Prior to the creation of PPA, port administration in the Philippines was merged with the traditional
function of revenue collection of the Bureau of Customs (BOC). Port and harbor maintenance was
the responsibility of the Bureau of Public Works (BPW). In the early 1970's, there were already 591
national and municipal ports plus 200 private ports scattered all over the country necessitating
the need for long-range planning and rationalization of port development.

he PPA is the primary government agency concerned with the
planning and development of the country's seaports. Established in
1974, the PPA's charter was amended by Executive Order 857, which
expanded its functions to include the integration and coordination
of ports nationwide.
QUALIFICATION
STANDARDS
1. MUST BE A CITIZEN OF THE PHILIPPINES
2. MUST WEIGH NOT MORE OR LESS THAN 5 KILOGRAMS FROM THE STANDARD WEIGHT CORRESPONDING TO HIS
OR HER HEIGHT, AGE AND SEX
3. MUST NOT HAVE BEEN DISHONORABLY DISCHARGED FROM MILITARY/POLICE EMPLOYMENT OR DISMISSED FOR
A CAUSE FROM ANY CIVILIAN POSITION IN THE GOVERNMENT
4. MUST NOT HAVE BEEN CONVICTED BY FINAL JUDGMENT OF AN OFFENSE OR CRIME INVOLVING MORAL
TURPITUDE
5. MUST HAVE TAKEN TECHNICAL EXAMINATION, TO BE ADMINISTERED BY PORT POLICE DEPARTMENT
6. MUST HAVE UNDERGONE PHYSICAL AGILITY TEST, TO BE ADMINISTERED BY PORT POLICE DEPARTMENT
7. FOR INSIDER APPLICANTS – MUST HAVE AT LEAST SATISFACTORY RATING IN THE JULY DECEMBER 2016 IPCR FOR
OUTSIDER APPLICANTS – MUST HAVE PASSED THE PPA PRE-PLACEMENT EXAMINATION
