Overview, History or Background Information

The BERNAMA Library is in line with the establishment of BERNAMA which was
launched on August 30, 1967 under the Parliament Act 1967 and began operating on
May 20, 1968, under the Human Resources and Administration Department. Beginning
January 15, 2001, the Library became known as the Information and Library Center
(InfoLib) and as of June 2014 is known as the Information & News Library (InfoLibNews)
in connection with its function of providing not only reading material but a major
collection of BERNAMA news as well as news from major newspapers. local related
Malaysia.

Start operating in a garage in the old bungalow. 222, Circular Road (now known as Tun
Razak Road) in 1968; to Youth Hall, Syed Putra Road in 1971; to the MCOBA Building
(Malay College Old Boys Association), Syed Putra Road in 1978; and later on May 2,
1984 began operating at BERNAMA Wisma Ground Floor. On September 13, 2008 was
operating at Level 8, Wisma BERNAMA and most recently at Level 11. The 48-year-old
InfoLibNews has kept pace with ICT by having a Portal, a library / news / information
database system, online services and active social media to promote the use of
InfoLibNews services. Moved to Level 11 on June 2, 2014 after being allocated through
the 10MP, to upgrade which includes 5 components, namely reading room and staff
modifications; research grant; ICT requirements; digitization project; and upgrade the
library system.

Specializing in over 1.3 million BERNAMA newsletters as well as a collection of over 3


million major Malaysian newspaper issues and general information on Malaysia as well
as a collection of over 8,000 biographies of prominent figures in Malaysia and over
3,000 important information on Malaysia.

The digital project began in 1996 and up to now. Start by manually processing the
information obtained from the file so that it has a digital collection of over 3.5 million
articles accessible through BLIS and articles stored in the form of CD ROMs, Tun Dr.'s
article collection Mahathir (122,174) and BERNAMA news (768,750). An estimated 1.5
million news articles are still in storage and are being processed over time. Originally
founded, InfoLibNews is open to the public comprising of government and private
organizations and students according to the minimum requirements and demands.
Upon realizing the value of its collection for the Malaysian public, its services have been
opened to paid clients through the service called BLIS (BERNAMA Library & Infolink
Service) beginning April 1986. Customers have expanded with the availability of BLIS,
which was introduced in May 2001 and upgraded on March 1, 2008.

InfoLibNews contributes part of BLIS content, training to BERNAMA staff and external
customers. Collaborates in developing BLIS with the Database and Corporate
Information Division which also contributes content, facilitates customer training,
manages clients and fully manages BLIS subscription matters. The InfoLibNews portal,
which is an access to BERNAMA's collection of reading materials and information, was
launched on April 22, 2008 and upgraded in 2014.

1. 1) BERNAMA - BERNAMA NEWS - This collection began in 1968 until
NEWS CHANNEL now and is also available in bound volumes and folder files.
The Editorial Department produces news, reports, articles,
special reports, news focus/analysis in the various
divisions. These are General News (social, crime, court,
diplomatic, accidents, politics, election, arts, education,
reading, tourism, government policies, parliament reports,
development, international relationship, culture, sports,
security, health, environment, science & technology,
defense, disasters and other current issues), Economic
News (corporate development, economic reports, company
financial developments, policies, Bank Negara
announcements, rate currencies, market and commodity
reports, and other economic news), Features/Special
Reports (features news, focus and news analysis pertaining
to the current news or selected issues in various fields),
Press Release (written statements consisting of
information, explanation, formal announcement from the
individuals, government, private sector and society which
have news value) and Infographics (images on selected
Malaysia issues and events). The BERNAMA news are
written in Malay, English, Mandarin and Arabic .

2. ARCHIVAL NEWS This has several decades of newspaper clippings in text
format from various locally published newspapers and
magazines such as The New Straits Times, Utusan
Malaysia, The Edge, The Sun, Harian Metro and others
major newspapers. Initially it was compiled manually -
selecting articles using in-house guidelines and based on
needs of the journalists, indexing by date and subject,
cutting, pasting/stapling on A4 size paper and filing by
subject.
3. MANDARIN NEWS This is a repository of news from the Mandarin Desk,
Editorial Department.
4. FOREIGN NEWS A vast repository of news from news agencies around the
world such as news from the Non– Align Movement News
Agency (NNN) and The Organization of Asia Pacific News
Agency.
5. INFO PROVIDERS BLIS contains details of publications and reports from the
Department of Statistics, Malaysian Institute of Economic
Research, Malaysian Economic Planning Unit and Malaysia
Productivity Corporation.

6. WHO’S WHO This holds 9,891 profiles of prominent Malaysians (as at
December 2017) from various fields. They include politicians,
heads of country/states, royalties, top federal/state
government officers members of Parliament, judiciary,
academicians, economists, businessmen, officers from
defense socialites, professionals, sports personalities,
diplomats, celebrities and others. Their profiles are listed
alphabetically and updated daily. It contains details on a
person's background including current post, date and place of
birth, race, religion, addresses, telephone numbers,
children’s’ names, educational background, career, awards,
membership and patronage to clubs, societies and
associations.
7. SPEECHES This is a compilation of full text of speeches delivered by the
Sultans, Prime Ministers, Ministers and other important
political figures in Malaysia spanning over several decades
and is in both the English and Malay languages.

8. SECTORAL This is a rich collection of analytical reports on Malaysia’s key
REPORTS industries. This includes industrial reports from the Malaysian
Industry Government Group for High Technology (MIGHT),
National Property Information Centre (NAPIC), Malaysian
Investment Development Authority (MIDA) and Malaysian
Insurance Institute (MII).
9. DATABANK This is a compilation of information which provides facts on
diverse issues and events extracted from Malaysian
newspapers and BERNAMA’s wire reports. The information
available includes current and archival information on various
topics of special interest in Malaysia such as key personnel in
the government and political arena, defense, education,
election, judiciary, sports and others.
10. FACTS & This contains details about Malaysia such as tax laws,
FIGURES people’s right as well as public holidays. It also includes as
State Profiles and Commodity Reports. It is available in both
the English and Malay languages. Bahasa Melayu.
11. DIRECTORY The Module contains Malaysia’s financial and company
directory and covers financial institutions like banks, brokers,
insurance companies, discount houses and exchanges.

12. CALENDAR OF It provides details of events like venue, time, organizer and
EVENTS contact numbers for the diary listings of Educational Events,
Sports, Corporate Diary, Seminar Diary, Conferences and
Exhibition Diary and others.
13. BOOKS Consists of encyclopedia, guidebooks, dictionaries, atlas and
REFERENCES more.
14. MAGAZINES Includes magazines in political, economic, social and general
reading.
15. KEESING'S Collections from 1931 to 2001, the year of its publication.
RECORD OF Received monthly and arranged on a continent. The supply of
WORLD information covers contemporaneous records of modern
EVENTS history. Current communication facts are based on monitoring
(MONOGRAPH) from the worldwide press and information from experienced
editors.

BLIS (BERNAMA LIBRARY & INFOLINK SERVICE)

The collections of the hybrid library include books on mass media, journalism,
broadcasting, politics, economy, biography and various other fields, magazines, training
notes that are accessible via Integrated Library Management Utility or ILMU, which is
web enabled via the InfoLibNews Portal. News and information pertaining to Malaysia
can be accessed via BLIS.

INFOLIBNEWS Portal
At the beginning of its formation, InfoLibNews was only made available to government
and private organizations as well as students depending on their demand with minimal
fee. However, after realizing the value of the collection for Malaysians, InfoLibNews
began providing access to its information via InfoLink from April 1986. More subscribers
were obtained through BLIS when it began its operation in October 2001, upgraded in
May 2008 and upgraded again in July 2017. Among the subscribers are media
practitioners, researchers, academicians, embassies, government agencies and
corporate companies throughout Malaysia.

The InfoLibNews Portal which was launched on 22 April 2008 is the access to a
collection of reading materials, information, announcements, promotions of
services/activities and developments of InfoLibNews. This portal helps users to review
the content, book covers and abstracts (if any) of the required books (Webopac);
selected articles from magazine (Webinfoline); bound volumes of BERNAMA News (e-
book); research topics conducted by BERNAMA (Research); links to selected sites
(Links); bulletin (InfoLibNews Alert); gateway to BLIS/BERNAMA/Images/Blog;
information about BERNAMA/InfoLibNews; and Newspaper headlines.

BLIS operates as an electronic library with easy global access and this makes it an ideal
source for news and information about Malaysia. It is jointly owned by InfoLibNews
which focuses on the internal users and the Database and Corporate Information
Division which focuses on promoting and selling the packaged products to the clients.
The contents of the modules are provided by the respective providers and and are also
gathered internally from the mainstream newspapers such as Berita Harian, New Straits
Times, Utusan Malaysia, The Star, and BERNAMA news.

Information are double checked with other sources such as magazines, the Internet,
official websites of government/private/related agencies and other regional news
agencies, social network, annual reports and other alternative sources of information.
As at December 2017, it has 5,902,223 articles. BLIS consists of 12 modules namely
BERNAMA News, Archival News, Mandarin News, Foreign News, Info Providers, Who’s
Who, Speeches, Sectoral Reports, Databank, Facts & Figures, Directory, and Calendar
of Events.

Material loans are carried out at InfoLibNews and during the "Le Tour de InfoLib"
service at the Author's Department and selected Departments / Divisions. Loans are
only allowed for Bernama employees

If material loans not available at InfoLibNews, they are available from other libraries that
are members of the Library Supply System (SPP), under the National Library of
Malaysia. After identifying the materials and the library, users can get help from
InfoLibNews to borrow the material by filling out the form provided. For external users,
materials available on InfoLib may also be borrowed under this service.

Le Tour de InfoLibNews is a trolley service with select and up-to-date books delivered to
the BERNAMA Author and Election Department, every Thursday starting at 3:00 pm.
Services that assist BERNAMA personnel, especially the Department of Corrections
personnel to lend materials and provide book-drop boxes for returning materials.

Scope of Functions and Lessons

 Perform professional development of information resources to create centers of
excellence such as detection, selection, acquisition, receipt and processing.
 Documentation and management of information such as cataloging and catalog
management, classification, indexing, abstract provisioning, metadata
provisioning, taxonomic preparation and bibliographic preparation.
 Provision of Library Basic Services to fulfill customer satisfaction such as
referrals and referrals, loans, inter-library loans, user profiles, awareness current,
consumer education, group lending and exhibitions.
 Provision of knowledge management services such as services expert groups,
specialized database services, EP Services, information delivery, information
services selected, community information, reading and programming advisory
and consultancy services to the group support.

Extension Service available or exist in the information agency of BERNAMA
Library

In the Act 780, BERNAMA Act 1967 (Revised 2016),

Section 3(2)
BERNAMA shall, in respect of movable or immovable property, have the power:
a) To acquire and hold such movable or immovable property; and
b) To dispose of, or otherwise deal with, such movable or immovable property.

Section 3(3)
Without prejudice to the generality of subsection (2) but subject to the Federal
Constitution and this Act, BERNAMA shall have and exercise all the powers that may be
necessary or expiedient for the attainment of its objects or any of the objects.

Section 3(4)
BERNAMA may at its discretion arrange at an appropriate time for the reception through
subscription, payment, exchange or other means of international, regional and other
news or news material to subscribers on such terms as may be arranged

Objects of BERNAMA
Section 6
a) To seek for and present complete, objective and impartial news or news material
on any matter of public and national interests within outside Malaysia;
b) To distribute such news or news material to subscribers on payment either in the
form of fees or news exchanges or both; and
c) To report truthfully and fairly, without prejudice to public and national interest, the
views of all sections of the population of Malaysia.

The uniqueness of the Extension Service to the user and parent institution in
BERNAMA Library

InfoLibNews has taken proactive steps to on top of the news and information provided
by compiling information according to the needs of journalist. This activities are run
based on a daily basis based on what journalists are tasked for. Basically, information
provided to the journalist are background information like chronology of the event,
details evidence of data and creating some new/ additional information for public
awareness.

Infolibnews is also involved with BLIS training for BLIS customers found in the National
Library of Malaysia, a special library, academic libraries and public libraries in every
state in Malaysia to enhance the use and use of BLIS's use so that the library can
provide training to their respective users. It is also important to maintain a BLIS
subscription.

Conducting BLIS Training and InfoLibnews portal to BERNAMA officers including in the
Bureau. In 2009, from February 19 the training series was held on the 12th floor, the
Center of Excellence every Wednesday.
Training Objectives:
 Increase the use of BLIS and Infolibnews portal.
 Improve search skills in BLIS so that information and news are fully utilized and
preferable to help daily tasks.
 Improve the skills of accessing information about books and BERNAMA in the
Infolibnews portal.
 Improve knowledge of BLIS and updating the news and information in BLIS.

There are numerous activities and events organized throughout the year as a mean of
engaging InfoLibNews with their internal users. These are:

Most importantly by reading materials provided; good services/facilities provided;


synergizing with the users especially the Editorial Department staff and by providing
accurate, reliable, authentic and factual news and information via BLIS as a reference
and backgrounder, will result in the production of quality news material which will be
beneficial to BERNAMA staff and the nation as a whole.
