Purpose of EM MS Minimum Requirements

Detailed Description of EM MS Minimum


Requirements for Electrical Test Areas and
Equipment defines the mandatory layout and
safety requirements on equipment and procedures
to perform electrical tests on EM MS equipment of
low voltage (<1000 V) and medium voltage
(>1000 V).
It is mandatory for all factories within EM MS
worldwide which perform electrical tests on EM
MS products.
Important note:
None of the mentioned requirements shall
overrule the local legal requirements or local
language. So if you have stricter requirements in
your countries please follow these.

Emergency switch-off: switches off all voltage present in the testing area
• Inside/outside testing areas: must switch off all electrical equipment inside of
the fenced testing area
• Inside/outside of HV testing areas: must switch off HV transformer
• inside/outside of <1kV testing areas: must switch off all electrical equipment
inside of the fenced testing area <1kV.
• At least at every point/socket where testing equipment can be energized an
emergency switch-off must be available.

Emergency stop: switches off only the voltages on the local unit e.g. test trolley
• must be located outside of the testing areas at the doors and in case of large
testing areas at additional suitable areas.

Mobile Testing Equipment:

In this special case emergency stop buttons at mobile testing equipment can be
black mushroom–type push button: These emergency stop buttons must switch
off the specific electrical test equipment only.

Performance of all Emergency Switch-off and emergency stops must be checked


and documented on monthly basis.

Details for Metal Fences (1/2)

• Minimum one 20x10 mm earthing copper bar connected to the solid building
earthing bar.

• All metal components of fences (poles, doors, fence elements, solid metal
walls…) must be visible connected to earthing copper bar.

• In case of bare metal, screw connections are suitable. In case of painted


fences and aluminum fences (Aluminum oxide is isolating) additional earthing
wire of 6 mm² is required to connect all components of the fence.

• Fence should be mesh type with mesh size preferably 30-60 mm (For existing
fences not more than 100 mm).

• To avoid reaching through the mesh, an additional (transparent) plastic wall is


required. Solid walls are also acceptable.

• Fences for HV test and tests >1000V area must be higher than 1800 mm.

• For testing areas <1000 V fences of minimum 1000 mm height are required.
Additional ropes or chains are acceptable to separate single units under test
inside the testing area.

• Correct earthing connections must be tested


electrically and documented at least every 2
years, preferably once a year depending on
the testing results.

• Visual inspection of earth connection must be


tested and documented monthly together with
emergency switch-offs and stops.

Details for HV Test Area (1/2)

• HV test areas must be large enough to ensure a minimum distance of 1 m


between the test object or any other life part and the fence or any other earthed
part. A painted area on the floor for test object location is helpful.

• Doors to the HV test area must be equipped with door limit switches (light
curtains are also acceptable) which will shut down the voltage in case of
opening the doors. Performance of door limit switches must be checked and
documented on monthly basis.

• It must be ensured that the testers cannot leave the HV test area while the HV
is switched on. This can be achieved by e.g. foot switch, door with limit switch
or similar.

Details for HV Test Areas (2/2)

• Oil filled transformers must be fitted with a drip pan and earthed.

• Earthing of HV test equipment and test object must be directly connected to


earthing copper bar (not via fence, power socket, other panels etc.) of at least
10 mm². For partial discharge (PD) measurement flat copper wire is required.

• Automatic earthing switches must be installed on all HV transformers which


earth the transformer during stand-by and tripping by emergency switch-off or
door limit switch.

Details for Signal Lights (1/2)

• Signal lights must be installed at each entrance to the test area and in case of
large test areas also at suitable locations inside the test area to show the state
of operation of the test area.

• Red and green signal lights are mandatory for HV test areas (>1000 V).
Green light must be present if inside the test area no voltage is applied and
must not be present when voltage is applied.

• Red light must be present in case one or more test stations have voltage
applied.

• Red and green signal lights are required on each test equipment >1000V.

• Red signal lights are mandatory for test areas (<1000 V). Red light must be
present in case one or more test stations have voltage applied.

• Performance of signal lights as described above must be checked and


documented monthly.

Details for Warning Signs

• Warning signs must be installed at the entrance areas at a height of


1m – 1.7m and must not be blocked at any time.

• Warning signs must have a minimum size of 10cm (diameter) each. Warning
signs must be in local language and also in English language.

Additional Requirements for Testing Areas

• For each test station/test area, a skilled electrician (certificate from local
authority) must be appointed. This could be e.g. equipment engineer from
manufacturing planning who is responsible for the electrical design and
fulfillment of this and local requirements.

• Test must absolutely be executed by skilled electricians (Certificate from local


authority) or persons who have been properly instructed in electrical
engineering.

• Time a trained first aid person must be


on duty in the testing area.

• A defibrillator must be available in the factory.

• Test of Current Transformers (CT)


During testing of CT’s by the „Primary Injection“-method, there is a risk to have
high voltage potential at the terminal blocks. Therefore CT’S have to be tested
only in short circuited mode and the terminals have to be protected against
touching.

• Mobile High Voltage test stations


If mobile High Voltage test equipment (<5 kV) has to be used, it must be
ensured that the equipment is switched to the “Test-position” (current limited).
In case of needed higher output currents in the “Burn Position”, measures have
to be implemented to ensure that only the tester is working at the tested panel
(key switch etc.).

• Test stations for electrical routine test


The power supply of the trolley must be protected by an FI switch (residual
current switch) which switches off all poles in case of fault.

• Mobile test stations on automatic moving lines (conveyor belts)


In the case of mobile test stations where tested with voltages> 48 V, it must be
ensured by appropriate means, that no persons can be endangered. Mobile
inspection stations are also such test stations to handle up to 1000V.
