District Planning committee

After formation of the Maharashtra State in 1960 Government has adopted a policy of balanced development on the
basis of district as a unit for formulation of Five Year Plans and Annual plans. For these purpose District Planning
and Development Councils (DPDCs) have been constituted in every district. The Minister in-charge of the district was
chairman of the committee. However the DPDCs has now been replaced by District Planning committees (DPC)
constituted as per article 243 ZD of 74th Amendment of the Constitution. The provision for formation of DPC as per
the article 243 ZD is as follows :-

The District Planning committee shall be constituted at district to consolidate the plans
1 prepared by the panchayats and the Municipalities in the district and to prepare a draft
development plan for the district as a whole.

Provided that not less than four- fifths of the total numbers of members of such committee shall be elected
by and form amongst the elected members of panchayat at the district level and of the municipalities in the
district in proportion to the ratio between the population of the rural areas and of the urban areas in the
district.
c The functions relating to the district planning which may be assigned to such committees:

3 Every district planning committee shall prepare the draft development plan

Matters of common interest between the panchayats and municipalities including spatial planning,

The Chairperson of every District Planning Committee shall submit the development plan as recommended by

such committee to the Government of the State.
The Government of Maharashtra has enacted the law based on the Article 243 ZD of the Constitution. The
Maharashtra District Planning Committee (Constitution & Functions) Act 1998 to consolidate the plans prepared
by the panchayats and Municipalities in the district and to prepare a draft development plan for the district as a

Special component Plan

From the Annual Plan 1996-97, the Special Component Plan is being prepared by the Social Welfare, Cultural
Affairs department as per Tribal Area Sub Plan on experimental basis. For this purpose 11% of the budgetable
outlay of total plan is to be made available to the social Welfare and Cultural Affairs Department.
Outsite Tribal Sub Plan
From the year 1992 Outsite Tribal Sub Plan (OTSP) is being prepared by the Tribal Development Department
and the Department is also informed of the size of the annual plan of the subsequent year which is at present
9% of the budgetable outlay.

MLA/MLC LOCAL DEVELOPMENT PROGRAMME

The small works which are really useful to the local people and which could be easily completed, do not get the
priority in allocating funds in the District Plan. These works are small C.D. works, construction of culverts on roads,
minor irrigation works, Kolhapur type bandharas, school rooms etc. Therefore Govt. has decided to implement the
programme namely small works programme based on felt needs of the district in the year 1984 which is after
renamed as MLAs Local Area Development Programme. The works to be taken up in this programme are locally felt
need basis and should be completed with in one or two working seasons. The guidelines for works to be taken in this
programme are issued by the Planning Department Govt. of Maharashtra vide AaSthavika-0616/no.96/ka.1482 Date-
12/7/2016. As per the guidelines the small works of roads ,bridges ,missing link, constructions of roads, earthwork of
roads ST&BT. School rooms, Library rooms, irrigation projects, K T wears etc. are permissible in this programme. As
per the procedure laid down in the Govt circular, the administrative approval is to be given by the Collector to the
works proposed by the MLA/MLC of the said constituency.

Constitution wise funds available under MLA local area development programme.

Government of Maharashtra releases Rs 200.00 Lakhs per constitution in each financial


year.

The works of office buildings, residential buildings, the works belonging to private
institutions, cooperative institutions the works of individual beneficiaries, memorials and
memorial buildings, etc. and any of the works costing more than Rs. 25.00 lakhs, etc are not
permissible ordinarily in this programme.

MEMBER OF PARLIAMENT LOCAL AREA DEVELOPMENT SCHEME (MPLADS)

BACK GROUND :

Members of Parliament are approached by their constituents for small works , of capital natures to be done in
their constituencies. Suggestions were , therefore , made that MPs be allowed to recommend works to be taken up
in their constituencies. Considering these suggestions , the Member of Parliament Local Area Development Scheme
(MPLADS) was announced on 23 rd December , 1993.

OBJECTIVE :

The objective of the Scheme is to enable MPs to recommend works of developmental nature with emphasis on
creation of durable assets based on locally - felt needs to be taken up in their constituencies.

RECOMMENDATIONS WITHIN CONSTITUENCY :

1. Lok Sabha Member can give recommendation for works to be taken up within their Lok Sabha Constituency.

2. The elected Members of Rajya Sabha can give recommendation for works anywhere in the State of their election
. The entire State is considered as their Constituency for the purpose of MPLADS.

3. The nominated Members of Lok Sabha & Rajya Sabha Member may select works for implementation in anywhere
in the country. The whole country is considered as their Constituency for the purpose of the Scheme.

WORKS OUTSIDE CONSTITUENCY :

MPs can also recommend works outside their Constituencies in the events of natural calamity of rare
severity in any part of the country for on amount not exceeding Rs.50 Lakhs for each calamity.

SCHEME GUIDELINES :

The MPLADS Scheme is implemented as per Guidelines issued/amended from time to time .

The Guidelines include scheme concepts & features its implementations , funds release and monitoring
provisions. The Guidelines also contains illustrative list of works that can taken up under the Scheme and the list of
works not permissible under the Scheme.

CONSTITUTION WISE FUNDS AVAILABLE FOR MPLAD

Under the Scheme , each M.P. have the choice to suggest to the head of District to tune the of Rs. 5.00
crore per year , to be taken up in his /her constituency . Elected Member of Rajya Sabha representing the whole

of the state as they do , may select work for implementation in one or more District (s) as they may choose.
Nominate Members of the Lok Sabha and Rajya Sabha may also select work of implementation in on or Districts in
anywhere in country . The allocation per MP per year stands Rs.5.00 crores from the year 1911-12.

COST CEILING PER WORKS UNDER THE SCHEME :

Cost of each MPLADS work should not less than 1.00 Lakh. .

RECOMMENDATION BY THE MPS:

Recommendations for works by the Mps , under the Scheme , must be on their letterheads
and in their own signatures . Recommendations made by their representative should not be accepted
even if the MP had authorised representative in this regards .

Hon Shri Rajkumar Dhoot Member of Rajya Sabha selected Aurangabad as Nodal district for MPLADS &
funds are made available by the Governments to Aurangabad district from 2002-2003.

ILLUSTRATIVE LIST OF WORKS THAT CAN BE TAKEN UP UNDER MPLADS

1) Construction of buildings for schools , hostels , libraries and other building of educational institutions belongs to
Govt. or local bodies. Such building belongs to aided institutions and unaided but recognised institutions can be
constructed provided however that institutions be in existence for not less than two years .
2) Construction of tube wells and water tanks for providing water to the people in villages, towns or cities or
executions of other works which may help in respect. Water tankers can also be purchased for providing
drinking water.
3) Construction of roads including part roads, approach roads ,link roads etc. in villages and towns and cities .
4) Construction of culverts/ bridges on the roads of the above description and of open cut out of tube wells.
5) Construction of common shelters for the old or handicapped.
6) Construction of the buildings for local bodies for recognised District or State Sports Association and for cultural
and sports activities or for hospitals. Provision of multi Gym facilities in Gymnastic centers , sports association
, Physical Education, Training Institution etc is also permissible.
7) Special forestry, Farm forestry, horticulture pasture parks and gardens in Government and community lands
or other surrendered lands.
8) Desalting of ponds in villages, towns and cities.
9) Construction of a public irrigation and public drainage facility.
10) Construction of common gobar gas plants, non conventional energy systems / devices for communities
related activities.
11) Construction of irrigation embankments or lift irrigation or water table recharging facilities.
12) Construction of public libraries and reading rooms.
13) Construction of créches and anganwadis.
14) Construction of public health buildings, includes family welfare sub centers together with the ANM residential
quarters . Such building to aided institutions also can be constructed.
15) Construction of crematoriums and structures on burial grounds .
16) Construction of pubic toilets and bathrooms .
17) Construction of drains and gutters .
18) Construction of footpath , pathway and footbridges.
19) Provision of civic amenities like electricity , water , pathway , public toilets in slum areas in towns and villages
and SC/ST habitations provision of common works in slums
20) Construction of residential schools in tribal areas.
21) Construction of bus sheds /stops for public transport passengers.
22) Construction of veterinary aid centers. artificial insemination centers and breeding centers.
23) Procurement of hospital equipment like X Ray machine , Ambulances for Government Hospitals and setting up
of mobiles dispensaries in rural areas by Government Panchayat Institutions. Ambulances can be provided to
reputed service Oraganisation like Red Cross , Ramkrishna Mission etc.

29) Works relating to animal care/ well fare like construction of buildings/ shelters provision of ambulance ,medical
equipments and developments of infrastructure facilities like drinking water drainages etc
30) Works relating to the construction of shopping complex / market complex / market yards by and Local Bodies
. (Panchayat Samiti /Municipality )
31) Construction of bar (legal practitioners ) liberties provided (i) such libraries , while essentially for use the
members of the Bar , are also open to members of Court Bench , Law students and other interested and (ii) the
ownership of the building of such libraries vests the Government /Local Bodies/ Courts and registered Societies
or Bar Association but not with private associations.
32) Works relating to installation /procurements of pump set/ pumping machinery for drainage /sewage disposal
facility.
33) Purchase of Mortuary Van / Hearse Van by Local Self Government.
34) Purchase of tractor and trolley for the purpose of garbage clearance by Local bodies / District Administration.
35) Night Shelter and sanction facilities for footpath dwellers in urban areas .
