*National government agencies (NGAs) will receive the largest share of the proposed

2022 National Budget, amounting to 64.0% of Php 5.024 trillion or Php3,217.4 billion,
for the continued implementation of priority programs on health, education,
infrastructure, and social protection, among others. Note: Figures may not add up due
to rounding off.
*On the other hand, Local government units (LGUs) will be supported with an increased
budget of Php1, 084.4 billion, equivalent to 21.6% of the proposed 2022 National
Budget. The largest component of this is the PhP959.0 billion National Tax Allotment
(NTA), which refers to the LGUs’ just share in all national taxes pursuant to the
Supreme Court ruling on the Mandanas-Garcia case.
The Mandanas-Garcia ruling resulted from the petition made by Batangas Governor
Hermilando Mandanas and former Bataan Governor Enrique Garcia Jr. before the
Supreme Court on local government shares on internal revenue allotment (IRA). The
Mandanas-Garcia ruling conversation is part of DILG-NCR preparations to fulfill its role,
functions, and services to fully implement the ruling in 2022 and contribute to the
crafting of the DILG transition plan.
The NTA will support the LGUs in fulfilling the devolved functions and services pursuant
to Section 17 of the Local Government Code of 1991 and other pertinent laws.

*Subsidy to government-owned and/or -controlled corporations (GOCCs) will receive
4.2% or Php 209.2 billion, in the form of government subsidies to implement priority
programs, such as the national health insurance program, Philippine Health Insurance
corporation, among other.
*The remaining 10.2% or Php 512.6 billion, will cover loan repayments to creditors,
including the corresponding interest payments.

Banner Programs and Projects for FY 2022 
1. EDUCATION- By budget allocation, the Education Sector which includes the DepEd,
SUCs and the CHED   shall receive the highest allocation with P788.5 billion, higher by
P36.8 billion or 4.9 percent compared to last year’s budget.
* this will cover “basic education, development, reproduction and delivery of learning
resources for basic education-learning continuity plan, computerization program, among
others.”

2. PUBLIC WORKS AND HIGHWAYS- The government will continue to implement


the Build, Build, Build program which shall fund the construction of road networks, flood
control systems, hospitals and health centers, school buildings, housing, among many
others.
*In particular, the DPWH and the DOTr will receive P786.6 billion and P75.8
billion respectively, to accelerate the Administration’s flagship programs under the Build
Build Build. Such infrastructure programs include the Network Development Program
(P127.0 billion), Flood Management Program (P129.0 billion), Rail Transport Program
(P23.1 billion) and the Land Public Transportation Program (P16.0 billion), among
others. 
3. HEALTH- Given the persisting pandemic and the learning acquired from the events
that transpired last year, the FY 2022 GAA will prioritize the people’s health by ensuring
affordable and accessible healthcare for all, as stated in the Universal Health Care
(UHC) Law.

6. SOCIAL WELFARE AND DEVELOPMENT-To foster socioeconomic recovery, the FY


2022 budget is also formulated to provide essential funding requirements to safeguard
and support displaced workers affected by the COVID-19 pandemic. As such, P26.5
billion is allotted for the Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced
Workers (TUPAD) Program and Government Internship Program (GIP) while P52.7
million is allocated for the Reintegration Services Program. 

Social protection programs of the DSWD such as the Pantawid Pamilyang Pilipino
Program (P107.7 billion), Protective Services for Individuals and Families in Difficult
Circumstances (P18.0 billion) and Sustainable Livelihood Program (P4.7 billion) is also
also supported to safeguard the poor and the vulnerable.

“A lot of things in our budget will be affected. One of them is our COVID-19
preparation,” Comelec spokesperson James Jimenez said.
“The other big thing that will be affected is the request of our teachers,” he said. The
DepEd, according to Jimenez, is asking for an increase in honoraria and other benefits
of teachers who would be tapped for election duty.
