Intelligence, Surveillance, and Reconnaisance (ISR) Assets have determined that the Peoples Liberation Army (PLA), Peoples Liberation Army Navy (PLAN), and Peoples Liberation Army Air Force (PLAAF) are posturing for what is indicating to be a full and total invasion of Taiwan. MARCOM has determined that NATO must act immediately. MARCOM has called for all relevant force commanders in the region to coordinate, and a Joint Command Headquarters (JCH) has been created to carry out the defence of Taiwan. As of now, all Staff on this JCH are to be treated as equals to streamline decision making processes, so it is imperative that the JCH work as a cohesive units to bring MARCOM, NATO, and the World through this Crisis. The situation is rapidly developing, so intelligence, intuition, and quick-wit will be required by the JCH to respond to any upcoming threats to the sovereignty and safety to Taiwan and its people. Mission As of 0600 local time Taiwan, no shots have yet been fired. MARCOM is placing the defense and sovereignty of Taiwan as the JCH’s number one priority, bar none. NATO leaders, in a Private Summit earlier this morning, have determined that the JCH has TOTAL AND COMPLETE AUTHORITY to defend Taiwan to whatever means they possess. This includes a first strike option on units reasonably suspected to be a high threat to the soverignty of Taiwan, but the JCH staff should be aware of the political and operational ramifications of this option, which currently remain unknown. Objectives Each element of the JCH is equipted with a unique and specialized skillset, which through Multi-Domain Warfare, can bring total victory or defeat if all aspects of the JCH work in conjunction, working across Domains (Land, Air, Sea, Cyber, and Human) to support and compliment each other. MARCOM has recognized aspects where each element of the JCH can provide their work, however these suggestions and objectives are by no means mandatory, and full operational authority rests in the hands of the JCH. Creation of a Maritime Defence Zone around Taiwan, protecting it from the eventuality of attack from threats not limited to Aerial, Maritime, or Tactical Ballistic Missiles (TBM). Most JCH staff will be involved in this Objective, recognized elements with the capability to complete this objective might include the MND, JSDF, Royal Navy, French Navy, CSG 5, CSG 14, PACAF, USSC, and the 94th AAMDC. Defense of Mainland Taiwan, including the main civilian centers of Taipei, Tainan, and Kaohsiung from invasion by PLA and PLAN forces. Furthurmore, attention should be given to the protection of MARCOM ground elements in Taiwan from both conventional and saboteur attacks. Recognized elements with the capability to complete this objective might include the MARFORPAC, TGC, and MND. Recognized elements with the capability to support the completion of this objective might include the NDRC, USSC, SOCPAC, and the China Mission Center. Creation of a Air Defence Interdiction Zone (ADIZ) around Mainland Taiwan as far as the JCH requires, and the subsequent enforcement of this ADIZ pursuant to the requirements of the JCH. Furthurmore, attention should be given to the maintaining of Air Superiority and Defence of allied elements in theatre and protecting them from PLAAF attack. Elements from JCH which could be involved in this Objective might include elements of Royal Navy, French Navy, CSG 5, CSG 14, PACAF, and 94th AAMDC. ISR to the positions, capability, and intent of PLA, PLAAF, and PLAN units. Should this conflict turn violent, the sabotage and impariment of recognized PRC elements may be neccessary as well. Secondary Objectives pursuant to this may include the insightment of public unrest, violence, or even open rebellion if highly successful. Furthurmore, other Secondary Objectives could also include the maintaining of Operational Security (OPSEC) of supporting MARCOM elements, securing them from saboteurs or PRC intelligence forces. Recognized elements with the capability to complete this objective might include the NDRC, USSC, SOCPAC, China Mission Center, and TGC. Sustainment of MARCOM Forces. Should conflict occur, it will most likely be extremelly fast, violent, and destructive. To this end, the sustainment and survival of MARCOM elements is essential, and the JCH staff should be aware to the threats they place their elements in. Once it is gone, chances of replacements in a timely enough manner to have effect will be minimal, if not impossible, so sustainment and survival of JCF elements is paramount. Furthurmore, Ammunition, Fuel, and Repairing JCF elements will also quickly become apparent as a concern to these elements, so coordinating a effective 3R (Rearm, Repair, Refuel) Plan will be essential to the completion of other objectives. Recognized elements with the capability to complete this objective might include the J4 INDOPACOM, although all elements must be aware of their own threats and casualties. Nuclear Weapon Authorization Nuclear Weapons are currently NOT AUTHORIZED. Should the PRC utilize Nuclear Weapons, than the JCH has the ability to respond IN RETALIATION ONLY. It is the responsibility of the JCH to prepare and protect their organic Nuclear Capability, but they may only be used with DIRECT AUTHORIZATION from MARCOM. The current ramping up in forces could be another flaunt of power, or it could be the final build up to the annexation of Taiwan.
