DSECTION 1 * + Requirements _NE|BB 1.1 NEBB CLEANROOM PERFORMANCE TESTING CERTIFICATION PROGRAM 1.1.1. General Requirements {In general, a firm desiring NEBB cleanroom certification must meet the following require- ments: 1.1.1.1 The firm must be affiliated in good standing with a NEBB Chapter and the NEBB National Organization. 1.1.1.2 The firm must employ one or more management level Cleanroom Performance ‘Testing (CPT) Supervisors who are responsible for all of the cleanroom testing. 1.1.1.3 The firm must own or have access to the various instruments which are required for the certified cleanroom performance testing program and calibrate and maintain those instruments to meet NEBB requirements. 4.1.1.4 The firm must have at least one Cleanroom Performance Testing Supervisor(s) who must: ‘@. Hold a management position with authority to represent the firm with owners, consulting engineers, and other authorities; 'b. Have educational and experience in cleanroom performance testing as required in subsection 1.1.3. . Pass the NEBB written National Cleanroom Qualification Examination and a prac- tical examination, 1.1.2 Firm Certification Requirements In order for a firm to be certified by NEBB it must meet the following requirements: 1.1.2.1. The firm must enjoy a reputation for responsible performance in cleanroom testing or in a related industry; and furnish letters of endorsements from owners, consulting engi- neers and/or architects are required 1.1.2.2 The firm must own or have ready access to the various instruments which are required for cleanroom testing, in accordance with those listed in Section 3—"Instruments and Accuracy." The local NEBB Chapter will. confirm compliance. 44 NE|BB 4.1.2.3 The firm will confirm in writing that it will conform to the NEBB guidelines for the calibration and maintenance of the required instruments. 1.1.2.4 The firm must follow the required test procedures found in these NEBB “Proce- dural Standards for Certified Testing of Cleanroorns,” and submit the necessary information and test results on reporting forms in a format approved by NEBB. 4.1.2.5. The firm must designate in writing one or mote supervisors who will represent this firm and be responsible forthe supervision of cleanroom performance testing. The Super- visor shall have met the outlined qualifications. 1.1.3 Supervisor Qualifications 1.1.3.1 To become a NEBB Cleanroom Performance Testing (CPT) Supervisor, a person must pass the appropriate written and practical NEBB National. Qualification Examinations for cleanroom performance testing. 1.1.3.2 He or she must hold a management position, be able to represent the firm on cleanroom performance testing matters, must have.a‘ reputation of integrity with owners, consultants and awarding authorities, and must have-experience equal to the following: a. Have a minimum of five years of combined engineering education and experience in cleanroom performance testing, in cleanroom design, or in an approved related industry, and have a high schoo! diploma or equivalent, or b. Have a high schoo! diploma, a minimum of two years field experience in cleanroom performance testing, and have passed a Cleanroom Testing Study Course ap- proved by the NEBB Cleanroom Certification Board 1.4.4 Examinations 1.1.4.1 The written NEBB National Cleanroom Qualification Examination shall Consist of two parts: ‘a. An airflow and air control fundamentals examination, and b. a cleanroom and cleanroom devices examination. 1.1.4.2 The NEBB Cleanroom Practical Examination shall indicate the proficiency of in- strument usage and general knowledge of cleanrooms. 1.1.5 Recertification The NEBB Chapter must verily continued compliance with NEBB certification requirements for each certified firm every two years. 1.1.5.1 The firm must still own or: have ready’ access to the instruments required for Certification which they had listed. 4.4.5.2. The firm must submit records to verify their conformance with the NEBB guidelines for calibration and maintenance of the required instruments. 1.1.5.3 The firm must confirm in writing that they employ the designated Cleanroom Per- formance Testing Supervisor(s) who previously met the NEBB requirements for qualification. 1.1.5.4. The firm must confirm in writing that the designated Cleanroom Performance Test- ing Supervisor(s) has attended at least one-6-hour approved seminar or refresher course annually given by Chapters or at National meetings of NEBB, IES, SEMI, ASHRAE, or by other approved organizations or institutions. 1.1.6 Suspension A firm's certification shall be suspended when the firm no longer meets all of the certification tequirements listed above. The certification of a suspended firm will be reinstated by NEBB at such time as the requirements for certification are again met. 1.1.7 Loss of Certification Certification may be terminated for failure of the firm to abide by the objectives and perfor- mance standards of NEBB. 1.1.8 Instruments The test instruments required for NEBB cleanroom testing certification program are listed and discussed in Section 5—“Instruments and Accuracy.” 1.2 THE CLEANROOM PERFORMANCE TESTING SUPERVISOR 1.2.1 SCOPE This subsection defines the criteria for and duties of the Supervisors of Certified Cleanroom Performance Testing Contractors who conduct initial and periodic on-sits field performance evaluation testing of cleanrooms, clean air devices, HEPA filter systems and associated components, to ensure the adequacy of their function and their ability to operate effectively and reliably. 1.2.2 CPT Super r Criteria 1.2.2.1 The Cleanroom Performance Testing.(CPT) Supervisor shall pass all of the NEBB. National Qualification Examinations, both written and practical, outlined above and shall meet all educational and experience requirements. 1.2.2.2. The CPT Supervisor shall yearly attend the fequired educational seminars or refresher courses. 1.2.2.3 The CPT Supervisor shall meet all qualification criteria and be capable of perform- ing all functions of cleanroom performance testing, 1.2.2.4 The CPT Supervisor shall have a thorough knowledge of all applicable standards and should monitor changes in standards, practices, equipment, and related technological advances. 1.2.2.5 The CPT Supervisor shall be completely familiar with the practical use and theory of operation of test equipment used to conduct field certification. 1.2.2.6 The CPT Supervisor shall have knowledge, both practical and theoretical, of clean- room techniques and practices. 1.2.2.7 The CPT Supervisor shall know the basic principles of cleanroom air handling systems and clean air devices, 1.2.2.8 The CPT Supervisor shall know the procedures for correcting performance defi- ciencies in cleanrooms and clean air devices. 1.2.2.9 The CPT Supervisor shall be familiar with all safety procedures to be used when testing cleanrooms and clean air devices where toxic or hazardous materials are used. 1.2.3 DUTIES OF THE CPT SUPERVISOR ties of the CPT Supervisor include: 1.2.3.1 Training of cleanroom testing technicians and apprentices. Typical duties and responsi 1.2.3.2 Approval of all cleanroom and clean air device modification recommendations. 1.2.3.3 Planning and approval of certification tests to be conducted. 1.2.3.4 Supervision and surveillance of test procedures performed by technicians and apprentices. 1.2.3.5 Evaluation of the validity and acceptability of test data and the results reported. 1.3 THE CERTIFIED CONTRACTOR 1.3.1 QUALIFICATION CRITERIA The qualification criteria defined herein apply to NEBB Certified Cleanroom Performance Testing Contractors which provide on-site field testing and equipment performance evalu- ation. intended that the NEBB Certified Contractor be responsible for education, train- ing, and verifying the proficiency of on-the-job performance of its personnel, 1.3.1.1 The NEBB Certified Contractor shall submit to the NEBB National Office for review at each recertification, an employee training program consisting of two phases: (1) initial training and (2) ongoing training. 1.3.1.2 A safety awareness program shall be implemented. This program shall include training in general safety, respiratory protection, and environmental hazards as they apply to safe operations in cleanrooms and clean air devices. 1.3.1.3 The NEBB Certified Contractor shall perform periodic evaluations and reviews to assure the continuing proficiency of testing personnel. 1.3.1.4. The NEBB Certified Contractor stiall employ at least one CPT Supervisor. 1.3.1.5 The NEBB Certified Contractor shall meet industry standards for calibration of ‘equipment outlined in Section 3 “Instruments & Accuracy.” All records must be kept on file for review for at least seven (7) years. 1.3.1.6 The NEBB Certified Contractot shall maintain files of all work performed for at least seven (7) years. 7 1.3.1.7 The NEBB Certified Contractor shall use the written procedures for performance testing of cleanrooms and clean air devices as established by these standards. 1.3.1.8 The NEBB Certified Contractor shall monitor and evaluate changes in industry standards and practices, new equipment, technological advances, and specification up- dates.
