REQUESTING GLOBE TELECOM AND SMART COMMUNICATION S FOR THE

INSTALLATION OF ADDITIONAL CELLULAR SITE IN THE COASTAL AREAS OF THE
PROVINCE OF DINAGAT ISLANS TO FURTHER IMPROVE NETWEORK SIGNAL,
SUBJECT TO ALL EXISTING LAWS, RULES AND REGULATIONS

WHEREAS, telecommunication plays an important role in the country’s quest to achieve higher level
of industrialization in view of its direct and indirect long term effects on investment,
employment and social welfare, economic growth and rates of capital formation;
WHEREAS, the Provincial Government of Dinagat Islands encourages the private sector to pursue the
expansion and improvement of basic telecommunication infrastructure and services that
are efficient and responsive to the needs of the Province;
WHEREAS, as of today, there are _______ existing cell sites in the Province located at

WHEREAS, cell phone tower is used to facilitate cellular phone and other wireless communication
device signal reception in a cellular network which is a radio signal network that covers
areas of lands referred to as cells; while each cell in the network is serviced by one or
more transceivers, or cell towers, in a fixed location;
WHEREAS, users of cellular phones and other gadgets in the City of Masbate have experienced
various network problems such as dropped calls, digital noise during a call, difficulty
hearing the caller, highly variable signal, slow mobile internet and internet time-outs for
the past years;
WHEREAS, considering the integrity of Globe telco and Smart Communications in facilitating signal
reception of cellular phones and other wireless communication devices like telephone,
television and radio in a cellular network, installation of additional cell sites in the coastal
areas of theh Province will further boost the reception or signal of the two
telecommunicaation companies which will undoubtedly improved the network signal in
the province especially those in the far-flung barangays needing reliable
telecommunication signal for the general welfare of the people.

NOW, THEREFORE, on motion of the Hon. __________________, duly seconded and concurred by all
members present, BE IT:
RESOLVED, as it is hereby resolved to Globe Telco and Smart Communications for the installation of
additional cellular site in the coastal areas of the Province of Dinagat Islands to further
improved network signal, subject to all existing laws, rules and regulations;
RESOLVED FINALLY, to furnish copy of this resolution to Globe Telecommunication, Smart
Communications, Office of the Provincial Governor, Office of the Lone District of
Dinagat Islands Congressman and all other concerned, for information and appropriate
action.
