The purpose of this communication is to facilitate the completion of a process of formal

notification initiated by our Society and Ecclesiastical Court begun fast July for the purposes
as further detailed in the content of this letter and package. It is presented to your Office
with the heartfelt expression of our peaceful intentions, as befits the purposes as herein set
forth, at is with honor and all due respect for your Office that 1, in the office and capacities as

For your understanding, in brief, the PanTerra D'Oro Society was formally begun on March
21, 2001 and the public notification of the existence of the society and the Office of Overseer of
the Corporation Sole of same name was recorded on February 26, 2002. Public notice of this
was established in May of last year prior to the aforementioned private notice postings. We
are an ecclesiastical body politic and private society, established for the purposes of ministering
to the needs of our world in many diverse and complimentary ways, all of which is
comprehensively described in the referenced public notices, web sites and related documentation
as enumerated in the contents herein.
We embrace all faiths, all religions, and all spiritual paths that are dedicated to what is best
for all in bringing humanity and all of life into a condition of balance, harmony, stability and
equality, embodying the gift of life as the substance of our eternal essence as dispensed from
our common divine providence. The one exception is we do not in any way accept members
into our society who condone any form of violence, public aggression, or religious fanaticism in
support of such acts. As such a diverse association, we are an ecumenical body for purposes of
humanitarian and charitable efforts in the work to heal and return our planet and all the
people (and all living things) to a state of grace in eternal expression, manifestation and
realization. A key element of our membership and articles of association. is founded upon the
principle of peace, service and stewardship. You will find the entirety of our mission and
intentions summarized and expressed in our Declaration of Intention of public record, a copy
of which is included herewith and is found on our web sites.

notice sent fast July to many Offices throughout the world. As you will see from the copy of
the notice included here (original hand written and courtesy copy in type), said notice was sent
and received by international post and registration to twenty-five world, national and state
administrative bodies. Two of the twenty-five were returned, one due to a lack of forwarding
address and the other that was addressed to His Holiness Pope Francis through the Office of
Secretariat of State. Through further research we now understand that this was sent to the
wrong location and should have been sent to your Office, which the current communication is
intended to rectify and complete. We received no rebuttal or countering response to our notice
and therefore by all international standards have established the acceptance and perfection of

Our purpose with this instant communication is to establish a status of mutual cognizance
based on international principles of peace, comity, and treaty relationships between your Office
and Ours. This is our formal offer for the permanent cessation of any and all hostilities and
commitment to peaceful resolution of any outstanding issues, liabilities and claims against the
members of Our Society. Pursuant to the aforementioned and accepted notice, our standing
as a private society and ecclesiastical sovereignty has received no rebutted counterclaim, nor
any evidence to the contrary and therefore stands as a matter of fact and record. On that
basis, we wish to establish this basis of comity and cognizance so that we may remain in honor
with your Office and the Holy See, in the continuing management of matters of private record
that require interface with the public judicial and/or administrative systems under
authority for purposes of notice, probate of estates and proper settlement of any and all public
liabilities and claims pertinent thereto for our members, as further described below.
This document is an international offer of treaty relations and peace to your Office, the Holy
See, the Vatican, the City of London and the Crown; we are and remain neutral in the public,
non-combatants, non-belligerents, and operate solely as a private body. Please respond to this
presentment within twenty-one days, starting the day after receipt, if there are any objections
to this offer. Your acceptance of this offer by either silence or response shall constitute
confirmation of the international treaty relations between our respective Offices, as stated, and
we shall proceed on that basis along with the understanding that all lesser offices under your
purview have been duly and properly notified.

Trust and International Will for the claim and settlement of his or her estate and

ON THE JURISDICTION OF JUDICIAL AUTHORITIES OF VATICAN CITY STATE
IN CRIMINAL MATTERS
In our times, the common good is increasingly threatened by transnational organized crime, the improper use of the
markets and of the economy, as well as by terrorism.
It is therefore necessary for the international community to adopt adequate legal instruments to prevent and counter
criminal activities, by promoting international judicial cooperation on criminal matters.
In ratifying numerous international conventions in these areas, and acting also on behalf of Vatican City State, the
Holy See has constantly maintained that such agreements are effective means to prevent criminal activities that
threaten human dignity, the common good and peace.
With a view to renewing the Apostolic See’s commitment to cooperate to these ends, by means of this Apostolic
Letter issued Motu Proprio, | establish that:
1. The competent Judicial Authorities of Vatican City State shall also exercise penal jurisdiction over:
a) crimes committed against the security, the fundamental interests or the patrimony of the Holy See;
b) crimes referred to:
- in Vatican City State Law No. VIII, of 11 July 2013, containing Supplementary Norms
on Criminal Law Matters:
- in Vatican City State Law No. IX, of 11 July 2013, containing Amendments to the
Criminal Code and the Criminal Procedure Code;
when such crimes are committed by the persons referred to in paragraph 3 below, in the
exercise of their functions;
c) any other crime whose prosecution is required by an international agreement ratified by the Holy
See, if the perpetrator is physically present in the territory of Vatican City State and has not been
extradited.
2. The crimes referred to in paragraph | are to be judged pursuant to the criminal law in force in Vatican City State
at the time of their commission, without prejudice to the general principles of the legal system on the temporal
application of criminal laws.
3. For the purposes of Vatican criminal law, the following persons are deemed “public officials”:
a) members, officials and personnel of the various organs of the Roman Curia and of the Institutions
connected to it.
b) papal legates and diplomatic personnel of the Holy See.
c) those persons who serve as representatives, managers or directors, as well as persons who even de
facto manage or exercise control over the entities directly dependent on the Holy See and listed in the
registry of canonical juridical persons kept by the Governorate of Vatican City State:
d) any other person holding an administrative or judicial mandate in the Holy See, permanent or
temporary, paid or unpaid, irrespective of that person’s seniority.

4. The jurisdiction referred to in paragraph | comprises also the administrative liability of juridical persons arising
from crimes, as regulated by Vatican City State laws.
5. When the same matters are prosecuted in other States, the provisions in force in Vatican City State on concurrent
jurisdiction shall apply.
6. The content of article 23 of Law No. CXIX of 21 November 1987, which approves the Judicial Order of Vatican
City State remains in force.

I establish that this Apostolic Letter issued Motu Proprio will be promulgated by its publication in L’Osservatore
Romano, entering into force on 1 September 2013.
