Sustainable Development Goal 4 (SDG 4) aims to ensure inclusive and
equitable quality education and promote lifelong learning opportunities for all. The scope of the SDG 4 is to ensure equal opportunity in access to quality learning opportunities at all levels of education in a lifelong perspective. It covers the universal agenda for all countries regardless of income level and/or developmental status. Its policy focuses are: access to basic education for all; equitable access to post-basic education and training; and relevance of learning for both work and global citizenship. SDG 4 also developed the outcome targets. Some of the outcome targets emphasized the early childhood education. They are as follows: 1. By 2030, ensure that all girls and boys complete free, equitable and quality primary and secondary education leading to relevant and effective learning outcomes, 2. By 2030, ensure that all girls and boys have access to quality early childhood development, care and pre-primary education so that they are ready for primary education. 3. By 2030, ensure that all learners acquire the knowledge and skills needed to promote sustainable development, including, among others, through education for sustainable development and sustainable lifestyles, human rights, gender equality, promotion of a culture of peace and nonviolence, global citizenship and appreciation of cultural diversity and of culture’s contribution to sustainable development The Philippine respond within a policy context to SDG 4 by adapting these outcome targets since achieving quality education has always been a priority of the Philippine government. The Philippines increased the access to education through various Inclusive Education Programs to address the needs of vulnerable learners (ALS, ADMs, and Special Education). The government implemented the Universal Access to Quality Tertiary Education in 2018 which has made tertiary education more accessible. The DepEd is currently improving teacher quality through different trainings, seminars and workshops. The said agency is also working on increasing the proportion of teachers who teach subjects in line with their specializations. The Government partners with the private sector, non-government units and other stakeholders to improve access and quality of education. DepEd implemented the “no collection policy” in the public elementary and high school. The government has also been continuously implementing programs that provide incentives to support school attendance, such as the DepEd school feeding program, various government assistance and subsidies like scholarship programs and the Pantawid Pamilyang Pilipino Program (4Ps) to ensure that all can access and afford the quality education they deserve. As an educator, I can contribute to the goals of SDG 4 especially in the aspect of early childhood education by giving quality primary education so that my students achieve effective and meaningful learning outcomes and life-long learning because I believe that they deserve it. And also because I believe that having quality education will be a big contribution to students’ future success.
