The third meeting of the MUFPP Steering Committee (SC) for the year 2021 was convened in hybrid
format by the MUFPP Secretariat on October 19th. Roll call was performed and quorum was established.
The meeting was called to order at 2 pm CEST.

1. Opening remarks by the Vice Mayor of Milan Anna Scavuzzo.


Ms. Anna Scavuzzo, Vice Mayor of the city of Milan, opened the third meeting of the Milan Urban
Food Policy Pact Steering Committee by welcoming all representatives of the cities and thanking
Mayor Colau and the City of Barcelona for hosting the 7th Global Forum. After the Covid-19
pandemic, Milan decided to host online the 6th Global Forum together with the Milan Pact Talks,
in order to showcase the cities’ efforts in developing food responses during the crisis. After the
Talks, many Steering Committee members also supported the knowledge transfer of Covid food
responses through the organization of regional webinars. In the meantime, the MUFPP
Secretariat and Barcelona have been working closely together to organize the 7th Global Forum.
Ms. Scavuzzo then expressed her excitement to live and enjoy the three days of “gathering” after
the pandemic. She announced that, as agreed with the previous Steering Committee, after 2022
the Global Forum and the Milan Pact Awards will be held every two years; the years in which the
Forum will not be held, will be dedicated to spurring knowledge among the MUFPP regions
through the Regional Fora. Finally, the Vice Mayor invited all Steering Committee members to
decide where the Milan Pact cities will meet in 2022 and encourage SC cities to host a Regional
Forum.

Ms. Scavuzzo gave the floor to Alvaro Porro, Commissioner for Social Economy, Local
Development and Food Policy (Barcelona, Spain).

2. Overview of the programme of the 7th MUFPP Global Forum in Barcelona.


Alvaro Porro, Commissioner for Social Economy, Local Development and Food Policy (Barcelona,
Spain) opened his speech by presenting the programme of the 7th MUFPP Global Forum in
Barcelona.
- On the first day there will be side events and meetings for a good and energic start;
- The second day will be full of hybrid plenary and parallel sessions. Moreover, in the evening
a special dinner will take place in the city center;
- On the third day there will be other plenary and parallel sessions with a special focus on food
system and climate change, given that in ten days the COP26 will take place in Glasgow.

Efforts were made to set convenient times for all participants.

Mr. Gavazzeni thanked Mr. Porro, congratulating him on the programme, and presented the
three candidate cities to host the next MUFPP. A Google form to express one's preference was
sent via WhatsApp to all participants.

3. Presentation of the candidatures for the next MUFPP Hosting City.

- Thays Thatiane Padilha, Planning Sector in the Municipal Secretariat of Food and Nutrition
Security (Curitiba, Brazil) shared a PowerPoint presentation in which she explained the
reasons why Curitiba could be a valid city to host the next MUFPP:
 reduction in the number of Covid-19 cases thanks to vaccines;
 an international airport;
 first public Urban Farm in Brazil;
 first Organic Municipal Market in Brazil launched in 2009;
 over 40,000 urban farmers in the peri-urban region of Curitiba;
 city with native pollinators, with the Honey Garden program;
 city with sustainable commitment;
 signatory city of C40, ICLEI, MUFPP and UNESCO;
 Curitiba was ranked among the top 7 most Intelligent Communities in the world by ICF;
 experience with international events;
 many tourist places, natural beauties and historical attractions.
Ms. Padilha left the floor hoping that Curitiba could be the first city in South America to host
this event. Mr. Gavazzeni thanked Ms. Padilha and asked if there were any questions for this
candidature. He then introduced Mr. Oliveira.

- Bruno Oliveira, Chief of International Relations and Cooperation Department (Rio de Janeiro,
Brazil) started his speech by greeting the colleagues and competitors from Curitiba and
Moscow. He then listed Rio’s long experience in dealing with environmental and food issues.
Rio de Janeiro is an internationally recognized city for its natural beauty and vibrant culture,
as well as for hosting major events and promoting the Sustainable Development Goals. In this
respect, 2022 will mark the 30th anniversary of the UN Conference on Environment and
Development, which took place in Rio in 1992. The Rio de Janeiro “Earth Summit” has been
a milestone in the international agenda since it consolidated the concept of sustainable
development worldwide. Twenty years later, Rio was the stage of another breakthrough
international commitment: the UN Conference on Sustainable Development, also known as
Rio+20 Conference, which launched the proposal for the UN’s Sustainable Development
Goals. Five years ago, in 2016, Rio joined the MUFPP and since then the city has mobilized
efforts to enable the alignment of municipal policies with monitoring frameworks. The Milan
Pact is related to several municipal policies and programs, such as the Carioca Urban Garden:
a food production programme carried out in vulnerable communities and municipal schools
in Rio, which was awarded in 2019 a Special Mention by the Milan Pact Awards in the Food
Production Category during the Montpellier Global Forum. In fact, two years ago Rio de

Janeiro started to build what in 2022 will become the biggest urban garden in the world, with
110,000 m2 located on the margins of the railway line. This urban garden will be used for food
production and it will also be a source of income generation for local families. Mr. Oliveira
explains that their main goal is to guarantee food security and social justice. Aiming at
mobilizing South America towards the Pact commitment, Rio also hosted the first Regional
Forum of South American Cities of the Milan Pact; for this reason - he said - it would be an
honour to host the 8th Global Forum of the MUFPP in 2022, an opportunity to call to action
mayors and other stakeholders to develop inclusive urban food systems. Even according to
Mr. Oliveira, the Covid-19 situation in Brazil is extremely positive and promising.

Mr. Gavazzeni thanked Mr. Oliveira and asked if there were any questions for this
candidature, then welcomed the Moscow candidate.

- Sergey Cheremin, Head of Department for External Economic and International Relations
(Moscow, Russian Federation) greeted all the participants of the meeting and described how
Moscow is a valid candidate to host the 8th Global Forum in 2022 through an introduction, a
PowerPoint presentation and a following short video about the city. Mr. Cheremin presented
the strength points of the city. Moscow is one of the biggest agglomerations in the world,
counting about 15 million people, and a major economic, financial, cultural and scientific
center in the Russian Federation and CIS. It is also one of the world’s largest urban economies
and top 10 consumer markets. Over the last 10 years, there has been a sharp and dramatic
improvement not only in urban infrastructure – to make the city more citizen friendly – but
also in developing transports logistics and a stable food delivery to all parts of the city. For
instance, Moscow didn’t record any food deficit even during pandemic peak.
Million Trees Project is a crucial landscaping European initiative and Moscow, with about 50%
of its surface covered in green spaces, is a green metropolis taking part to the project. The
city, member of C40, pays special attention to improve the transport system in order to
reduce always more CO2 emission that have already lowered by 10 times.
Mr. Cheremin presents to the participants Smart City Solutions in addition to the previous
ameliorations: to take full advantage of the IT industry to improve education, healthcare,
safety of the city and e-government electronic services. One of the smart solutions is to
ensure a sustainable implementation of the food policy framework recommended by Milan:
Moscow takes full advantage of its internationally awarded IT industry to facilitate and
optimize planning food quantities needed in the school system and to introduce healthier
diets in it.
Moscow is a great touristic metropolis highly connected with the rest of the world through
its four major airports. It is now Europe’s leading heritage destination with about 25 million
tourists yearly.
Since 2015, Moscow has achieved a lot of Milan Urban Food Policy Pact’s aims: the capital
city’s food system is sustainable, inclusive, resilient, safe and diverse. More than 80% of
produce consumed in the city is manufactured in Russia and the cities’ basic products needs
are covered by domestic industry.
Mr. Cheremin proposes the following slogan for the 8th Global Forum: “Social safety: building
an inclusive, reliable, competitive and healthy food system”. There will be a welcoming and
dedicated reception for all participants that includes cultural aspects and many reductions
for the stay. A brand-new venue will be set up near to the Red Square to provide the best
experience to all and in the future it can be used for other purposes.

Mr. Gavazzeni thanked Mr. Cheremin for his presentation and asked if there were any questions.
Mr Varney took the floor and asked Mr. Cheremin that if there were to be diverse delegates, such
as homosexual delegates, would it be safe for them to attend the event. The Russian
representative assured that Moscow is one of the safest cities at the moment and reminded that
while hosting the FIFA event, no criminal accident happened.

4. Debate and Voting session.


After the three presentations, the voting session via Google form was opened. Every city
expressed their preference. Mr. Gavazzeni informed all participants to keep secret the result of
the vote until the day after, when it would be announced during the official meeting by the Vice
Mayor Ms. Scavuzzo.
The winner hosting city for the 8th Global Forum in 2022 is Rio de Janeiro.

Finally, the Chairperson adjourned the meeting at 2.45 pm CEST.
