Team Personnel: Of all Operational Teams, this is the team with potentially the most
difficult and hazardous job. Yet, it is a team that in certain scenarios where co-workers
and/or students are trapped and/or injured, must be prepared to function. Therefore, it is
essential that school leadership staffs this team adequately and provides the team
appropriate training to perform its work.

Roles & Responsibilities

 Receive instructions from, and report status to the Operations Section Chief.
 The team must be able to perform three key tasks:
o Conduct a Search & Rescue Sizeup – assess the situation after an incident,
decide what tasks need to be done, and make a plan on how to achieve
those tasks
o Conduct Search Operations – search systematically for victims
o Conduct Rescue Operations – use safe techniques for lifting, leveraging,
cribbing, and victim removal
 The Team Leader must coordinate with the Evacuation Team Leader to identify if
any people are missing. If there are missing people the Team Leader must find out
from the Evacuation Team Leader and/or other school personnel the location (if
known) of the people missing.
 Great caution must be used if there is structural damage to buildings, and
decisions to conduct searches inside damaged buildings must include the
following:
o The severity of the damage (heavy, moderate, light)
o The type of the structure and type of construction
o The presence of hazardous materials, and other hazards such as gas leaks,
downed power lines, and running water
o The resources available to conduct the search (personnel and equipment)
o The condition of any victims
o The availability of professional Search & Rescue personnel, such as fire
services
o The weather

  All Search & Rescue Operations must be closely coordinated with Safety &
Security to ensure no operations risk further harm to anybody.
 Team members must be reminded that the most important person in a rescue
attempt is the rescuer.
 Rescue lightly trapped victims first.
