Metro Manila (CNN Philippines, October 31) — The state weather bureau lifted all
storm signals brought on by Severe Tropical Storm
Paeng as it continued to move farther away from the country. In its 11 p.m.
bulletin, the Philippine Atmospheric, Geophysical and Astronomical Services
Administration (PAGASA) said the center of Paeng was last located 455 kilometers
west of Sinait, Ilocos Sur outside the country’s weather monitoring area, moving
north northwestward at 15 kilometers per hour (kph).
The tropical cyclone maintained its maximum sustained winds of 110 kph near the
center and gustiness of up to 135 kph.
Paeng left the country’s weather monitoring area at 12:10 p.m. Monday and is
continuing its traverse over the West Philippine Sea, PAGASA said.
Its trough may cause light to moderate with at times heavy rains over Mimaropa,
Western Visayas, Zambales, and Bataan through Tuesday, according to the
weather bureau.
The northeast monsoon or amihan enhanced by Paeng may bring strong to gale-
force winds in Batanes on Tuesday.
A marine gale warning, which reminds fishing boats and other small seacraft to
avoid going out to sea, remains in effect over most seaboards of Luzon. PAGASA
said Paeng is forecast to continue tracking north northwestward before turning
northwestward and west northwestward on Thursday towards southern China.
It is seen to reach the typhoon category between Monday night and Tuesday
morning and will weaken by Wednesday after reaching its peak intensity.

Latest government data showed that 101 people were reported dead in the
aftermath of Paeng, 73 of which have been verified. Over 2 million Filipino.
Capiz Governor Fredenil Castro told CNN Philippines that 252 of their barangays
were submerged in flood. Aquaculture municipalities were also greatly affected
by the weather system, he added.
He said 42,550 families, or 141,875 persons, were affected by Paeng. Data on
infrastructure and agriculture damage are still being collected.
Speaking to CNN Philippines’ New Day, PAGASA weather forecaster Grace
Castañeda said on Nov. 1 or All Saints' Day, generally fair weather is expected in
most parts of Luzon, including Metro Manila, while Palawan and Western Visayas
will still experience scattered rain showers and thunderstorms due to the trough
of Paeng.
In Mindanao, there will be generally fair weather apart from isolated rain showers
and thunderstorms that may cause flooding and landslides, she added.
Meanwhile, Queenie, which entered the country’s weather monitoring area
Monday morning, has turned into a tropical storm, PAGASA said.
The weather bureau said Signal No. 1 is likely the highest wind signal that it will
raise for Tropical Storm Queenie, possibly over the eastern portion of Caraga and
in some areas in Eastern Visayas Tuesday evening.
