problematic, hindi nila alam how to negotiate kaya they don't communicate effectively. While the
rabbit is relaxed, he approached the bear on the good mood, he negotiated to spare his life and
communicate effectively. So kung pano tayo makipag communicate sa isat isa, how we persuade our
clients to consider our ideas and kung pano natin ipresent yung sarili natin to make them believe sa
mga proposals natin sa knila.

SLIDE 2: PROPOSAL Before I continue the discussion po, I am Maria Irish Isip, from DPWH

SLIDE 3 Our learning Objectives po for today , To differentiate , (Powerpoint)

SLIDE 4 So unahin po natin yung discussion sa simple definition ng Proposal, A proposal is a
written document to persuade the reader for a suggested plan of action. As a pitch for solving a
problem, yung proposal po is more on recommendation reports . So napaka vital skill kapag alam
natin ang paggawa ng propsals for example sa mga organizations na naghahanap ng services from
business-to-business contractors will often put out a call for proposals to select the right contractor
na makakapag perform ng maayos sa work. A proposal formally bids on that contract and is therefore
essential to gaining work.

SLIDE 5 Types of Proposal, the first type of Proposal is the Internal proposal, these are written by
and for someone within the same organization. Since yung reader and writer ay nasa isang working
environment, usually they address some way to improve a work-related situation. Pwedeng for
productivity, Efficiency and about Profit .

The other one is External proposals, ito naman po yung mga sinesend outside of the writer’s
organization to a separate entity (madalas to solicit business, or to respond to another organization’s
request for proposals).Since mga external documents to,  they are usually formal in nature and may
be introduced by a letter of transmittal. Yung mga ganitong type of proposals po, madalas nasa
inyong webs searching

and that is because typically external proposals are solicited or requested ,

kaya madalas nasa form of request for proposal sila, which are very detailed, very specific guidelines
na dapat sundin and mga formats, napaka rigid in nature nila
Unsolisited Proposals naman, ay in the form of sales, for example, may Nakita kang organization na
nangangailangan ng product na meron ka, so you will going to approach them with your product, or
expertise,na may kinalaman sa pangangailangan nila

Yung Internal Proposal naman, pwede din Solicited, in which case, the company, somehow is seeking
a recommendation, often organization will put together a task force or a team, and ask them to
analyze situation and discover opportunities or solve problems and in that situation, there is already a
set of credibility in all three of these ( sa RFP , external Contractor, sa Sales, consultant, then sa
recommendation, may degree of expertise ) at because of that, credible na at believable na yung
recommendation mo.
With unsolicited proposals po naman within an organization, kailangan mo identify yung audience
mo ng very carefully to get your ideas to the right audience, either an individual or group with
decision-making responsibility, or yung supervisor mo na pwedeng magsupport sa proposal and
move it to a higher decision-making level.  Always consider your organization’s environment, internal
politics, and how your proposal potentially may be received.

SLIDE 6 Purpose of Proposals, it is a persuasive document, particulary sa case ng internal

unsolicited proposal, kasi hindi nila alam na may problem , and you have the right solution for them.
And para mangyari yon, you need the

(2)DETAILED PLAN OF ACTION, so ipapakita mo sa kanila na you pinag isipan mo talaga yung action
plan mo, from beginning to end,
(3)isusubmit mo yung proposal mo for approval, that’s what makes proposal different from letters or
other written works, dahil kailangan muna ng approval before ka mag proceed sa action plan mo.
(4) and of course you need to show and exhibit a “can-do” attitude para makumbinsi mo yung
audience mo about sa proposal, you will focus on the positive and prepare a list of solutions and
recommendation para mameet yung goal nila.

SLIDE 7 Steps to Write a proposal

1. IDENTIFY YOUR Reader, Before you start writing, you need to know your target
audience. Para makatulong sa proposal mo kung ano at pano mo ito ipepresent sa kanila.
It is also necessary to tailor the proposal to the specific needs of the reader.

Kung magsusulat ka ng proposal for a business client, you will need to include information
about your company, yung mga products or services, pati yung experiences. You will also
need to demonstrate why you are the best choice for the project. Sa research proposal
naman Kailangan mo sila iconvince yung sponsor mo na yung research mo is essential
and have a sound plan to execute it.
2. STATE EXECUTIVE SUMMARY. As you start writing a proposal, you need to introduce
your company or yourself. The executive summary is a brief introduction to your
company. Dapat yung introduction mo is direct to the point. Dapat din nakalagay yung
inooffer mong product or services or yung research na ginawa mo.  It should also
describe how your organization will offer the client’s needs.

So yung goal mo dito is to give  the reader an overview of what you do and why you are
the best choice for the project. You can also add a brief statement about your
company’s history of success in this section.

3. Mention The Purpose of the Proposal. After ng brief introduction, you need
to state the purpose of your proposal. It allows the reader to understand the objective of
your proposal and what you hope to achieve. Yung purpose is pwedeng to win a
contract, get funding for a project , or simpleng service offering lang.

In this section, included na yung Problem Statement. Pra maintindihan ng

reader na kailangan nila yung proposal mo at makakatulong para masolve yung
problem nila.

4. Explain The Solution. A fter you have stated the problem, you need to offer a
solution. The solution must be feasible, and it should address the reader’s
needs. It should also be cost-effective and efficient. Include the details of your
proposed solution in this section.

Mag add ka ng review ng client’s problem and pano ito isolve. Also, explain
the benefits of your solution and how it will help the client. Be sure na may
nakalagay kang relevant data or statistics sa section na to, also dapat naka
include din yung duration ng project, yung completion date at action plan
timeline.

5. Introduce the Authority. Introducing your company’s authority is vital as it

enables the clients to learn about the decision-makers. Pwede ka mag add in
brief introduction and specific biographies of the team members. Yung
credentials , expertise and experience ng mga members para maging
credible. Also, highlight their achievements and notable projects they have
worked on. Your team’s experience and achievements will help the reader
understand your ability to complete the project.
6. Discuss The Budget . After you have explained the solution, you need to discuss the
budget. The budget should be realistic and cover all the expenses associated with the
project. Include why you need the funds and how you will use them. Also, explain the
return on investment for the client.

Be sure na included yung relevant information about your company’s financial

stability. Pwedeng maglagay ng pricing table para magkaroon ng idea yung
reader sa mga financial aspects.

7. Add a Request for Proposal Approval. You don’t need to add a separate
section for it. You can add a few lines at the end of your proposal requesting the
approval of the proposal. It shows your humbleness and respect for the client. It
will also help the reader to understand that you are serious about the project
and ready to start work

8. Include an Appendix. This section comprises supporting information about the

project. You can add the information related to the material and resources used
in the project. It helps the reader to understand the proposal in a better way.

SLIDE 12 Guidelines for writing a proposal
1. Pay Attention to the recommended format, Most organizations and clients offer to include
the required format in the RFP. You make sure na ifollow mo yung recommended
format. Basahin yung Request for Proposal, to know the required documents.
Kailangan mo ilagay lahat ng required documents. Not including all the required
documents can lead to the rejection of your proposal. Complying with the format will
make your proposal look more professional. Also, make sure you submit your proposal
before the deadline.

In our office, kapag may nagsusubmit ng bid proposal, we make sure na kumpleto yung
nasa bid proposal nila, all the required documents must be presented in accordance to
RA 9184 po. All formats, required documents, instructions also na kailangan ipasa ng
interested bidder are provided sa bidding documents namin.
2. Provide examples, expert testimony and specific facts and figures to support your statements. You
also need to include quantitative data and statistics . Para mas lalong maintindihan yung proposal.
It also strengthens your argument by providing concrete evidence. Make sure na yung gagamitin
mo is reliable and up to date data. Pwede din maglagay ng sources of the data para mas credible
yung ippresent mo.

Ssa experience din naming, as evaluator po ng mga bids, napaka detailed ng checking namin and
we make sure na all the documents are legal, verified at walang fake. For example, nagpledge sila
ng equipments for a project, sa mga bids palang chinecheck na naming kung legit yung mga proofs
of ownership nila. At kung hindi, they are disqualified for that bidding.

3. Keep it simple. Use simple and meaningful sentences. Also, keep the sentences and paragraphs
short and clear to make the content easy to read. Iwasan yung exaggeration, para maging mas
realistic yung proposal . Don’t use jargon or technical terms na hindi angkop sa readers, it will only
create confusion and make your proposal difficult to understand.

4. Use simple, straightforward and direct language preferring simple sentences and active voice.
5. Stress reader benefits. Remember that you are asking for something, usually a commitment
of money; let the reader know what he or she will get in return.

Ayun lang po. Thankyou for listening po 😊
