Openness
[transparency] it is expected that the relationship between the various parties for the better. This
openness to eliminate mutual suspicion and resentment on all sides.

3. Empowering communities through information that is easily obtained. With sufficient information,
the public will learn to be its choice. For example, data about the school; number of classes, student
capacity, passing grade, and so on, can be displayed online and used by parents to choose the right
school for their children. Or there is also extensive information on an Indonesian island, the
population of an area, it can be seen without having to come to the area in question. Quite using
Internet technology.
4. The implementation of a more efficient government. For example, government coordination to do
melaluji e-mail or even vidio conferencing.
The government's seriousness in realizing the E-Government is also clearly listed in the annex to
Presidential Instruction No. 3 of 2003, where the government has prepared a national strategy
pengembanganE-Government. It should be recognized that not all people we were able to apply
information and communication technology advances, but with the global challenges, the
government should be allocated sufficient funds to implement the stages of this E-Government. If
we do not immediately adjust to the demands of global, then our government will be left behind and
isolated in the world of digital differentiation. Each region in Indonesia has a vision and mission that
is not necessarily the same, so it needs a clear strategy formulation and implementation of E-
Governmentterutama or in other words, the implementation of E-Government should have a
purpose and an agenda.

What is the current implementation of E-Government have demonstrated evidence of


success? It seems too early we sentence that E-Government has been successful or not. It
must be recognized that the transition to the digital era requires quite a long time, ranging
from budgeting, provision of infrastructure, human resources, readiness and socialization
public in using and understanding the E-Government to obtain the services from the
government. The steps we need to take and to continue to promote a noble goal, namely to
improve services and create a government that is transparent, effective and efficient. Every
citizen to get their rights in obtaining access to services whenever needed. The key to this
success is COMMITMENT.
With the success of E-Government, towards the development of E-governance will be a
follow-up program. Inevitably, the global digital era already ahead of us. Preparing the
facilities and infrastructure should be parallel with the preparation of human resources that
will operate the E-Government and do not also forgotten, there must be a readiness
socialization of the public in using the E-Government. Society as a user, it is also important
to be prepared, in the sense that the public should be conditioned to be able to access and
utilize the facility's E-Government. Do not tell me, "languages that do not believe in the
success of the E-Government" appeared by the lack of people to enter into the digital world.
As prepared as any E-Government but the people are not ready to use it, does that mean that
the verdict "fail" for E-Government? Let us ponder.

Pentingnya Pemanfaatan E-Government


 Reformasi birokrasi yang dilatarbelakangi tuntutan terhadap terbentuknya sistem
kepemerintahan yang bersih, transparan, dan mampu menjawab tuntutan perubahan secara
lebih efektif, melahirkan inspirasi penyediaan data informasi dan media komunikasi yang
transparan melalui E-Government.E-Goverment adalah penggunaan teknologi informasi oleh
pemerintah untuk memberikan informasi dan pelayanan bagi warganya, urusan bisnis, serta hal-
hal lain yang berkenaan dengan pemerintahan[1]. E-government (e-gov) intinya adalah proses
pemanfaatan teknologi informasi sebagai alat untuk membantu menjalankan sistem
pemerintahan secara lebih efisien. Karena itu, ada dua hal utama dalam pengertian E-
Government di atas, yang pertama adalah penggunaan teknologi informasi (salah satunya
adalah internet) sebagai alat bantu, dan yang kedua adalah tujuan pemanfaatannya, sehingga
pemerintahan dapat  berjalan  lebih efisien[2]. Ketersediaan  informasi yang transparan dan
setiap saat dapat diakses oleh masyarakat, telah mendapat tanggapan positif dari pemerintah,
terbukti dengan telah dikeluarkannya Instruksi Presiden No.3 tahun 2003 tentang kebijakan dan
strategi nasional pengembangan E-Government Indonesia.
 
Penyelenggaraan E-Government melahirkan 4 model hubungan,
yaitu :

1.  G2C (Government to Citizen/Government to Customer)

3.  G2G (Government to Government)
4.  G2E (Government to Employees)

Setiap model hubungan diatas seluruhnya bertujuan untuk


meningkatkan efisiensi, kenyamanan, serta aksesibilitas yang lebih
baik dari pelayanan publik yang diberikan oleh pemerintah kepada
setiap elemen masyarakat.
 
Manfaat  E-Goverment[3]
Penerapan E-Government dalam sistem pemerintahan Indonesia sangat relevan dengan era
Reformasi Birokrasi yang saat ini sedang diprogramkan oleh Pemerintah. Manfaat E-
Government :
 

1. Pelayanan yang lebih baik kepada masyarakat. Informasi dapat disediakan 24 jam, 7 hari
dalam seminggu, tanpa harus menunggu dibukanya kantor . Informasi dapat dicari dari
kantor, rumah, tanpa harus secara fisik datang ke kantor pemerintahan.
2. Peningkatan hubungan antara pemeritah, pelaku bisnis, dan masyarakat umum. Adanya
keterbukaan [transparansi ] maka diharapkan hubungan antara berbagai pihak menjadi
lebih baik. Keterbukaan ini menghilangkan saling curiga dan kekesalan dari semua
pihak.
3. Pemberdayaan masyarakat melalui informasi yang mudah diperoleh. Dengan adanya
informasi yang mencukupi, masyarakat akan belajar untuk dapat menentukan pilihannya.
Sebagai contoh, data-data tentang sekolah; jumlah kelas, daya tampung murid, passing
grade, dan sebagainya, dapat ditampilkan secara online dan digunakan oleh orang tua
untuk memilih sekolah yang pas untuk anaknya. Atau ada pula informasi tentang luas
sebuah pulau di Indonesia, jumlah penduduk suatu daerah, dapat diketahui tanpa harus
datang ke daerah bersangkutan. Cukup memanfaatkan teknologi internet.
4. Pelaksanaan pemerintahan yang lebih efisien . Sebagai contoh, koordinasi pemerintahan
dapat dilakukan melaluji e-mail atau bahkan vidio conference . 
Keseriusan pemerintah dalam mewujudkan E-Government juga jelas tercantum dalam lampiran
Inpres Nomor 3 Tahun  2003, dimana pemerintah telah menyiapkan strategi nasional
pengembanganE-Government. Harus diakui bahwa belum semua masyarakat kita mampu
menerapkan kemajuan teknologi informasi dan komunikasi, tetapi dengan adanya tantangan
global, pemerintah harus menganggarkan dana yang cukup untuk menerapkan tahapan-
tahapan E-Government ini. Apabila kita tidak segera menyesuaikan dengan tuntutan global,
maka pemerintah kita akan tertinggal dan terisolasi dalam dunia pembedaan digital. Masing-
masing daerah di Indonesia memiliki visi dan misi yang belum tentu sama, sehingga perlu
formula dan strategi jelas penerapan E-Governmentterutama atau dengan kata lain,
penerapan E-Government harus memiliki tujuan dan agenda.
Apakah saat ini penerapan E-Government sudah memperlihatkan bukti keberhasilannya?
Sepertinya terlalu dini kita memvonis bahwa E-Government sudah berhasil atau belum. Memang
harus diakui bahwa masa transisi ke era digital ini memerlukan waktu yang cukup lama, mulai
dari penganggaran, penyediaan sarana prasarana, SDM, lalu sosialisasi kesiapan masyarakat
dalam memanfaatkan dan memahami E-Government untuk memperoleh fasilitas pelayanan dari
pemerintah. Tahapan-tahapan ini harus kita lalui dan dengan tetap mengedepankan tujuan
mulia, yaitu meningkatkan pelayanan dan menciptakan pemerintahan yang transparan, efektif
dan efisien. Setiap warga negara mendapatkan hak-haknya dalam memperoleh akses layanan
kapanpun dibutuhkan. Kunci dari keberhasilan ini adalah KOMITMEN.
Dengan keberhasilan E-Government, pengembangan ke arah E-Governance akan menjadi
program lanjutan. Mau tidak mau, era digital global sudah di depan kita. Penyiapan sarana dan
prasarana harus paralel dengan penyiapan SDM yang akan mengoperasikan E-
Government serta jangan pula terlupakan, harus ada sosialisasi kesiapan masyarakat dalam
memanfaatkan fasilitas E-Government. Masyarakat sebagai pengguna, juga penting untuk
disiapkan, dalam artian bahwa masyarakat harus dikondisikan untuk mampu mengakses dan
mampu memanfaatkan fasilitas E-Government ini. Jangan-jangan, “bahasa-bahasa yang tidak
percaya keberhasilan E-Government” ini muncul akibat ketidaksiapan masyarakat untuk masuk
ke dunia digital. Sesiap apapun E-Government tetapi masyarakat tidak siap memanfaatkannya,
apakah berarti vonis “gagal” bagi E-Government? Mari kita renungkan

The problem becomes more serious when due to drug use, teens contracting and transmitting

HIV / AIDS among adolescents. It has been proven from the use of drugs through syringe

alternately. This nation will lose very much due to adolescent drug abuse and the spread of

HIV / AIDS. Teenagers lost at the loss of human resources for the nation.

b. Student
In Indonesia, the drug addict progress more rapidly. The drug addict is generally aged
between 11 to 24 years. This means that age is of childbearing age or the age of the student.

At first, students were taking drugs usually begins with introduction to cigarettes.

Because of this habit seems to have become a natural thing among today's students. Of this

habit, the association continues to increase, especially when the students join in an

environment of people who have become drug addicts. At first try, and then run into

dependency.

The negative impact of drug abuse on children or adolescents (learner-ed)

is as follows:

• Changes in attitude, temperament and personality,

• Frequent truancy, declining discipline and values lessons,

• Being irritable and quick to anger,

• Frequent yawning, sleepy, and lazy,

• No health care for themselves,

• Like stealing to buy drugs.

5. Settlement / Solutions
A lot can still be done to prevent teenage drug abuse and help teens who have fallen drug

abuse. There are three levels of intervention, namely

1. Primary, before abuse occurs, usually in the form of education, dissemination of

information about the dangers of drugs, the approach through the family, etc.. Government

agencies, such as the BKKBN, more of a role in the intervention phase. provision of

information about the activities carried out through various forms of IEC materials aimed at

adolescent and family instantly.

2. Secondary, when the use has occurred and the necessary effort to cure (treatment). This
phase includes: initial acceptance phase (initialintake) between 1-3 days to perform physical

and mental examinations, and Phase detoxification and treatment of medical complications,

between 1-3 weeks to carry out the reduction of dependence addictive ingredients gradually.
