TOPIC 3 - Security Guard Force System

Security Guard
 Is defined as any person who offers or render personal service to watch or secure either a
residence, business establishment or buildings, compounds, areas, or property.

Security Guard Force


 It is a group of force selected men, intended or grouped into functional unit for the purpose of
protecting operational processes from those disruption which would impede efficiency or halt
operational at a particular plant, facility, installation or special activity.
 R.A. 5487 provided for the organizational and management of security guard forces designed for
specific organizations and purposes.

Security Management
 It is the proper utilization of resources in a security organization in order to meet organizational
goals and objectives and to ensure their achievements.

Types of Security Guard Forces


 Private security agency (PSA) refers to any person association, partnership, firm or private
corporation, who contracts, recruits, trains, furnishes or post any security guard, to do its
functions or solicit individuals, business firms, or private, public or government-owned or
controlled corporations to engage his/its service or those of his/its security guards, for hire
commission or compensation.
 Company Security Force (CSF) is a security force maintained and operated by any private
company or corporation for its own security requirements only.
 Government Security Unit (GSU) is a security unit maintained by any government entity other
than military and / a police, which is established and maintained for the purpose of securing the
office or compound and/or extension of such government entity.
The Philippine Association of Detective and Protective Agency Operation, INC (PADPAO)
 This is the national association of all licensed security agencies and company security forces. This
was established as early as 1958 purposely for the self-regulation of all security agencies.
License To Operate (LTO)
 Is the document issued by the CPNP or his duly authorized representative authorizing a person to
engage in the occupation, calling or employment as security guards or detectives.
 It shall be a requirement prior to engage in the occupation, calling or employment or engage in
the business of PSA or PDA.
Number of Security Personnel to be maintained to secure a regular license to operate.
 Private Security Agencies - minimum of 200 and maximum of 1000
 Company Security Force - minimum of 30 and maximum of 1000
Types of firearms a PSA can possess
 Shotguns not higher than 12 gauge.
 Low power rifles and revolves caliber 22 and 38.
Number of Firearms a PSA can possess
Mandated:
 one (1) FA for every two (2) SG. 1:2 FA to SG ratio.
Minimum:
 100 guards at least 30 licensed firearms
 200 regular licensed guards at least 70 licensed firearm.
Maximum:
 500 FA units
Number of Ammunition
 Fifty (50) rounds per firearm
 Twenty-five (25) rounds per SG

Qualification of Security Guards and Security Officers


The minimum qualifications for security guards, security officers and security consultants are:
 Basic requisites for security guards - no person shall be licensed as security guard unless he
possesses the following qualifications;
o Filipino citizen;
o High school graduate;
o Physically and mentally fit;
o At least 18 years old but not more than 50 years old;
o Has undergone pre-licensing training course; and
o Must not possess any of the disqualifications.
 Desirable Qualities of Security Guards - in addition to the minimum qualifications, security guard
must possess the following:
o Alertness - a good guard must be in spotting violators.
o Judgement - sound and good judgement is more than the use of common sense.
o Confident - it is the state of being sure; a state of the mind free from doubt or
misgivings.
o Physical Fitness - physical conditioning is essential if he is to be a dependable guard.
o Tactfulness - ability of the guard to deal with others successfully without offending.
o Self-control - ability to take hold of oneself regardless of a provoking situation.
o Interest, loyalty, responsible and trustworthy, is also important attributes of a reliable
guard.
 Exemptions from pre-licensing - the following need not undergo pre-licensing training for
security guards:
o Veterans and retired or honorably discharge military/police personnel possessing all the
qualification mentioned in the preceding section.
o ROTC advance/basic graduates, and/or its equivalent in the AFP, PNP, CAFGU/CHDF.
 Qualification of a private detective - no person shall be licensed as a private detective, unless, he
possesses any of the following qualifications:
o Holder of baccalaureate degree or bachelor of law or
o B.S. criminology graduate; or
o Graduate of criminal investigation course offered by the PC/INP or the PNP or the NBI or
any police training school or any detective training with authorized/recognized training
center for security guard; or
o Advance reserve officers training center course or citizen military training (ROTC/CMT)
graduate.
Color of Uniform
 Navy blue (regular duty)
 White (a special set of uniform shall be prescribed for security personnel posted at hotels,
resorts, banks, and departments store, cultural and entertainment areas and other noted as
tourist-heavy area)
Types of Security Guard Training
 Pre-licensing Training Programs - basic security guard course and security officers training course.
 Refresher Training Programs - retraining course, basic security supervisory course and security
supervisory development course.
 Specialized Training Program - VIP security, armored car, bank security and aviation security
course.
Duration of training
 Basic Security Guard Course (pre-licensing) 150 hours.
 Re-training Course - 48 hour
 Security Officer Training Course - 300 hours
 Basic Security Supervisory Course - 48 Hours.

General Orders - these are patterned after the 11 GOs of the AFP and the PNP.
1. To take charge of the post and all company properties in view.
2. To walk during his tour of duty in a military manner, keeping always on the alert and observing
everything that takes place within sight or hearing.
3. To repeat all calls from post more distant from the guard house where i am stationed.
4. To report all the violation of orders I am instructed to enforce.
5. To quit my post only when properly relieved.
6. To receive, obey and pass on the relieving guard all orders from company officer or officials,
supervisors, post in charge on shift leaders.
7. To talk to no one except in line of duty.
8. To sound or call the alarm in case of fire or disorder.
9. To call the officer in any not covered by instruction.
10. To salute all company officials, superiors, in the agency ranking public officials and commissioned
officers of the AFP and officers of the integrated National Police; and
11. To be especially watchful at night and during the time of challenging, to challenge all person on or
near my post and to allow no one to pass or loiter without proper authority.
