ABSTRACT

The outbreak of Coronavirus disease 2019 (Covid-19), affected the management


system of many organizations. In order to make sure their organization run smoothly
even with this outbreak, many things needed to be considered in managing their
management. This paperwork describes the principle management on one of the
Islamic organization in Malaysia, Majlis Agama Islam Negeri Sembilan (MAINS).
We will explore on how the organization applied the P-O-L-C during this pandemic
and some of the matters that they needed to know in order to provide an excellent
management during Covid-19 are the data of residents that were effected, strategical
planning to be planned and many more. Thus, this paperwork begins with the
background information of MAINS and details about each of the principle
management, P-O-L-C. Then, from these implementations of P-O-L-C, we will
analyze about the pros and cons of their implementations. The results of the
analyzation are to give some suggestions and recommendations that can maximize the
management system of MAINS.

1. INTRODUCTION

Globally, organization established is to build a structure so that may better


work together to achieve the company objective. Therefore, to ensure that the
organization’s objectives are achieved, there are many things to know and taken
seriously, especially by the managers of the organization. One of the important things
to ensure the organization’s objectives achieved is by knowing how the management
functions work: Planning, Organizing, Leading, Controlling. However, after the
spread of the Covid-19 many organizations start to change on how they applies the
aspect of principles of management (P-O-L-C) under the new norms.
Planning is very essential in every organizations in order to enhance effective
running or their company. Meanwhile, organizing in an organizing is the function of
management that involves developing an organizational structure to ensure the
accomplishment of an institution’s objective (Patrick Kasaba Bushilya, 2021). Next,
what is meant by leading? According to Borges et al. (2015), under the leading
function, managers continuously guide and direct their subordinates by providing the
instructions, rules, and decisions. Lastly, through the controlling function, manager
can make sure the organization on the right track.
Therefore, through this paperwork we are going to explore the principle of
management applies in of one Islamic organization in Malaysia which is Majlis
Agama Islam Negeri Sembilan under the new norms of Covid-19.

2. ORGANIZATIONAL BACKGROUND

The establishment of Majlis Agama Islam Negeri Sembilan (MAINS) began


since 1947 when the British introduced the modern administration system and began
to take action to appoint administrators from the Malays in an effort to prepare for
independence. The directive of the establishment for the Majlis Agama Islam or the
"Council of Muslim Religion" has been present in the provisions of the Negeri
Sembilan Government Body Law 1948.
As a body operating, majlis has certain powers as enshrined in the Negeri
Sembilan Islamic Religious Administration Enactment in 2003. In addition to helping
and advising the DYMM Tuanku Yang di-Pertuan Besar Negeri Sembilan Darul
Khusus as the Head of Religion in all matters regarding the Islamic religion of the

state, majlis is also the highest Islamic religion body aimed at controlling the Islamic
religion of the state. Therefore, the jurisdictions of Majlis is in accordance with the
enactment are:
1. As the ruler of the wasiat, the administrators of the Islamic Inheritance in the
state as well as the trustee
2. Conducting contractual affairs on movable and immovable property in
accordance with certain conditions on it in accordance with Islamic law '
3. About the Official Fatwa of Negeri Sembilan.
4. Baitulmal, Zakat, and Khairat affairs
5. Wakaf, wasiat and nazar
6. As a trustee of all mosques and immovable wealth, including the
appointment of mosque officials
7. Affairs related to new brothers (mualaf)
8. Tauliah affairs teach religion
9. Zakat money expenditure in accordance with asnaf

3. PLANNING

The Definition of Planning

The element of management associated with developing processes,


regulations, and standards for reaching a specified goal is known as planning. At both
the global and local levels, planning is done. Managers must set broad aims and
mission statements while also overseeing the day-to-day operations of the
organization. Thus, planning entails determining what to do in the future while still in
the present. It focuses an organization's attention and resources on achieving a shared
goal. (Borges et al., 2015)
According to Drucker, planning is the continuous process of making present
entrepreneurial (risk-taking) decisions systematically and with the best possible
knowledge of their futurity, organizing systematically the efforts required to carry out
these decisions, and measuring the results of these decisions against the expectations
through organized systematic feedback.
In establishing business possibilities and limits, planning involves both
imagination and analysis. As a result, it's known as the art of the possibility. It is the

process of leading a company toward clearly defined goals with the clearest possible
vision of the future. Planning entails deciding what is intended as well as defining the
steps necessary. When a manager plans, he projects a course of action for the future,
attempting to achieve a consistent, coordinated structure of operations aimed at the
desired results. Below, we can take a look at the three types of plans in management
and how they are used within an organizational framework:

i. Strategic planning:
A strategic plan provides a high-level overview of the complete
company, including its vision, goals, and value. This strategy serves as the
organization's foundation and will guide long-term decisions. The plan's
duration might be two, three, five, or 10 years.
Managers at all levels will base their choices on the strategic strategy.
It will also affect an organization's culture and how it interacts with
consumers and the media. As a result, the strategic plan must be forward-
looking, solid but adaptable, and focused on future growth.

ii. Tactical planning:


The tactical plan outlines the strategies that the organization intends to
employ in order to attain the strategic plan's goals. It's a low-level, short-range
document (less than one year in scope) that breaks down the bigger mission
statements into smaller, actionable portions. The tactical plan replies to
"How?" if the strategic strategy responds to "What?"
Mid-level managers are generally in charge of developing tactical
strategies. The tactical plan is an extremely versatile document that may
contain everything needed to meet the organization's objectives.

iii. Operational planning:


The daily operations of the firm are described in the operational plan.
The operational plan lays forth a timeline for achieving tactical goals. This
strategy is extremely detailed, with a focus on short-term goals. Examples of
operational plan targets are "increase sales to 150 units per day" and "recruit
50 new personnel."

Low-level managers and supervisors are in charge of putting together
the operational strategy.

Apart of that, in relation to the planning described above the Negeri Sembilan
Islamic Religious Council has made a change which it happened on the recent covid-
19 pandemic and this organization has made a new plan when it found that this
pandemic affected all aspects in this organization.

Program to be Planned by the Islamic Religious Council of Negeri Sembilan


(MAINS)

Based on the Covid-19 pandemic, the Islamic Religious Council of Negeri


Sembilan (MAINS) has scrutinized and taken into account various aspects. However,
the initiative that has been agreed upon by the organization is to hold a financial zakat
program that aims to alleviate the burden and inconvenience to the parties involved
during the implementation of the Movement Control Order (PKP). In addition, the
Islamic Religious Council of Negeri Sembilan will also conduct counseling assistance
to individuals who face life stress problems due to Covid-19.
However, before conducting a planning, there are some important things to
know such as vission, mission, objectives and budget of the organization.

i. Vission :
The catalyst for the integration of Islam and the Ummah is quality.

ii. Mission :
To develop and advance Muslims and to preserve the sanctity of Islam.

iii. Objective :
a. Empowering Islamic property management through quality services and
integrity.
b. To develop policies on Islamic affairs in Negeri Sembilan based on
maqasid.
c. Helping the community to reduce depression and life stress problems.

d. Alleviate the burden and inconvenience to the parties involved and
affected by Covid-19.
e. Focusing on the poor, the low -income, unstable incomes, and those who
are quarantined in-house.
f. Provide guidance to individuals in a professional manner to see the
development of self -potential and provide relief to clients.
g. Provide the best possible counseling services to all individuals in need.

iv. Budget :
Perbadanan Baitulmal Negeri Sembilan (PBMaINS) has allocated a fund of
RM4.3 million. MAINS has classified Covid-19 special initiative grants into the
following:

Conducting an External and Internal Analysis

Carry out an external investigation to uncover strategic variables that may


need to be altered. The external environment includes social, political, economic,
technical, and global aspects. Threats are unsafe and dangerous tendencies in the
external environment, whereas opportunities are favourable possibilities and brilliant
openings found in the environment. (Borges et al., 2015)
Internal analysis comes after this stage. Core competencies are an
organization's ideals that generate skills and resources that enable it achieve an

advantage over rivals. Strengths are activities that the organization excels in, whereas
weaknesses are activities or attributes that the organization lacks.
Everything related to planning by this organization based on strength,
weakness, opportunity, and threat is called SWOT analysis:-

i. Strength: Employees Know to use the Technology and Internet Facilities

The majority staffs and employees of Negeri Sembilan Islamic Religious


Councils (MAINS) have has been exposed to the use of increasingly advanced
technology as well as the increasingly comprehensive internet facilities nowadays. In
addition, MAINS also has a medium to disseminate information on programs such as
Facebook, Instagram and also the Official Portal.

ii. Weakness: Information is not Disseminated Comprehensively To Residents


Who are not Skilled in Using Technological Facilities

However, even with the strength of this internet coverage, there are drawbacks
that need to be taken into account. That for those who have internet problems or even
there are possibility that there are those who do not know about information
technology (I.T.)
MAINS also need to take into account about the residents that are living in
rural areas who often experience the problem of weak internet networks. Moreover,
nowadays, although the majority of the population is exposed to the facilities of
technology, but there are still groups of asnaf who are new to the existence of this
technology and may be less skilled in using it.

iii. Opportunity: The Advanced Technology Nowadays

Generally, now is the age of advanced technology and everything is related to


technology, so for the opportunity, the Islamic religious council of Negeri Sembilan

has used the internet as one of the mediums for the implementation of the program
because the use of the internet is now more widespread and very easy.
Among the main plans that can clearly be implemented through this
opportunity is the online zakat service. In addition, the counseling department can
also plan their programs through the advantages of having this internet network.
Possible program is like conducting online workshops that offer advisory services.
Thus, through a program plan like this, the risk of infection can be reduced.

iv. Threat: Increasing The Rate of Infection Against Covid-19 and Endanger
People with Problems

The Islamic religious council of Negeri Sembilan (MAINS) has planned


program online for a number of reasons to avoid among which the rate of infection
against Covid-19 will be reduced. If this measure is not carried out the possibility of
infection against Covid-19 is high because if the community comes face to face to
apply for the zakat assistance then it is possible that the Standard Operating Procedure
(SOP) is not followed during the day.
Moreover, for counseling programs as well, most communities will experience
the same problem that is depression or face life stress problems during this covid-19
pandemic. As such, if the Islamic religious council of Negeri Sembilan does not hold
such a program the threat will endanger them will continue to have problems of
uncontrollable stress and emotions so that some will do things out of habit such as
suicide or loss of sanity.

4. ORGANIZING

Organizing in the principle of management in organization is the management


function that follows after planning. It plays an important role in determining how
best to allocate resources in realizing a firm’s objective and goal. According to
Koontz and O’ Donnell, organizing consists of conscious coordination of people
towards a desired goal (Borges et al., 2015). In other words, organizing determine
how to distribute resources, organize employee according to the plan, delegate
authority, assign work and provide direction to employee clearly so that the common
objective can be achieve effectively and efficiently.

(MAINS)

According to the Official Portal of The Negeri Sembilan Islamic Religious


Council (2022), The Negeri Sembilan Islamic Religious Council (MAINS) is presided
over by Dr. Abdul Aziz bin Sheikh Abdul Kadir, who is assisted by Tan Sri Mohd.
Shahrom Bin Dato' Haji Nordin. There are three main departments established in
MAINS management to ensure the management went perfectly.
The first department is the zakat department. Dato’ Haji. Nor Azmi bin Haji
Musa is in charge of the department. Three divisions have been established under the
zakat department to facilitate the proper management of the zakat department. The
first section is the collection division, which is led by Zamri bin Ahmad Suhaimi and
supported by 14 employees. The second section is the distribution division. This
division is led by Mahdi Bin Ali. 14 people were also assigned to the distribution
division. The third division is counseling and human management. This division is led
by Norazman bin Amat and supported by 12 employees.
The waqf department is the second department available in this management.
The Waqf department is divided into two divisions. The waqf and the mal division.
The waqf division is led by Alimazri bin Mauludin and endorsed by an eight-person
staff, while the mal division is led by Ahmad Naim bin Mazlam and backed by a six-
person staff.
The third department is the management service. This department is supervised
by Mohamad Idris Bin Ramli. There are four divisions under it. The first division is
the corporate communications division, led by Mohd Hasni Bin Zulkifle and assisted
by 9 employees. The second is the planning and research division, led by Muhibbudin
bin Abu Bakar and supported by 8 employees. The third is the finance division.
Azzerol effendi bin Abd Kadir leads this division, which is supported by 16
employees. The fourth part is the administrative division supervised by Nor Azlin
binti Haji Arop@Othman and assisted by 33 staff while the fifth division is the
information technology division led by Norpisah binti Haji Zakaria and assisted by 13
staff.
According to the above organizational structure, this matter clearly shows that
the implementation of work in MAINS is divided into departments and divisions. This

division of work is helping in bringing specialization in various activities of concern.
Resources are distributed and tasks are delegated to workers in an effort to achieve
organizational goals.

Agama Islam Negeri Sembilan Throughout Covid-19

Application of Organizing by Zakat Department

i. Organizing in Zakat Collection by Collection Division


Zakat is definitely synonymous with physical payment at the zakat collection
counter by the zakat payer and the accredited amil or assistant of amil. During
Ramadan, the implementation of zakat fitrah payment entails amil in mosques and
around supermarkets. Before Malaysia was hit by Covid-19, a total of 12 major
counter locations in the state were opened for zakat payments. The chief assistant
director of the zakat division has entrusted this matter to the counter unit of the
collection division, Khairul Aifaa bin Md Salleh as an assistant director and Mohd
Shahrizad bin Abu Kassim who is a senior assistant officer (The Negeri Sembilan
Islamic Religious Council Official Portal, 2022).
The government had issued a lockdown as an effective way at reducing the
spread of and deaths caused by COVID-19. Therefore, all zakat collection institutions
across the country have abolished the over-the-counter payment method and take an
approach of conducting zakat collection via online payment method. The zakat
collection division has established an official portal for the payment of zakat. In order
to avoid confusion about the amount of zakat due, a zakat calculation system with a
zakat calculator was developed.
Zakat payers can make a payment directly after calculating the amount of zakat
due. After the transaction is completed successfully, the payer can review the zakat
payment made in the ‘zakat checking’ and print the payment slip as proof that the
zakat payment was made.

ii. Organizing in Zakat Distribution by Distribution Division


The zakat department's distribution division has classified a various types of
zakat assistance schemes according to the asnaf category. The zakat department's

The Baitulmal Corporation of Negeri Sembilan (PBNS) is an institution that


manage the distribution of zakat in Negeri Sembilan before and during a pandemic.
Zakat assistance is distributed based on the above categories, which only apply to
Muslims. For non-muslim residents, they can seek an assistance from the social
welfare department.
MAINS has created an online zakat application form as an initiative for
residents to apply for zakat during the pandemic. PBNS also provides special Covid-
19 zakat, where applicants can apply via WhatsApp only. Applicants just required to
send their name, identity card number, telephone number and location to the number
019-6235051 (B40, 2021b).
During the Enhanced Movement Control Order (CMCO) period, which began
on 18 March until 10 June 2020, The Baitulmal Corporation of Negeri Sembilan has
mobilized RM 8.5 million in special aid known as the Covid 19 initiative. This
allocation is derived from the zakat proceeds paid by all zakat payers in Negeri
Sembilan.
The Negeri Sembilan Islamic Religious Council has classified Covid 19
special initiative assistance and divided the proceeds into seven types of assistance.
The table below shows the total of Covid 19 Relief (March-June 2020).

The first aid provided is a cash assistance. The cash assistance is a type of
assistance provided to Muslims in Negeri Sembilan who apply for it. The applicants
for this assistance are not in asnaf categories. They are made up of hawkers, small
traders, day workers, and B40 families. The funds for this assistance have been
obtained from the Prime Minister's Department's Department of Waqf, Zakat, and
Hajj (JAWHAR). The Minister in the Prime Minister's Department (Religious
Affairs) has directed that fund (RM428,441.00) be allocated to the MAINS and
distributed to eligible residents.
The second aid provided by MAINS during the pandemic is the provision of
grocery items to Muslims who apply for this assistance in Negeri Sembilan. A total of
RM196,950.00 has been allocated for this assistance. Mains has determined that each
applicant's grocery item cost is RM50.00. Inside are 10kg rice, 1 bottle oil, Sugar,
Condensed Milk, Wheat Flour, and other items prepared by MAINS-identified
suppliers.
The assistance of frontline personnel is the third aid provided by the MAINS.
Frontline personnel such as hospital staff, police, army, Malaysian Defence Force,
and Rela had received this assistance. They are given food packs as well as dry food.
MAINS has set aside RM 58,942.00 for this assistance to 5 hospitals, 3 district health
offices, and 9921 security personnel. The fourth aid is a cash assistance to mosques
and surau, with a budget of RM 1,960,000. 296 mosques were chosen, with each
receiving RM5000 in aid funds. Besides that, 977 surau were also chosen to receive
an RM500 contribution through the The Islamic Religious Affairs Department
(JHEAINS).

The Assistance of Person Under Surveillance (PUS) is the fifth aid distribution.
This assistance was provided as one of the MAINS efforts to reach out to people who
are undergoing covid 19 disease monitoring. Through the District Health Office in 7
districts, MAINS had identified that 1170 individuals are quarantined at home. The
district health offices are in Seremban, Tampin, Port Dickson, Rembau, Kuala Pilah,
Jempol and Jelebu. Individuals that quarantined at home were provided with the
provision of grocery items by MAINS.
The sixth assistance that provided is assistance to asnaf and the poor. MAINS
have specifically designated two types of assistance for these recipients. First is
monthly cash assistance of RM250. The second is the provision of kitchen items of
RM50 to each recipient. According to data provided, in March, a total of 4528 people
received this assistance while in April is 4537 people. In May, the number of
recipients increased to 4558. In addition, in conjunction with the month of Ramadan,
MAINS had made a donation in the form of cash of RM300 for asnaf.
The last assistance that had carried out by MAINS is a financial assistance to
the orphans. The MAINS has collaborated with an orphan branch at The Negeri
Sembilan Islamic Religious Council Department and the mosques in nine districts in
this state to perform this assistance. The nine districts are Senawang, Kuala Pilah &
Jempul, Port Dickson, Jelebu, Tampin, Rembau, Jempul, Gemas and Nilai and the
total of orphans is 3851 person. The authorities and the staffs gave them RM100 in
cash as a representative of MAINS. The mosque will then make a claim to MAINS
based on valid documentation.

Application of Organizing by counseling and Human Management Division

i. Organizing in Counseling Program


The Negeri Sembilan Islamic Religious Council Counseling Centre (PK
MAINS) was established to assist those in need of advice or consultation. MAINS
Counseling Centre is the only Counseling Centre in Malaysia based on 3 principles
which are Professional, Free & Open to all races.
According to the official portal of The Negeri Sembilan Islamic Religious
Council (2022), The zakat department's counseling and human management division
provides three types of counseling services. The first is organizational counseling
specifically for MAINS employees and their families. The second type of counseling

is Asnaf Counseling, which is centered on Asnaf Baitulmal, MAINS. Lastly, the third
type of counseling is community counseling, which is aimed at the local community.
The Chief Counselor of the Zakat MAINS Department, Norazman Amat
(2022) stated that the Counseling Division of the Zakat Department received 1,484
calls from the public in the state who applied for psychosocial support from early
January to June 2021. He also stated that he received calls from Covid-19 positive
clients in need of psychosocial and psychospiritual support in order to prevent them
from giving up and acting irrationally. As a result, the Counseling Division decided to
hold an online counseling session. The online counseling session was carried out to
listen to each individual's problem or ‘client’ who is suffering from an emotional
disorder and to find the best solution. counseling services are available free of charge
to anyone, regardless of religion or race, to help reduce depression.

5. LEADING

The leading is also known as directing. According to Terry, “directing means


moving to action and supplying simulative power to a group person.” To carry out
planning and organization, it requires direction. This direction relates to the function
of inner leadership organization. One of the important aspects of discipline in
directing is compliance against the instructions given. While planning specifies what
to do and organizing specifies how to do it, leading is focused on pointing out why the
employees should want to do it. In other words, any managerial decision taken in the
planning and organizing process must be converted to action through effective
execution, and effective execution of a decision is realized by leadership.
Eventually, Majlis Agama Islam Negeri Sembilan (MAINS) apply leadership
in ensuring the activities runs smoothly by placing who is responsible and authorized
to run it and the way superiors guide subordinates by motivate and communicate with
them especially when under the new norm caused by Covid-19.

There are several big names holding the reins of MAINS leadership. They are
among the people responsible for leading MAINS and ensuring the activities carried

out when the new norm of covid-19 runs smoothly. Direction is the exercise of the
powers and mandates available to a leader. It needs to be used effectively. Power is an
essential element to the leader. In a fact of the matter, leaders at MAINS need to
devise effective strategies in leading subordinates ethically not to mention after the
announcement of new norms that are about to be changed on a massive scale.
In this case, we can see the competence of leaders performing activities along
the new norms and we can relate it to the management of the organization. As we
know, most of the new norms are carried out around the world especially our country,
Malaysia. All orders and directives issued are from our head of state who has the
power to approve new regulations in the country, Yang di-Pertuan Agong Sultan
Abdullah Ri’ayatuddin Al-Mustafa Billah Shah Ibni Almarhum Sultan Haji Ahmad
Shah Al-Musta’in Billah, highest leader in Malaysia. In the MAINS organization
chart is led by Ybhg. Dato’ Dr. Abdul Aziz bin Sheikh Abdul Kadir.
Hence, there are several organizations that are under the leadership of MAINS
led by members of the organization themselves in the success of the program to be
implemented. Among the organizations under the leadership of MAINS are as
following matter (MAINS organization chart):

7. PUSAT KAUNSELING MAINS
8. HOSPITAL PAKAR SEREMBAN

With the cooperation of the following organizations, then the activities carried
out along the new norms for Covid-19 will be organized under the leadership of
MAINS. It also makes it easier for leaders to make decisions especially in
determining who is eligible to perform change, what needs to be changed and how
changes need to be made. In addition, allows leaders to come up with new and
convincing ideas the other party to accept the idea submitted under the new norms.

In contrast, direction from leaders is important for every organization
especially MAINS which is one of the large organizations in Malaysia. People who
are authorized to approve programs under the new norms should be wise to be leaders
and lead programs by instilling a sense of responsibility in them because carrying
great trust for the good of a plural society is not an easy task for everyone.

6. CONTROLLING

The Definition of Controlling

Control is defined as any process that directs activities toward organizational


goals (Nina Dědečková, 2020). Controlling in the principles of management of an
organization is to ensure that the objectives and plans of the management are
accomplished satisfactorily. Borges et al. (2015), stated that the purposes of control
enable an organization to adapt the changes in environment, limit the accumulation of
error, to cope with organizational complexity and reduce costs.
In addition, according to Borges et al. (2015), the controlling process concerns
the establishment of performance standards, measurement of current performance
levels, comparison of current performance against established standards and
corrective action on performance that fails to meet set standard.
Therefore, if we look the situation before the outbreak of Covid-19, we can
see the way Majlis Agama Islam Negeri Sembilan (MAINS) applied the controlling
aspects in their management is different from now. After the spread of the Covid-19,
there are many things to be known and modified to suit the current needs and
circumstance.
Therefore, in this point we will explain on how MAINS applied the
controlling aspect of the management principle under the new norms of Covid-19.
We can see that controlling happened in this organization when there are changes in
their programs that has been posted in their website, social media and etc.

Application of Controlling Aspect in the Managements Performed by Majlis


Agama Islam Negeri Sembilan Throughout Covid-19

Roughly, we can see that there are several programs that have been
accomplished by MAINS throughout Covid-19. These programs show on how
MAINS control their management in order to adapt to the current state of Covid-19.
Among them are in zakat financial assistance and counseling program. From these
programs we can grasp and understand the practice of controlling applied in the
programs under the new norms of Covid-19.

Application of Controlling in Zakat

i. The Method of Paying Zakat Fitrah


Following the outbreak of this Covid-19, the Department of Awqaf, Zakat and
Haji (2020) has released an official statement on the implementation of zakat fitrah
collection for the year during the movement control order. Mentioned that all Majlis
Agama Islam in each states and Zakat Management Agencies (AMZ) in Malaysia will
optimize the method of paying zakat fitrah online to make it easier for payers to fulfill
their obligations more quickly and safely.
Therefore, Majlis Agama Islam Negeri Sembilan (MAINS) has no exception
in this regard. The table below shows the detail information about the method of
paying zakat fitrah for Negeri Sembilan.

In addition, Dato’ Haji Mohamed Bin Haji Husein, the chairman of Majlis
Agama Islam (2020), has issued an official media statement stating that MAINS is

taking into account on the difficulties and hardships of some Muslims during the
MCO period, that even after they tried their best to pay zakat fitrah online, but still
unsuccessful, either due to online problems or so on until the end of Ramadan,
therefore, they can pay zakat fitrah by Qada’ after the MCO period is over.
Thus, we can clearly see the way the controlling this zakat program is by
giving the people a choice whether to pay zakat fitrah through online or make the
payment after MCO. Next, MAINS also takes into consideration on the situation of
those who are going through a time of difficulties and hardships during the MCO
period of the COVID-19 pandemic. Hence, the amount of zakat fitrah payment that
must be paid depends on the ability of the payer or head of the family (Mohamed Bin
Husein, 2020).

ii. The Zakat Financial Assistance


One of Majlis Agama Islam Negeri Sembilan (MAINS) objective is to always
ensure that the collection of zakat in Negeri Sembilan can be maximized and managed
well, transparently and comprehensively as well as distribute it to those who are
entitled. So, how do they control their management under this new norm of Covid-19
situation but at the same time still achieve their objectives?
MAINS has allocated RM2 654 948 through the special zakat assistance of the
Movement Control Order (PKP) 3.0 to the target groups affected by Covid-19
(Norafidah Assan, 2021). In addition, this organization has opened an online
application to those affected due to this Covid-19 to apply this zakat financial
assistance. The application method is through the N9 Digital application system or
through https://www.n9.digital website.
Thus, from this program we can clearly see how they applied the controlling
aspect in their management system under this new norm. They ensure the objectives
and plans to not overlook those who are eligible to receive zakat especially with the
state of the new norm are accomplished satisfactorily.

Application of Controlling in Counseling Programs

The new norm after MCO due to Covid-19 will definitely have a lot of impact
on the community, especially on their mental health. As mentioned in the previous
section, the Zakat Department of Majlis Agama Islam Negeri Sembilan (MAINS) is

divided into three and among them is the Counseling and Human Development
Division.
If we look at the news that MAINS Official Social Media posted during MCO,
we can see that they do not just provide counseling services in person, but also other
alternatives such as visiting, holding webinars, organizing motivational programs and
others. For instance, there was a Ziarah Kaunseling Asnaf (Asnaf Counseling
Pilgrimage) program on 6 May 2021 conducted in Port Dickson district. The purpose
of this pilgrimage is to see the current situation of each client, provide psychological
support and give Eid donations. Each family received kitchen equipment and a Hari
Raya hamper donation worth RM100. (Facebook Majlis Agama Islam Negeri
Sembilan, 2021)
Other than that, according to the Facebook Majlis Agama Islam Negeri
Sembilan (2021), the Counseling Office of MAINS in collaboration with the
Counseling Psychology Unit, Hospital Tuanku Ampuan Najihah has organized an
emotional and stress management workshop on 17 August 2021. This program is one
of their effort to provide exposure and support to the frontliner workers affected by
the pandemic.
Therefore, we can clearly see that all of these programs were aimed at
ensuring that their objectives are achieved despite the circumstances of these new
norms. Next, we can also see on how MAINS worked hard to hold programs and
activities to ensure that the main objectives of their management are achieved due to
this new norm. Thus, these programs are the perfect example to show us about the
progress of the controlling in management that were done by this organization.

STRENGTHS

Every organization has strengths in certain aspects. in this organization, several


strengths can be observed. Among them are Employees known to use the Technology
and Internet Facilities. The majority of staff and employees of Negeri Sembilan
Islamic Religious Councils (MAINS) have been revealed to use modern technology as
well as the increasingly comprehensive internet facilities nowadays. Next, with the
advent of modern technology, this organization has utilized and used it as best as
possible. This is because institutions such as zakat have taken a wise step where they
have implemented the payment of zakat online. This is to avoid confusion about the
amount of zakat to be paid and the zakat calculation system.

Furthermore, MAINS has made it easier for the community to apply for assistance
by providing an online zakat application form as one of the facilities for residents to
apply for assistance during a pandemic. This can alleviate the burden of those affected
by covid-19. Besides, the organization also did not forget to provide a lot of help to
the community like asnaf, the orphans as well as the frontliners. Among the forms of
assistance provided such as cash assistance, food pack, and grocery items. The
organization can help those in need because there are donations that have been
allocated.

In addition to this, they also care about the mental well-being of society when a
pandemic struck. MAINS provided counseling services in person but also make
holding a webinar and organized motivational programs. This way can help society
lose more sense of emptiness during this pandemic. Because they can fill their free
time by attending beneficial and rewarding programs. This way also helps the
community to reduce depression and life stress problems.

However, every activity or program that happens successfully there is a leader


who leads in line with the great responsibility borne in handling a task. With the
existence of good management, then there will be the best organization. For example,
we can see MAINS handling the problems that befall the community by extending
assistance to those in need.

WEAKNESS

Even so, MAINS have some flaws that they need to fix and improve on. The first,
undeniably now is the modern age with internet facilities as well as gadgets. These
advances provide great opportunities to many organizations, which simplifies their
affairs. But not all societies are vulnerable to technological advances. There are still
blind civilizations in the IT world. Despite the fact that MAINS provides online zakat
application services, some people are unable to apply due to a lack of gadgets and
internet access at home. As an example, asnafs like single parents. Because the
majority of them do not use sophisticated tools, MAINS is quite likely to overlooks
this group of people who should be eligible for zakat.

Meanwhile, even though they are eligible, some applicants are nevertheless
unsuccessful in obtaining zakat. This is due to the fact that the data entered is
incomplete. One of the issues that will arise while using online forms is this. Many
people in the community are still inexperienced with online forms, and when they do
need to fill out online forms, they run into issues such as missing information. As a
result, this will have an impact on zakat applicants. Perhaps MAINS could provide a
tutorial or steps that easy to understand to assist a few applicants with completing the
online application.

Furthermore, despite the fact that technology is becoming more advanced and
intelligent, it still has some flaws that have a significant impact. MAINS, as stated in
the preceding paragraph, offers online zakat payment services. However, they
encountered problems and sufferings that led their payments to be unsuccessful. This
is most likely due to bank technical difficulties, such as a broken website. They have
attempted to pay online numerous times but have been unsuccessful. Therefore, they
only can pay zakat fitrah at counter after MCO period is over. Perhaps MAINS could
strive to improve the online zakat payment system so that no Muslim has trouble
paying zakat fitrah on time.

CONCLUSION

In conclusion, most management scholars agree that the element of management


involves questions of planning, organizing, and controlling. In order to make the
organization run the activities smoothly, we can observe that MAINS adapting this
method to overcome problems and obstacles in the organization during the new norms
after Covid-19. In particular, every activity that being held was well-organized by
them. To achieve success, it is necessary not only to apply management models and
methods, leadership and motivation are also important.
In addition, the P-O-L-C functions of planning, organizing, leading, and controlling
are widely considered to be the best means of describing the manager’s job. Managers
perform these essential functions despite tremendous changes in their environment
and the tools they use to perform their roles. After analyzing MAINS, we realized that
the cooperation in the organization was a success by seeing the positive results in their
plan to help the public community as a large organization.
As the world was overwhelmed by Covid-19, several ideas and method were used to
contain our country in harmony. MAINS played a good role in this situation even
though there are still some weakness and cons to be improved. We can learn many
things and knowledge in their organization by implementing the functions of
management through them. MAINS was aware of their jobs to help and provide
benefit things by following the syaria prescribed in Islam. As has been said, there are
many things in conventional management which is equivalent to what has been
outlined in Islamic management.
