A RESOLUTION APPROVING THE RE-ALIGNMENT OF ALLOCATION OF IDENTIFIED

POPS ACTIVITIES AMOUNTING TO FOUR HUNDRED FIFTY-SIX THOUSAND PESOS (PhP

456, 000.00) TO PROCUREMENT OF FOOD AND MEDICAL SUPPLIES.

WHEREAS, on March 16, 2020, President declared an Enhanced Community

Quarantine (ECQ} over the entire Luzon island. Among others, the ECQ prohibited mass
gatherings, closed down all but essential businesses and suspended public transportation;
WHEREAS, Section 16 of RA 7160, otherwise known as the Local Government Code of
l991, gives the municipality power to do all things necessary, appropriate, or incidental to govern
efficiently and maintain peace and order, and preserve the comfort and convenience of their
inhabitants.
WHEREAS, Section 4, Paragraph (x) of the RA 11469 also known as “Bayanihan to
Heal as One Act” direct all agencies including the Local Government Unit to reprogram,
reallocate, and realign from savings on other items appropriations in the FY 2020 GAA, as may
be necessary to fund measures that address and respond to the COVID-19 emergency;
WHEREAS, all funds allocated in the quick respond fund of the LGU has already been
exhausted prompting the LGU to utilize the provisions provided under Section 4, Paragraph (x)
of RA 11469;
NOW THEREFORE, and for the interest of the public, it was:
RESOLVED, as it hereby resolved to approve the realignment of the allocation of
identified POPS activities amounting to Four Hundred Fifty-Six Thousand Pesos (PhP 456,
000.00) to procurement of food and medical supplies.
RESOLVED FINALLY to forward this resolution to the local sanggunian for review and
approval.
