Scope of the Study


This study tries to assess HRM practice on employee performance in Adama city public sectors.
The study is delimited to selected six sectors found in Adama city. The focused variables have
been frequently used in research, and more and more studies are coming to validate the relationship
among these variables. HRM practices include a lot of variables among which this study focused
on Human Resource planning, recruitment and selection, training and development, performance
appraisal and compensation practices. Employee performance will be judged based on employee
perception about work condition, employee satisfaction and commitment they have to their
organization.

1.7 Limitation of the Study

There will be external (uncontrollable) factors which disturb the smooth implementation of this
research as expected. The major constraints in this study were data collection process. This study
was conducted during the COVID 19 pandemic period which made data collection process very
difficult. Hence the researcher could not substantiate the finding of quantitative data with other
data collection approaches such as interview. The researcher relies only on questionnaire to collect
data due to inaccessibility to get respondents for interview purpose. However the researcher tries
to generate useful outcomes from questionnaire. Hence the researcher could not substantiate his
findings with other data collection tools such as interview.

1.8. Definition of Terms


Human Resource (HR): refers to the talents and energies of people who are available to an
organization as potential contributors to the creation and realization of the organization’s
mission and vision.

Human Resource Management (HRM) is a set of policies and processes established to


administer staff employed in government units, including human resource planning, recruitment
and selection, training and development, compensation and rewards and performance appraisal.

Human Resource management practices: Major human resource activities such as HR planning,
recruitment and selection, training and development, performance appraisal and compensation
practices.
Employee Performance: Perception of employees about their performance level in the
organization
