Tasks and Mark distribution:


May and Clarkson (M&C) property group are looking to invest in the South East,
particularly in Surrey. Their new build profile largely targets new housing developments.
M&C property group has recently awarded a contract to specialist contractors DS
Construction (DSC) Ltd for the development of 18 new-build houses and 5 flats. As an
independent Project Manager and Quantity Surveyor (Client’s Agent), you are required
to provide independent advice on project administration issues. Key project information
includes:

Q1. M&C property group’s Project Director (PD) is considering the redesign of the
entire communal play park area around the development for better social distancing,
access and inclusion of a new outdoor gym. During a site meeting, the client’s agent
and the contractor’s project manager meet to agree on the adjustment of the
programme. Explain some of the negotiation and behavioural techniques/skills
needed by either party to reach an amicable agreement.

2022.

Q3. M&C property group intends to construct retail units to cater for the community
and have partnered with a well-known supermarket. The expected tender award date
for the project is Oct 2021. The proposed plan is attached.

You are required to prepare an elemental cost plan at RIBA stage 2 for the proposed
retail units. In order to carry out the cost estimation for the proposed retail units, you
are advised to extract cost details from a similar project using the BCIS. Clearly state
any assumptions considered and show the calculations involved.

Q4. Towards the end of winter in February 2022, M&C property group are made
aware that one of the named sub-contractors is likely to withdraw from its contractual
obligations because of a shortage of materials. Meanwhile, the contractor’s fitting
subcontractor from Germany has decided to cease operations in the UK. It is
anticipated that both ‘issues’ are likely to trigger major delay and disruption
concerning progress of works given that they may occur concurrently. As an
independent Client’s agent, you are expected to critically analyse the situation and
advise the client on best/worst-case scenarios.
