NARRATIVE REPORT NO.2


Last Monday dated November 7, 2022 the BPSU Sinag Agri-Aqua Technology Business
Incubator had a webinar entitled “Cooperative Information” hosted by Ms. Karla Mae Tanagon.
She introduces our guest speaker on that day, and the speaker is none other done Mr. Raymund
Macomis. The speaker great first everyone and explain the reason why they here at the webinar,
and according to him he want to share his knowledge to students and teachers to things that is
about to our topic today.

Mr. Raymund Macomis start his presentation with the topic of “How to Organize and
Register Cooperative” on this we will know on how build and registered the cooperative. Here,
there are legal bases and its R.A. No. 11364 and Art. 136 of R.A. No. 9520 it is a new article
stating the guidelines governing the registration of cooperatives through the electronics
cooperative registration information system (E-CoopRIS), based on the speaker it strengthen the
CDA or Cooperative Development Authority the who manage the cooperatives and registration,
CDA is releasing MC every year in cooperative registration because there are changes all the
time, so this is the latest regarding the registration of cooperatives which is the MC 2020-20 and
it is online registration unlike before that the registration is manual that can’t be easy to handle
because of some error on their papers. Before he give on how to form a cooperative, he define
first the cooperative and the definition he give is under 95-20 so according to the definition, the
cooperative is an autonomous and duly registered association of persons, with a common bond of
interest, who have voluntarily joined together to achieve their social, economic, and cultural
needs and aspirations by making equitable contributions to the capital required, patronizing their
products and services and accepting a fair share of the risks and benefits of the undertaking in
accordance with universally accepted cooperative principles.

In cooperative there are also a general requirements for registration and they are; economic
survey, articles of cooperation, cooperative by laws, treasurer’s affidavit, certificate of bank
deposit, surety bond of accountable officers, certification of pre-registration seminar issues by
CDA TEAM, and last is registration fee, some of the requirements are downloadable file in
website but all of that are registration through online. Next, things we can consider to organize
the cooperatives; the member has at least 15 members with common bond (Take note: minimum
of 23 elected and appointed officers), determine the common felt needs of members and the basic
needs you would want to provide through a cooperative, determine the business you like to
engage in to address the needs of the members and identify the type of cooperative. Determine
the initial paid up capital - minimum of Php 15,000.00 (or higher to the start business operation)
and collect from all the members. It will help our cooperation to handle our business especially if
we elect the officers to have a leader that we need follow but on this the elected officers have a
confident, patience, and business savvy to makes our business grow. We also have reserved
proposed cooperative name, so on this according to the speaker we need to secure and fill up
Cooperative Name Reservation Request Form (CNRRF). This must be submitted to CDA
Central Office or any of its Extension Office. A reservation fee shall apply. You need pay for
this reservation name and depend on how long you want reserved the name of your cooperatives.
And in creating the name of cooperatives there are prohibitions and they are as follow: Identical
or deceptively or confusingly similar name to any existing cooperative, contrary to public policy,
moral and existing laws. Do not use special characters in the preferred coop names (e.g.,/, @,
etc.). "Development" and integrated, incorporated, corporation, company, incorporation,
partnership or other similar connotation and abbreviation shall not be allowed. Federation and
union in the name of the proposed primary cooperative is prohibited except if it is part of the
registered name of association or institution where the members of the proposed cooperative
come from. But if we can now have a name of our cooperative we can proceed to undergo PRS it
is a prospective member of a primary cooperative must have completed a Pre-Registration
Seminar (PMES) conducted only by the CDA PMES Team. And then now, we can prepare a
general statement called an economic meaning it’s general statement describing the structure,
proposed economic feasibility, area of operation, size of membership and other pertinent data. It
is in fact, a project feasibility study. Here Mr. Macomis showed to us an example of the survey
for us to see how it looks like. In a cooperative they have an executive treasurer affidavit to
better understand this it’s a sworn statement of the treasurer showing that at least twenty-five per
centum (25%) of the authorized share capital has been subscribed, and at least twenty-five per
centum (25%) of the total subscription has been paid. And then the secure bond from your
accountable officers including Chairperson: Treasurer and Cashier; Manager; Warehouseman;
Loan/deposit Collectors; Signatories of checks and other financial instruments; and Such other
persons as may be authorized by the cooperative to act as a custodian of funds, merchandise,
inventories, securities and other assets of the cooperative. Those are we need in our coop, that
person who can make our business better. And lastly, submit your document to the Cooperative
Development Authority (CDA): Economic Survey, Articles of Cooperation, Cooperative By-
Laws, Treasurer's Affidavit, Certificate of Bank Deposit, Surety Bond of Accountable Officers,
Certification of Pre-Registration Seminar issued by CDA TEAM, Registration Fee
