I invite your attention to the references cited and inform that, the Hon'ble
Minister for Municipal Administration and Urban Development department, Govt.
of Telangana, Hyderabad during the review meeting on progress of Ts-bPASS on
dt.12.03.2020 has issued certain instructions for successful implementation of
TS-bPASS, which is going to be launched with effect from 02.04.2020, and
carryout soft launch testing in March, 2020.

Telangana Municipalities Act, 2019 and in order to have speedy processing of
applications for issue of various clearances required for development of land
through layouts and buildings, a single point based on the self-certificate
provided by the land Owner / Developer and also to create user friendly
environment TS-bPASS has been developed'
 The Salient features of the TS-bpASS are:
1) There will be District Level TS-bPASS committee headed by District
Collector to examine the proposals and conduct post verification of the
proposal and to take up enforcement action on Unauthorized
development/violations.

2) For plot sizes up to 75 square yards, no permission is required and the

applicant is required to register online.

3) rnstant building approval for plot area up to 500 sq.mts and height up
to 10mts based on self-certification by the applicant.
4) Single window approvat for all buildings having height above 10 mts.
and all non-residential building permissionl will be!anct-ioned in 21 days.

5) No mortgage for plots up to 200 sq.mtr and height up to 7 mts.

6) Post verification of the Building permissions by District Level Committee.
7) Applicant will be liable for punishment for misrepresentation of facts.
8) Violation shall be removed without issuing any notice.
9) Occupancy Certificate will be issued online based on Self-Certification.

Post verification:
The post verification of all building application instanUy granted for
certificate of Registration in plot areas up to 75 sq. yds., (63 sq. Mts.) under
section 174 (1) of Telangana Municipalities Act 2019 and permissions issued
basing on Self-certification for plots having extent upto 500 Sq. Mts. (59g sq.
Yds.,) with (G+2) Residen2tial Individual Buildings, the following post
verification team members are required to conduct post verification within 21
days from the date of issue of instant approval, with reference to the provisions
of Telangana Building Rules 2012 issued vide G,O.Ms,No.16g MA dt:Ot-04-2Ot2
and the provisions of approved Master Plan of concerned ULB and submit report
through online,
a. superintending Engineer of panchayat Raj Department or his
representative (TiUe verification).

b. Superintending Engineer of Irrigation Department or his representative

(Site inspection).

c' superintending Engineer of Roads & Building Department or his

representative (Technical scrutiny).
3, In order to expedite the online Building approval system in all Urban Local
Bodies through Telangana State Layout & Building approval Self Certified System
(TS-bPASS) being developed by NIUM, the department is already running the
developed software application in (ten) Municipalities on trail run basis.

4. In this regard, I request all Commissioners to conduct intense and wide

publicity by taking the following activities:

a. Scrolling in TV Channels (Local Channels)

b. Pamphlets prepared in English & Telugu language a copy of modal
pamphlets are enclosed herewith.

c. To conduct dial your commissioner programme in local cable, tv channels,

30 Min slot conducted every 15 days.

5, Hence, I request all the District collectors, additional collectors for local
bodies and all Municipal commissioners in the state to ensure to upload the
maximum layout & building applications in such developed software application
vide (http://tsbpass.telangana.gov.in) with immediate effect.

• Single window approval for all building permissions in plots above
500 sq.mtr and above 10 mtrs height and Commercial buildings,
High rise buildings, Group Development Schemes, Group Housing,
Apartment Complexes, Multiplexes, non-residential buildings, and
other such constructions and layouts which require multiple Noc’s.
• Common application shall be submitted through an online system.
• Single window committee will examine the proposal.
 • Shortfalls intimation will be made only once and within 10 days.
• Approval will be given in 21 days.
Deemed Approval
• Deemed approval shall be generated through online after 21 days.
• Permission issued under deemed clause can be revoked within 21
days if it is obtained by misrepresentation of the facts.

Occupancy Certificate:
• The applicant (owner/ Builder) shall submit Self-Certification
attested by Licensed Technical Personnel (LTP).
• Shall be issued through online for buildings in plots above 200 Sq.
mtrs. and above 7 Mts height.
• District Level Committee will verify and approve or reject within 15
days.

Owner and LTP are responsible for false declaration:

Owner, Applicant and Licensed Technical Personnel are held responsible
for false declaration and liable for punishment.

Note: All citizens of Municipalities/ Municipal Corporations are

requested to obtain Building permissions, Layout approvals &
Occupancy certificates through website (tsbpass.telangana.gov.in)
/mee seva centres/citizen service centre/mobile app.
