E /MMISSION WITH 1! CHIEF STATISTIACIAN, PAKISTAN BUREAU OF STATISTICS Dear Sir, I would like to draw your attention towards the meeting of Election Commission held under the Chairmanship of the Hon'ble Chief Election Commissioner with the Chief Statistician and his team on 8" December, 2022 in the ECP Secretariat, Islamabad. The Chief Statistician briefed that the Council of Common Interest (CCI) in its 49" Meeting approved the timelines for conduct of 7 Population and Housing Census “Digitally” and as per the initial plan PBS had to provide the provisional results of Population and Housing Census to ECP by 31" December, 2022. In the meeting PBS took stance that initially PBS engaged NRTC for provision of software, hardware and allied services, however, NRTC pulled out and showed inability to provide the services resultantly four months delay occurred, Afterwards, NADRA was engaged for the above services, Further, transition of government and economic situation of the country caused further delay. Member, Resource Managpment/Support Services also briefed the Commission that as per revised timelines the PBS would be able to provide Provisional Census results to ECP by 30 April, 2023. & During the said meeting the PBS has been informed that the Election Commission time and again took the matter with Ministry of PD&SI and other concerned authorities with the request that the final results of Population and Housing Census be published by 31" December, 2022 enabling the Commission to complete key electoral activities for the conduct of general election 2023 i.e. preparation of Action Plan, Delimitation of Constituencies and revision of Electoral Rolls etc. Contd...P/23 An in-house meeting has been held and minimum time required for each activity has been calculated and possibility of start of various activities simultaneously has also been examined. In the circumstances, please be informed that it would be difficult for the ECP to undertake the exercise of fresh delimitation of constituencies as per Article 51(5) of the Constitution, complete other electoral activities mentioned above and conduct of General Election-2023 in time as per Constitutional mandate in case official results are not provided of or before 31% March, 2023.
