Q.2 Even though the Industrial Relations Commission conciliates and arbitrates to resolve 10
industrial disputes, sets conditions of employment and fixes wages and salaries by
making industrial awards, approves enterprise agreements and decides claims of unfair
dismissal, still it is observed that there are various issues leading to the poor Industrial
Relation.
With this view in mind; state and explain the Causes of poor IR and Suggestions to
improve IR

Q.2 A trade union is an organization made up of members and its membership must be made 10
up mainly of workers. It is observed that the workers are also concerned about being a
part of or forming a trade unions.
Discuss the important reasons for workers to join or organize themselves to form trade
unions.

Q.3 The Industrial Disputes Act, 1947 provides for Three-Tier system of Adjudication, 10
consisting of Labour Courts, Industrial Tribunal and National Tribunal which plays a
significant role as a machinery for settlement of industrial disputes.
Discuss this Three-Tier system of Adjudication in detail.

Q.4 Collective bargaining is a process of negotiation between employers and a group of 10


employees aimed at agreements to regulate working salaries, working conditions,
benefits, and other aspects of workers' compensation and rights for workers.

Q.4 The objective of Industrial Employment Standing Order Act, 1946 is to require employers 10
to define precisely the conditions of service of workmen employed in the industrial
establishment and to make such conditions known to the workmen employed & to
regulate the conditions of recruitment, discharge, disciplinary action, holidays, shift
working of the workers.
What are the salient features of Industrial Employment Standing Order Act, 1946?

The main business of Damodar Electric Supply Corporation is to supply electric energy
to the entire district. The Corporation has a work for, Mazdoors etc. General Manager is
the Chief Executive, having full authority on all matters of administration. During the last
two years, the Corporation has come into financial problems due to economic recession.
As such, to bring control on the expenses the General Manager, has issued an
unconditional order forbidding supervisory foremen to authorize over-time work under
any circumstances.
One day, a cable-laying workman was working inside a wet manhole, in the marshy area
near a river. About an hour before closing time he realized that he could not finish the job
within the regular working hours. He estimated, that the work would be over within four
hours more. The foreman having no authority to grant over-time telephoned the Section
Officer at the Head Office. Section Officer, unwilling to breach the rule, contacted the
Superintendent who in turn asked the Section Officer, to use his discretion. Section
Officer conveyed the same message to the foreman. The Foreman, however, was still
afraid of the consequences of over-time order. He therefore told the cable lay-man to
wrap the cable securely and leave the work, to be finished the next day.
During the night, the river went on flood. Water entered the man-hole by the river-side
and the ‘cabling’ was damaged. The damage to the cable was corrected after many days,
involving a great expenditure.
