ASUNTOS RELIGIOSOS

MISION

Conduct the policy of the Federal Government in religious matters, through


the application and observance of the Law of Religious Associations and
Public Worship and its Regulations, providing timely and effective attention
in the procedures and services available for religious groups and
associations, in all regarding its nature, organization, operation and
patrimonial regime.

VISION

Being an institution that guarantees the exercise of the fundamental right to


religious freedom, through specialized care and the use of technology in
the procedures and services provided to religious groups and associations
in the national territory, moving to automated processes and digital, as well
as ensuring the quality of the service.

Objectives

1,-Develop dialogue between the Federal Executive Branch and religious


institutions, by promoting permanent and fluid dialogue with religious
actors.

2.-Guarantee the exercise of religious freedom through the timely attention


of the services managed by religious associations.

3..-Resolve the conflicts of religious intolerance that have arisen in the


country through concerted intervention and the promotion of the values of
tolerance.

FACULTIES of the General Directorate of Religious Affairs

I. Promote and monitor compliance with the constitutional and legal


provisions in matters of public worship, churches, religious groups and
associations;

II. Execute actions tending to strengthen and develop the relations of the
Federal Executive Power with associations, churches, groups and other
religious institutions and organizations;

III. Develop the programs and actions corresponding to the policy of the
Federal Executive in religious matters;

IV. Represent and act on behalf of the Federal Executive in its relations
with associations, churches, groups and other religious institutions;

V. Resolve the requests for constitutive registration of churches and


religious groups, as well as entities, divisions or other forms of internal
organization of religious associations;

VI. Organize and keep updated the records provided by the Law of
Religious Associations and Public Worship, and issue certifications,
declarations of provenance and records in the terms of the law itself;

VII. Substantiate and resolve the procedures related to the notices that are
presented on the opening of temples and premises destined for religious
worship; as well as register and systematize said notices and those
corresponding to the celebration of extraordinary public religious acts of
worship outside the temples, and those related to the appointment,
separation, resignation and other movements of ministers, associates and
representatives of religious associations;

VII. Resolve the administrative procedure related to the cancellation of the


constitutive registration of a religious association;

IX. Resolve requests for permits from religious associations, for the
transmission of extraordinary religious acts of worship, through the non-
print mass media;

X. Cooperate with the dependencies and entities of the Federal Public


Administration, for the regularization of the use of real estate owned by the
Nation and the conservation and protection of those with archaeological,
artistic or historical value, in use by religious associations, including the
processing, allocation and registration of those who are designated as
responsible for them under the terms of the applicable legal provisions;

XI. Give an opinion, at the request of the interested religious association,


about the granting of visas, internment and stay in the country of ministers
of worship and foreign religious associates;

XII. Substantiate and resolve the conciliation procedure to solve conflicts


between religious associations and, where appropriate, guide and channel
those that are the responsibility of another authority;

XIII. Substantiate and resolve the arbitration procedure to settle


controversies between religious associations;

XIV. Substantiate the administrative procedures for the imposition of


sanctions under the terms of the Law on Religious Associations and Public
Worship and other applicable legal and regulatory provisions;

XV. Attend or promote the activity of the competent instances in the case of
complaints about conduct of religious intolerance, as well as control and
monitor them;

XVI. Carry out, participate in and sponsor courses, seminars, symposiums,


forums, diploma courses, cultural events, programs, projects and actions,
which contribute to the dissemination of regulations on public worship,
churches, religious groups and associations, to the promotion of tolerance
religion, the reconstruction of the social fabric and the culture of peace,
which contribute to the achievement of the attributions of the
Undersecretariat for Democratic Development, Social Participation and
Religious Affairs;

XVII. Promote, coordinate, implement and monitor, within the framework of


strict respect for the exercise of religious freedom, programs, strategies,
projects, protocols, actions and agreements that contribute to the
achievement of the powers of the Undersecretary for Democratic
Development, Participation Social and Religious Affairs;

XVIII. Generate models that promote collaboration between associations


and religious groups that contribute to the achievement of the powers of the
Undersecretary for Democratic Development, Social Participation and
Religious Affairs, and

XIX. Propose and coordinate collaborative strategies with religious


associations, churches, groups and other religious institutions and
organizations so that they can participate in projects for the reconstruction
of the social fabric and culture of peace that contribute to the attributions of
the Sub-Secretariat for Democratic Development, Participation Social and
Religious Affairs.

Powers of the General Directorate of Religious Affairs

I. Analyze the requests for constitutive registration of churches and


religious groups, as well as entities, divisions or other forms of internal
organization of religious associations, in order to submit the corresponding
draft resolution for the consideration of their hierarchical superior;

II. Establish schemes to organize and keep updated the records provided
by the Law of Religious Associations and Public Worship and issue
certifications, declarations of provenance and records in the terms of the
law itself;

III. Register the notices that are formulated on the opening of temples and
premises destined for religious use, as well as those related to the
appointment, separation, resignation and other movements of ministers,
associates and representatives of religious associations, as well as process

and, where appropriate, substantiate the administrative procedure related


to the cancellation of the constitutive registration of a religious association;

IV. Submit to the consideration of his hierarchical superior the draft


resolution on requests for permits from religious associations, for the
transmission of extraordinary acts of religious worship, through the non-
print mass media;

V. Propose to their hierarchical superior strategies for the processing of


requests for permits for religious associations referring to the transmission
of acts of public worship and to disseminate notices of public religious acts
outside the temples;

VI. Support your hierarchical superior, with the dependencies and entities
of the Federal Public Administration, for the regularization of the use of real
estate owned by the Nation and the conservation and protection of those
with archaeological, artistic or historical value, in use by associations
religious, including the processing, allocation and registration of those who

VII. Prepare and submit to the consideration of the hierarchical superior the
draft opinion that must be delivered to the interested religious association,
regarding the granting of visas, internment and stay in the country of
ministers of worship and foreign religious associates;

VIII. Assist with their hierarchical superior in the substantiation of


conciliation procedures to resolve conflicts between religious associations

and, where appropriate, guide and channel those that are the responsibility
of another authority;

IX. Coordinate the actions that allow substantiating and resolving the
arbitration procedure to settle controversies between religious associations;

X. Submit to the consideration of the hierarchical superior the resolution of


administrative procedures for the imposition of sanctions in the terms of the
Law of Religious Associations and Public Worship and other applicable
legal and regulatory provisions;

XI. Assist with their hierarchical superior in dealing with complaints about
conduct of religious intolerance, as well as control and monitor them, and

XII. Promote the holding of courses, seminars, symposiums, forums,


diplomas, cultural events, programs, projects and actions, which contribute
to the dissemination of regulations on public worship, churches, religious
groups and associations, to the promotion of religious tolerance , and the
reconstruction of the social fabric and culture of peace for the attributions of
the Undersecretariat for Democratic Development, Social Participation and
Religious Affairs.
