GATEWAY TECHNICAL SPECEFICATION

1. General
The Contractor shall be responsible for the design, supply, and installation and commissioning of
all equipment such that the full functioning with the SAS and remote end SCADA systems are
guaranteed.
The communication gateways shall secure the control of the information flow to remote network
control centres.
The Gateway(s) shall be part of the Substation Automation System (SAS). It shall enable local
station control via Industrial PC, employing a human-machine interface (HMI) and control

software package, performing the necessary system control and data acquisition functions.
The Gateway(s) shall comprise full station control, monitoring and communication functions, as

described in the SAS technical specification, from the National Power Control Centre (NPCC).
As the Gateway serves for interfacing the SAS with remote end SCADA systems, it shall be
correctly interfaced with one another and also with the existing facilities if any.

The provided Gateway(s) shall be equipped with sufficient communication facilities to integrate

into the SCADA Master Station at NPCC without interfering its operation.
The Gateway(s) also should have sufficient capacity for future expansions, and all the related
software with license and configurations, maintenance and user manuals shall be provided.

The Gateway protocols and hardware configurations to be supplied under this Contract shall be
compatible and shall be integrated into the existing SCADA systems at NPCC locations.

3. Environmental requirements
a Temperature (IEC 60068-2-1 Cold Temperature and IEC60068-2-2 Dry Heat Temperature)

The standard nominal range of ambient temperature shall be -10°C to +55°C.


The Gateway shall be able to withstand the temperature requirements for storage and

transportation with severity class -25°C to 70°C, 96 hours.

4. Gateway (GW) System Requirements
The Gateway shall be an industrial-grade computer with redundant, uninterruptable power
supply units. The Gateway shall be a hot-standby system where one Gateway fails the operation
shall be automatically changeover to the other. PC based gateways which contain moving parts
shall not be accepted.
The Gateway shall be designed for a life of 20 years.
The Gateway shall have parallel redundancy protocol (PRP) capabilities and shall support SNTP
and (or) PTP synchronisation.
The Gateway shall be communicating to SCADA/EMS system at NPCC with IEC60870-5-101
and (or) IEC60870-5-104 transmission protocol via telecommunication network.

The Firewalls shall be placed on network boundaries (places where traffic enters/leaves the SAS
network) before the Gateway(s) to protect the substation automation system perimeter.

automatically configured with an option for manual configuration.

All information points (signal, tele-measurement, command). The Data Points / Tele Information
Points list and grouping shall be prepared according to NTDC Standards. The Contractor shall

obtain explicit approval of these documents from the Employer/Engineer.
The NPCC Signal List (comprising of Analog & Digital Signals from Substation to NPCC and

Remote Control Commands from NPCC to Substation) shall be jointly reviewed and approved
by the offices of General Manager (System Operation) NPCC, Chief Engineer (Protection &
Control), & Chief Engineer (Telecom) NTDC during the detailed design review stage.

However, the signals to and from Local SAS HMI/BCU/Protection Relays/Fault Recorders,
Interlocking Scheme concerning the Substation shall be reviewed and verified by Office of Chief

The gateway shall be able to receive from the NPCC:
• Single control, either direct or as a select / execute sequence
• Double control, either direct or as a select / execute sequence
• Interrogation command on a group of data
• Clock synchronization
• Counter freeze
4.1. Communication:
The Gateway shall be able to communicate with the following available communication devices:
a) A protocol of IEC 60870 – 5 – 101
• Voice Frequency FSK via Analogue PLC Communication Equipment.
• Direct Digital Link/Channel via Digital PLC Communication Equipment.
• Direct Digital Link/Channel via Fibre Optic Communication Equipment
(SDH/PDH Equipment).
b) A protocol of IEC 60870 – 5 – 104
• Direct Digital Links via RS232 & Ethernet Data Interfaces of Digital PLC Equipment

and Fibre Optic Equipment Communication Ports:

All the ports shall not be built in a single interface module and shall be of separate interface

Mechanical Details of Equipment

The Gateways shall be housed in SAS enclosed cabinets, which are insect and vermin proof.
All external cables shall pass through a cable gland plate, at base of the cabinet. Each cable shall

have a separate gland mounted on this plate.


All modules shall be identified as to their location and function and shall employ coded vital

slots, or similar means, so that, modules cannot be plugged in the wrong position.
4.3. Schedule of the test at works

The following minimum tests shall be carried out in the presence of the Engineer and the

Employer. The tests shall comply with this Specification and approved documents by the
Employer/Engineer.

e. Operation tests (both Simulation and actual operation)
f. Redundancy Verification Tests
g. Interoperability list for the Gateway shall be submitted with the test reports
h. End-To-End Test with NPCC: The testing related to the Telecommunication
Equipment, i.e. PLCs, SDH, Analogue/Digital signals at Gateways and their allied
equipment etc. shall be witnessed by the representatives of Office of Chief Engineer
(Telecom) NTDC. Moreover, local tests of SCADA signals list approved by GM (SO)
NTDC NPCC will be witnessed jointly by representatives of Protection & Control
Departments and Telecommunication Department of NTDC.
End-to-End Tests of SCADA signals list approved by GM (SO) NTDC NPCC, at
SCADA/EMS system at NPCC Islamabad shall be witnesses by representatives of Office
General Manager (System Operation) NPCC-NTDC in coordination with Telecom
Engineers and Protection & Control Engineers from NTDC available at the site.
However, the remaining Protection, Control & Automation related testing activities shall
be witnessed by protection & control engineers from NTDC.
