I. CASE I
Power sources from solar power, generator set, and Meralco were studied
and differentiated in terms of their capital investment paid by either the government
or the residents and the maintenance and operating cost of each of the power
sources.
In a 25-year period of study, the solar power utility system amounts to
Php153, 783, 732 of capital cost and Php36,105,988 would be spent on
maintenance and operating expenses (MOE). The capital cost includes the costing
for the solar panels, inverters, and other peripherals and the charges for installation
and mounting.
In the same study, the centralized generator system amounts to
Php3,760,000 of capital cost and Php231,665,304 would be spent on maintenance
and operating cost. The costing for capital includes the generator set and its
installation while the MOE includes the costs for diesel fuel, routing service, top
II. REACTION
Not everyone may have the means to access electricity. Some places, especially
isolated rural places, have the difficulty to be chosen as a franchise area for a generation
company for the generation and distribution of electricity. Like Barangay Puray,
Rodriguez, Rizal, it is an isolated rural barangay with no means of access to electricity
and is several mountains from the town center. This makes living in the barangay
difficult and inefficient. Asghar (2008) shows that the energy consumption including
electricity is directly related with economic activity. Therefore, it can be implied that
having wise policies on the conservation, generation, distribution, and transmission of
electricity may result in a sustainable growth in Gross Domestic Product.
Furthermore, the three alternatives which are solar power, generator set, and
connection from Meralco are proposed for the electrification of the barangay. For me,
if the local government of Rizal would cover the capital cost and the residents would
cover the MOE, the solar power system is the most ideal alternative among the three
for the residents of Brgy. Puray since it has a lesser MOE than the generator set. But if
the capital cost would be paid by the residents and the local government would cover
the MOE, the generator set is the best choice for the residents which have a lower
capital cost than the solar panel system. For the Meralco connection, the company
would shoulder the capital expenses but would collect an annual payment from the
residents’ electricity bill amounting to Php41,688,000 according to a 25-year study of
the alternatives. If the Meralco connection is chosen as the electrification alternative,
the presence of roads is accounted for, therefore Brgy. Puray must have coordination
with Rizal’s local government and the Department of Public Works and Highways
which would result in a time-consuming process.
Electrification of rural areas is one of the priorities of the Philippines’ energy sector.
Still, more than a million Filipino households do not have the means to access
electricity which makes their living less efficient and difficult. Three alternatives for
electrification of the subject barangay, Brgy. Puray, were proposed, studied, and
assessed for the capital cost and maintenance and operating expenses. Among solar
power, generator set, and Meralco connection, the solar power system seems to be the
ideal solution for the residents if the LGU of Rizal would cover the capital cost. But if
the MOE would only be covered by the LGU, the generator set is the ideal energy
source for the residents of Barangay Puray.
IV. RECOMMENDATIONS
1. More alternatives that are renewable and more sustainable than the given alternative
should be assessed since the generation of solar panels and the operation of generators
produce pollutants which are bad for the environment.
2. The terrain of the subject rural place should be incorporated in the analysis since
hydropower and geothermal energy sources may be feasible in a mountainous region.
4. Further studies and development of new technologies should be done for new efficient
renewable power sources.
