Letter of Authorization

To: TO WHOM IT MAY CONCERN

XO Communications Services, LLC (“XO”) hereby authorizes TELEFONICA USA,

INCORPORATED/YPF S.A. (“Company”) to act as their own agent to arrange for use of XO
facilities. This authority is limited to the provisions for the purpose of the initial installation,
rearrangement, or subsequent removal of such services; such subsequent removal is subject to the
limitation below.

This Letter of Authorization (“Authorization”) will remain in effect until otherwise notified. Company
is required, however, to submit this Authorization to the necessary alternate service provider within sixty
(60) days of the date executed by XO below. This Authorization is immediately canceled if Company's
order with XO is canceled or terminated. In such instance, Company is responsible for immediately
requesting a disconnect of its cross connect from the alternate service provider. In the event Company
fails to do so, Company shall be responsible for all costs incurred by XO. XO retains the right to issue
disconnect documents to the alternate service provider to reclaim the facilities. XO shall be held
harmless in the event that a post-disconnect action to recover assets may cause Company a service
outage.

XO releases the alternate service provider from any and all liabilities for making pertinent XO
information available to the Company and for following Company’s instructions with reference to the
below technical information.

XO retains the right to direct the rearrangement of Company’s circuit from one XO Communications
Purchased Access Service to another XO Communications Purchased Access Service within the same
Serving Wire Center/Central Office/Meet-me-Room or other comparable colocation arrangement.

By exercising this Letter of Authorization, Company agrees to the terms and conditions of this
document. Except as provided herein, all of the terms and conditions of the Agreement, the
terms and conditions at www.terms.xo.com and XO's tariffs shall remain in full force and effect.
