63. It is submitted that the PEC, Punjab, Lahore had sent a letter wherein he had requested
to advertise following 124 vacant posts against quota mentioned as under:-

64. In this connection, it is submitted that this office contacted with the Establishment
branch of PEC office Punjab, Lahore and solicited their stance and vacancy position as per the
approved rationalization document. They have confirmed vide letter dated 10-06-2022 that
vacancy position at hand has been tallied with approved rationalization in respect of Punjab
province. Furthermore, these vacancies are available even after advertisement of different posts
for two times.
65. It is further submitted that Rule 15 & 16 of Civil Servants (APT) Rules, 1973 provides
that:-

Rule-15. “Vacancies in posts in BS-06 to 15 and equivalent in offices which
serve only a particular province or region shall be filled by
appointment of persons domiciled in the province or region
concerned”
Rule-16. “Vacancies in BS-1 to BS-05 and equivalent shall ordinarily be filled
on local basis under Rule-16 of the civil Servants (Appointment,
Promotion and Transfer) Rules, 1973.
66. In view of the above, it is proposed that the PEC, Punjab may be allowed to advertise
above vacant posts in accordance with Rule-15 and 16 of Civil Servants (APT) Rules, 1973.
67. In addition, the PEC, Punjab may also be advised that:-
i) The advertisement should expressly provide that the general upper age relaxation limit
for a period of 05 years shall be admissible over and above the maximum age as laid
down in the advertisement.
ii) Persons already in Government service should apply through proper channel.
iii) The advertisement should clearly specify the qualification and experience for the post
concerned as provided in the recruitment rules.
iv) Candidate shall be required to satisfy his/her eligibility in all respects in terms of the
condition of the eligibility laid down in the advertisement which shall be reckoned on the
closing date.
v) Maximum age as prescribed under the recruitment rules of the post shall be relaxed in
pursuance of Initial Appointment to Civil Posts (Relaxation of Upper Age Limit) Rules,
1993.
vi) Short listing of the applicants shall be through short listing committee.
vii) All Contract/Contingent paid/Daily wage/Project employees who have rendered a
minimum of one year of service, in continuity are also eligible to apply for appointment
on regular basis in the manner prescribed.
viii) The candidates working on contract/contingent paid/daily wage/project employees shall
be awarded extra marks in interview at the rate one 01 mark for each year up to
maximum of five (05) marks, on the recommendations of the respective selection
Boards/committees.
ix) The period served as contract/contingent paid/daily wage/project employee shall be
excluded for the purposed of determination of upper age limit.
68. In view of the above, the proposal contained in Para- 66/N read with paras-67/N is
submitted for consideration and approval by the Hon’ble Chief Election Commissioner, please.
