Fire detection, warning, control and intercom systems— System
design, installation and commissioning
S E C T I O N 1 S CO P E A N D G E NE R A L
1.1 SCOPE This Standard sets out the requirements for the system design, installation
and commissioning of local fire detection and alarm systems (i.e. not requiring connection
to a monitoring service) and components that are manufactured in accordance with the
AS 1603 suite of Standards and AS 3786, and fire indicator panels complying with
AS 4428.1.
These systems are concerned with early warning fire detection and life safety of persons
occupying a single building only and do not provide for the connection of subindicator
panels.

1.2 APPLICATION Local fire alarm systems address those applications between
residential dwellings covered by AS 3786 and AS 1670.6, and the buildings covered by
AS 1670.1.
1.4 DEFINITIONS For the purpose of this Standard, the definitions given in
AS 2484.2 and those below apply.
1.4.1 Egress path —the specified path followed by occupants to effect exit from the
building in an emergency.
1.4.2 Extra low voltage (ELV) — that voltage as defined in AS 3000.
1.4.3 Habitable room —a room used for normal activities, which —
(a) includes a bedroom, living room, lounge room, music room, television room,
kitchen, dining room, sewing room, study, playroom, family room and sunroom; and
(b) excludes a bathroom, laundry, water closet, pantry, walk-in wardrobe, corridor,
hallway, lobby, photographic darkroom, clothes-drying room, and other spaces of a
specialized nature occupied neither frequently nor for extended periods.
1.4.4 Level surface —any surface, roof or ceiling which has a slope of less than 1 in 20.
1.4.5 Local fire indicator panel (LFIP) — Control and indicating equipment (CIE)
complying with the requirements of AS 4428.1 where alarm signalling equipment (ASE)
complying with AS 4428.6 is not required.
1.4.6 Low voltage (LV) — that voltage defined in AS 3000.
1.4.7 Multi-station smoke alarms — smoke alarms complying with AS 3786 which,
when interconnected, all sound when one alarm is activated.
1.4.8 Power supply— the portion of the local fire indicator panel (LFIP) which supplies
all voltages necessary for operation of the LFIP.
1.4.9 Protected area — an area of a building with an automatic fire detection and alarm
system installed in accordance with this Standard.

1.5 COMPLIANCE WITH OTHER STANDARDS The local automatic fire detection
and alarm system shall comply with the appropriate electrical safety requirements
specified in AS 3000 and the individual parts of the installation shall comply with the
appropriate standards listed in Appendix A.

2.2 SEPARATION OF SYSTEMS The local fire alarm panel (LFIP) shall be either
contained in its own enclosure or, where it is combined in one enclosure with other ELV

sounders to either partially or fully comply with the audible alarm requirements of
Clause 4.6.
NOTE: Where smoke alarms and heat alarms are implied it is acceptable to substitute smoke
and heat detectors mounted on bases with integral sounders.
3.1.4 Type 3 A Type 3 system is a partial system utilizing detectors, complying with
AS 1603.1 and AS 1603.2, in all habitable areas and egress paths, together with separate
warning devices complying with the requirements of Clause 4.6 within the protected
areas.
3.1.5 Type 4 A Type 4 system is a partial system as per Type 3, except that heat
alarms and smoke alarms may be substituted for heat detectors and smoke detectors
complying with AS 1603.1 and AS 1603.2.
As with Type 2 systems, inbuilt sounders may be used to either partially or fully comply
with the requirements of Clause 4.6.
NOTE: Where smoke alarms and heat alarms are implied it is acceptable to substitute smoke
and heat detectors mounted on bases with integral sounders.

Detectors installed in concealed spaces shall have remote indicators located in a position
clearly visible from the occupied area and close to or clearly indicating the location of the
detector. Remote indicators are not required where the concealed space is readily
accessible and —
(a) has a height exceeding 2 m;
(b) is beneath removable flooring (such as computer flooring); or
(c) the detector’s location is indicated at the LFIP.
Where detectors are mounted under removable flooring such as computer rooms, a label
shall be affixed to the ceiling or ceiling grid immediately above the detector indicating the
location of the detector below.

4.1 GENERAL All equipment installed shall comply with the requirements of the
relevant design and construction Standards referred to in Appendix A. Equipment shall be
installed in locations that will not prejudice its performance and reliability. Equipment
shall be selected which is suited to the environment in which it is to be located and shall
be of a type complying with the appropriate Australian Standard.
Access for servicing all equipment shall be provided.
4.2.2 Power source (secondary) The LFIP shall be provided with a secondary power
source, which is capable of operating the system in the event of failure of the primary
power source.
The secondary power source shall be rechargeable sealed lead-acid batteries, which
comply with the requirements of AS 4428.5.
The capacity of the batteries and the charging rate of the charger shall be as per
AS 1670.1 except that the battery shall have sufficient capacity to maintain the system for
72 h then for 15 min in alarm.
4.3 SEPARATION OF WIRING SYSTEMS The wiring of the fire detection and
alarm system and its associated ELV circuits shall be kept separate from all other systems.
Segregation of wiring shall be in accordance with the relevant requirements of AS 3000.

Where the regulatory authority permits local fire indicator panels to be obscured by a
door, then that door shall be marked with the words ‘LOCAL FIRE INDICATOR PANEL’ in
letters not less than 50 mm high, in a colour contrasting to the general colour scheme. No
other lettering shall be on the door. The door shall not be lockable.
The fire alarm zone indicators shall be labelled, to ensure that they identify clearly the
location of the appropriate alarm zone. Where it is not possible to adequately describe all
alarm zone locations concisely on the panel, provided that the indicator is readily
identifiable with the relevant alarm zone, the location of the alarm zones for the
associated indicator may be described on a durable material which is permanently attached
adjacent to the LFIP.
4.5.3 Detectors Where smoke detectors, smoke alarms or heat alarms are required (see
Section 3), they shall be installed in accordance with the spacing and location
requirements of AS 1670.1.
Areas protected by an automatic fire sprinkler system shall not be exempt from this
requirement.
4.6 WARNING SYSTEMS A fire warning system shall be provided to alert building
occupants to a fire alarm situation. The warning system shall comply with the
requirements of AS 1670.1 except that the inbuilt sounders of the smoke alarms and heat
alarms may be used to wholly or partially meet the requirements. For Type 3 and Type 4

systems the required sound pressure levels need only to be complied with within the
protected areas.
NOTE: AS 1670.1 contains guidance for the alerting of hearing impaired persons.
The system shall also be arranged to operate a strobe light, complying with the
requirements of AS 1603.11, located on the outside of the building. The strobe shall be
visible at the main approach to the building and shall be as near as practicable to the
building entrance through which the local fire indicator panel is accessed.
4.9 SUPERVISION The power supply lines and alarm zone circuits to all detectors,
smoke alarms and heat alarms shall be supervised.
All LFIP warning device circuit(s) shall be supervised.

4.10.2 Conductors All conductors shall be sheathed and stranded. Two core cable
shall have a minimum cross-sectional area of 0.75 mm2 for each conductor. Cables having
more than 2 cores shall have a cross-sectional area of not less than 0.4 mm2 for each
conductor.
ELV cables shall have a minimum outside sheath to core conductor rating of 250 V.
4.10.3 Cable colours Alarm zone cables shall comply with the following colour
requirements when used for the interconnection of actuating devices:
(a) The outer sheath shall be coloured red.
(b) The insulation of each conductor shall be permanently coloured as follows:

4.10.4 Joints and terminations Joints in conductors shall not be permitted except in
runs in excess of 100 m. Joints and terminations shall be made in a terminal box with
fixed, clamp-type terminations, located in an accessible space.
The terminal box shall be labelled ‘FIRE ALARM’ in a colour contrasting to the
background with lettering size of not less than 5 mm.

All terminations shall have suitable circuit markings within the enclosure.
Wiring to parallel connected actuating devices provided with loop-in and loop-out
terminals may be wired using these terminals. Where single conductor ways are provided
the conductors of the in and out cables shall be twisted together.

5.1 GENERAL The fire alarm installer shall ensure that all documentation, logs,
handbooks (operating manuals), as-installed drawings, and check list are available to
facilitate commissioning tests.
The tests specified in Clause 5.2 shall be conducted by the person commissioning the
system. Once testing is complete, the system shall be restored to its correct operating
condition.
NOTE: An example of a typical commissioning test report is given in Appendix B.
The fire alarm system installer shall rectify any faults in the fire detection and alarm
installation, as appropriate, where the test results of the commissioning tests
(see Clause 5.2) are outside the manufacturer’s limits.
(ii) compatible with the installed LFIP, particularly that the permitted number of
detectors, smoke alarms or heat alarms for each alarm zone is not exceeded;
and
(iii) installed in an environment for which they are suitable.
NOTE: The type of actuating devices for use in various locations are described in
AS 1670.1.
(b) Check that the a.c. mains power supply for the system has been provided in
accordance with AS 3000 and that the disconnect device disconnects the active
conductor. Check that every circuit breaker or fuse is clearly labelled.
(c) Ensure that the actuating device locations and the local fire alarm panel are in
accordance with the appropriate clauses of this Standard.
(d) Measure alarm zone circuit parameters specified in the manufacturer’s
installation/commissioning instruction and ensure each is within the equipment
specification.
Measure the insulation resistance of all installation wiring measured to earth in
accordance with AS 3000. Record the worst-case resistance in the log.
NOTE: Where the connected equipment could be damaged by the insulation resistance test
above, other appropriate tests to ensure that the wiring is satisfactory should be applied.
(e) Open-circuit and short-circuit the ‘end-of-line device’ on each alarm zone circuit, or
conduct other appropriate tests as recommended by the manufacturer to ensure that
fault and alarm conditions are operating correctly on the LFIP.
(f) Operate each isolate and reset facility, and where fitted, alarm test and fault test,
provided for each alarm zone to determine their correct operation.
(g) Check operation of each installed manual call point.
(h) Check the response of each actuating device and ensure each has indicated on the
LFIP and at the actuating device tested. The response of the system shall not exceed
6 s from the time the actuating device operates until the LFIP registers the alarm.
(i) Test each warning device and ancillary function.

(j) Check that the battery is of a suitable type and capacity, complying with the
requirements of Clause 4.2.2.
(k) Check that all alarm zone indicators have been labelled and that the alarm zone is
immediately apparent from the labelling.
(l) Check that as-installed drawings have been correctly marked up and, if applicable,
that they are consistent with the installation. Check that the operator’s manual is
relevant to the installation.
(m) Record the results of the commissioning test (i.e. voltages and similar) in the log.
(n) Operate the a.c. supply switch off and on at least five times to check that the system
will not false alarm from a.c. power interruptions.
(o) Provide an owner’s manual consisting of statement of compliance, as-installed
drawings, commissioning test report and operator’s instructions.
5.4 LOG A log complying with the requirements of AS 1851.15 shall be provided to
the owner of the building or their agent. This log shall include provision for recording the
commissioning information specified in Clause 5.2(m), all known alarms (genuine, false,
practice or test), all faults and maintenance.
The record of all alarm tests shall remain in the log and shall be available to the
regulatory authority, the fire brigade and the maintenance contractor at all times.
A separate section of the log shall be provided to record all maintenance details.
5.5 LFIP DOCUMENTATION The following documentation shall be housed with the
LFIP:
(a) Single line drawing(s), showing —
(i) the location and identification number of equipment installed in accordance
with this Standard (see AS 1670.1);
(ii) access point to any protected concealed spaces; and
(iii) location of any building plant reset.
(b) Installer’s statement and commissioning test report.
(c) Operator’s instructions complying with AS 4428.1, suitably amended to reflect the
installation.
(d) Software versions and site-specific configuration data.
(e) Subsequent additions, alterations and amendments to components and parameters of
the fire alarm system.

NOTES:
1 For the continuous reliability of the system, provision should be made for the regular
maintenance of the installation.
2 The arrangements for maintenance are to ensure that an adequate service organization is
available to provide service in the event of any fault developing at the installation.
3 It is recommended that the installation be maintained by an organization trained in the
maintenance of the installed equipment in accordance with AS 1851.15.
4 The monitoring service (where applicable) and the building owner or agent should be
notified when any portion of a system is isolated for maintenance and likewise when this
portion is returned to normal operation.
