Overview
 Implementation shall take effect on January 2, 2020
 Bureau of Quality and Safety (BQS)
 For approval of Undersecretary for Technical Services
 All government engineers are prohibited from applying for the accreditation
while still employed by the government.

 Must be a registered/ licensed Civil Engineer
 For foreign applicants:
 Provide a Special Temporary Permit w/ professional temporary
identification card issued by Professional Regulation Commission (PRC)

 Passing score is 60
 The raw score shall be multiplied by a factor of 35%

Topics/ trainings with at least minimum of eight (8) hours duration shall be
credited as listed in Exhibit A.

Rating shall be based on:
 No. of projects handled by the applicant as Project/ Resident Engineer
 No. of years that the applicant has been handling projects as Project/ Resident
Engineer
 1 point per year
 Maximum of 15 points

head of DPWH

Performance Evaluation
 Three (3) projects of any category shall be nominated for evaluation.
 Ratings shall be in compliance with quality and workmanship.

 Amended CPES Implementing Guidelines for Infrastructure Projects as
Approved by NEDA pursuant to IRR of RA9184
 Final evaluation is the average ratings of 3 projects

Accreditation Requirements
 Duly accomplished application form for examination
 Can be downloaded at www.dpwhnet.gov.ph
 Or any DPWH Regional Office thru Construction Division
 One (1) passport size photograph (white background with name tag)
 Certified true copy of PRC ID as registered and licensed Civil Engineer
 Special Temporary Permit with professional temporary identification card
issued by PRC (for foreign engineers)
Accreditation Examination
 At least two (2) examinations per year (February and July)
 Venue: DPWH Central Office in Manila
 Applicants who applied and failed to take the exam three (3) times shall be
barred perpetually from taking.

 Applications for scheduled accreditation examination must be submitted to the


Bureau of Quality and Safety (BQS) thru the Chief of the Construction Division
of any DPWH Regional Office together with the other requirements.
 For passers: All attachments required under Training and Experience, and
Performance Evaluation criteria must be submitted to the BQS.
Issuance of Certificate of Accreditation
 A Certificate of Accreditation and Identification Card will be issued
 The Certificate of Accreditation is valid for three (3) years
 For Renewal of Accreditation Certificate:
 Personal appearance by presenting his/ her valid PRC ID and other govt
issued ID cards
 Special Temporary Permit with professional temporary ID card issued by PRC
(for foreign engineers)

 Request letter signifying intention to renew
 Original/ Renewed Certificate of Accreditation with expired validity date
 Certification of Employment from the current employer (if any)
 Photocopy of valid PRC ID and accreditation card as accredited PE
 Duly accomplished Application Form for the Renewal Certificate
Change in Accreditation Status
An accredited DPWH Project Engineer who retired or resigned from Office may be considered
as an accredited Contractors’/ Consultants’ Project Engineer.

Newly retired or resigned DPWH Engineer should observe the one (1) year prohibition to
practice his profession in private companies that conduct business with DPWH.
Testimonial Accreditation
Non-accredited DPWH Project/ Resident Engineers who recently retired or resigned from Office
may be entitled for testimonial accreditation as Contractors’/ Consultants’ Project Engineer.
Criteria/ Requirements:
 Applicant must be a BSCE graduate and a registered Civil Engineer (RA 1080)
 At least 50 years of age
 Min. 15 years experience in handling projects as Contractors’/ Consultants’ Project Engineer
 Served as contributor/ examiner in the qualifying examination for accreditation of Contractors’/
Consultants’ Project Engineers
 Acted as resource person in trainings and seminars relative to construction methodology and quality
control
 Applicant must have obtained Very Satisfactory rating for the last two (2) consecutive rating periods
Implementation

The implementation of this accreditation shall take effect on


January 2, 2020. After which only accredited project
engineers of the Contractors’ and Consultants’ shall be
assigned to supervise DPWH projects.
