Economic Survey of Madhya Pradesh 2020-2021

• Large area wise execution of Gross State Value Added has increased the
share of primary sector as compared to the base year 2011-12.
• At constant prices of base year 2011-12, the GDP of Madhya Pradesh is
estimated to decrease by 3.37 percent in the year 2020-21 (advance) as
compared to the financial year 2019-20 (accelerated) while in the year
2019-20 (accelerated) An increase of 9.63 percent was registered as
compared to the year 2018-19 (provisional).
• Revenue receipts in the year 2020-21 (Budget Estimates) are estimated
at Rs 136596.36 crore, which is 8.05 percent less than the previous year.
• The primary deficit of the state in the year 2019-20 was Rs. 18942.39 crore.
The primary deficit in the year 2020-21 is estimated at Rs. 30899.42 crore.
Crop area

There has been an increase of 3.66 percent in the crop area in Madhya Pradesh
during the year 2020-21 as compared to the previous year.

Irrigated area

The net irrigated area of the state has increased by 7.48 percent in the revised
year 2018-19. Net irrigated was 10565.9 thousand hectares in the year 2017-18,
which has increased to 11356.2 thousand hectare in the year 2018-19.

Savings and appropriation

There has been a steady increase in the number of branches of the total banks
in the state. Along with the increase in the number of branches of banks,
advances and deposits of banks are also increasing. During the year 2017-18 to
the year 2019-20, an increase of 7.82 percent in total deposits and 7.56 percent
in advance loan amount was reflected.

Agriculture

According to the quick estimates for the year 2019-20, the contribution of the
crop sector in the state's economy (Gross Value Added) is 23.36 percent.

Horticulture

Under the efforts to increase production by bringing more and more area
under horticulture crops, fruits, vegetables, spices etc., in the year 2019-20,
production of major vegetables, crops is 190.43 lakh metric tonnes, production

of fruits 79.09 lakh metric tonnes, spices. The production of flowers is 42.57 lakh
metric tonnes and the production of flowers is 3.81 lakh metric tonnes.

Built Irrigation Potential and Uses

In the year 2018-19, the net irrigated area is 11356.2 thousand hectares which is
7.48 percent more than last year's 10565.9 thousand hectares.

Fish production

• As per the quick estimates of gross value addition in the year 2019-20, As
compared to the year 2018-19 , Fish production has been increasing by
15.87 percent.
• In the year 2020-21 against the target of 2.41 lakh tonnes from all sources,
1.16 lakh tonnes of fish was produced till November, 2020 which is 48.22
percent of the target.
• The standard fry fish production seed production in the state in the year
2020-21 till November 2020 was 12881.26 lakh metric tonnes, which is
80.01 percent of the target.
Forestry

The share of forestry sector in Gross State Value Added has been 2.04 percent
in the year 2019-20. 1500.00 crore target was set in the year 2019-20.

Industry

• In the year 2019-20, a total of 2.98 lakh micro, small and medium
industries were established and capital investment of Rs 19285 crore was
made and 10.30 lakh jobs were available.
• In the year 2019-20, 2.88 lakh micro, small and medium industries were
established in which capital investment of Rs 19242 crore was made and
employment was provided to 9.94 lakh people.
• As a result of the industrial liberalization policy of the state government,
financial assistance of Rs 129.12 crore was provided in the year 2019-20 to
encourage industries in the state.
• Financial assistance of Rs 59.08 crore was provided to micro, small and
medium manufacturing units in the year 2020-21 till December 2020.
Tourism

In the financial year 2019-20, the corporation has suffered a lot due to the global
epidemic. During this 8.90 crore tourists came to visit various tourist places in
Madhya Pradesh.

Minerals

The contribution of mining and quarrying sector in the economy of the state is
3.15 percent as per the prevailing price estimates for the year 2018-19 and 3.34
percent as per the year 2019-20 (accelerated) estimates.

Energy

• In the financial year 2019-20, total electricity supply was made 73309
million units, in which 2837 million units from Indira Sagar project, 2277
million units from Sardar Sarovar project and MP. The total power supply
by the power generation company is 23250 million units.
• In the year 2019-20, due to increase in generation capacity of Madhya
Pradesh Power Generating Company and long-term power purchase
contract, the availability of electricity has become in line with the
demand and the state has come into a state of self-reliance in the field
of electricity.
Transportation

Mukhyamantri Gram Sadak Yojna

Under the Mukhyamantri Gram Sadak Yojna, the work of 8113 roads was
completed by connecting 8220 villages with the main roads till November
2020 by rural mechanics, on which an amount of Rs 3344 crore was spent.

Education

• According to the status of the year 2019-20, there are about 80.81
thousand government primary and 30.23 thousand government
secondary schools in the state.
• The number of high schools and higher secondary schools in the year
2019-20 is 17.55 thousand, in which the enrolment is 38.69 lakhs. In the
year 2019-20, the school dropout rate of boys and girls of classes 1 to 5
was 1.16 and 0.94 percent respectively, and the school abandonment rate
of students of classes 6 to 8 was 3.70 and 4.81 respectively.
Gaon ki Beti yojana

The state government has made plans to provide higher level education to
rural girls through the "Gaon ki Beti" yojna. Under the scheme, a provision of
Rs.3848 lakh has been made for the benefit of 76.89 thousand girl students in
the year 2019-20.

Medhavi chhatra protsahan yojana

In the year 2020-21, a decision has been taken to supply laptops to 40537
students after scoring 80 percent or more marks, and an amount of Rs 101.34
crore has been spent at the rate of Rs 25.00 thousand.

Technical Education

In the year 2019-20 in various technical and vocational courses in the state,
about 100449 admissions have been made against the target of 149302
admission through online off-campus counselling. In the financial year 2019-
20, an amount of Rs 72575.99 lakh was received in which an amount of Rs
49561.92 lakh has been spent. Which is 68.29 percent of the allocation amount.

Health

• A total of 64.23 lakh children below 05 years have been medically


screened under the Dastak Abhiyan in the year 2020-21.
• In July, August 2020, a total of 64.23 lakh children (from 9 months to 5
years) were administered vitamin "A" supplements and 79114 severely
malnourished children were admitted to nutritional rehabilitation
centers.
• In the year 2020-21 till the month of November 2020, a total of 23028
children have been admitted to the Nutrition Rehabilitation Center and
managed.
• Presently 796 Janani Express Ambulances are operational. In the year
2020-21 till the month of November, a total of 9.93 lakh patients have
been benefitted by this service.
Mukhya mantri arthik kalyan yojna

• Under the scheme, for setting up self-employment for the families living
below the poverty line, a provision has been made to provide assistance
through the bank for the project cost up to Rs.50.00 thousand.
• Till present, 5702.13 lakh loans have been made available to 12657
beneficiaries in the year 2019-20.
Welfare of Scheduled Castes

• With the aim of providing separate residential facilities to the children of


scheduled castes and to create a conducive environment for studies, 571
post matric and 1153 pre matric hostels, 189 college hostels, are being run.
• Residential facility is being provided to 99.35 thousand students in all
these hostels. In the year 2019-20, remarkable work was done by the
department through schemes like Chief Minister Self Employment
Scheme, Chief Minister Skill Upgradation Training Scheme, Chief
Minister Economic Welfare Scheme, Foreign Studies Scholarship
Scheme etc.
Welfare of Scheduled Tribes

In the year 2019-20, 37.50 thousand girls were benefitted and in the year 2020-
21, an amount of Rs.2281.50 lakh is being transferred to the public education
institution after re-appropriation.

Welfare of Backward Classes

• An amount of Rs.580.81 crore was spent on a total of 3.87 lakh students


in the post-matric scholarship in the year 2019-20.
• A target has been set to benefit 4.50 lakh students in the year 2020-21.
Against which an amount of Rs 325.23 crore was distributed to 2.49 lakh
students till the month of November, 2020.
Social Security and Justice

Under the Social Security Pension Scheme in the state in the year 2020-21, out
of the allocation of Rs.89874.97 lakh, 25.24 lakh beneficiaries have been
benefitted by spending Rs.74050.47 lakh till the month of November, 2020.

Indira Gandhi National Disabled Pension Scheme

Under this scheme, against the allocation of Rs 7302.92 lakh in the year 2020-
21, 99924 beneficiaries have been benefitted by spending Rs 4442.33 lakh till
November, 2020.

Indira Gandhi National Old Age Pension Scheme

Under this scheme, 15.70 lakh persons have been benefitted by spending Rs
72928.59 lakh till the month of November 2020 against the allocation of
114353.32 in the year 2020-21.

Swachh Bharat Mission (Urban)

• All the bodies of Madhya Pradesh have been declared Open Defecation
Free (ODF) on October 2, 2017.
• In the next phase of Open Defecation Free, 234 bodies will be ODF+ and
107 entities ODF++ has been declared.
• Among the garbage free cities, Indore is the first city in the country to
get 5-star rating. In the cleanliness survey 2020, the Municipal
Corporation Indore has got the first place among 4043 cities of the
country.
• The state has received a total of 10 awards in various categories in the
cleanliness survey 2020.
Public finance

After being in excess of revenue from the financial year 2004-05 in Madhya
Pradesh, a revenue deficit of Rs 2697.77 crore has been estimated in the revised
estimate for the year 2019-20. Efforts were made to control the revenue
expenditure due to receipt of less amount in the revised estimate as compared
to the budget estimate in the revenue expenditure.

Fiscal deficit

The ratio of revenue receipts to total receipts has been more than 74 percent
between the years 2015-16 and 2020-21. Between the financial year 2015-16 to
the year 2019-20, the trend of growth rate in the tax revenue of the state has
been an average of 8.05 percent.

State's share in Central taxes

The Fifteenth Finance Commission has fixed 7.886 percent of the distribution
tax for Madhya Pradesh in the year 2020-21, while this share was fixed at 7.548
percent by the Fourteenth Finance Commission.

Expense

The growth rate trend in capital expenditure from 2015-16 to 2019-20 has
averaged 17.41 percent.

Bank Branch Network

In the year 2020-21, till September, 2020, there has been a decrease of 30
branches in rural branches and 6 in semi-urban branches. In the first six

months of the financial year, a total growth of 36 branches has been registered
in the state. While there has been an increase of 72 in urban branches.

Credit Deposit Ratio

In the year 2020-21 till September 20, the credit-deposit ratio of the state has
been 73.99 percent, which is more than the national standard of 60 percent,
but compared to last year, the credit-deposit ratio in the first six months of this

Price, procurement, and distribution of food grains

Wholesale Price Index of Agricultural Commodities

In the year 2018-19, compared to the previous year, there has been an increase
in the Wholesale Price Index of food grains, non-food grains and all
commodities.

The highest increase was of 6.4 percent in the Wholesale Price Index of non-
food articles, the index increased from 225.5 in the previous year to 240.0 in the
year 2018-19.

Similarly, the Wholesale Price Index of food grains was 212.2 in the year 2017-18,
which increased by 2.00 percent to 216.4 in the year 2018-19.

Chief Minister Annapurna Scheme

• Under the National Food Security Act, 2013, 25 categories of families have
been included as eligible families in the Chief Minister Annapurna
Yojana.
• By campaigning in the month of December 2020, ineligible beneficiaries
like dead, married and double, who were not getting ration, have been
removed, in their place 786435 new families have been benefitted by
adding them.
Ration distribution to excessive rain affected families

From February 2020 to July, 2020, allocation of 254.130 MT of food grains wheat
was issued to four districts Bhind, Neemuch, Mandsaur, Agra-Malwa.

Use of Bt cotton seed in Madhya Pradesh Since 2002-03, GEAC of the Ministry
of Environment and Forests, Government of India. It started after approval

Bhavantar Scheme

Under Bhavantar Yojana, an allocation of 896.00 crore was received in the year

made by the Finance Department in the scheme for the year 2020-21.

Soil Health Card Scheme

Soil Health Card Scheme Model village program has been implemented on
pilot basis in the financial year 2019-20, in which one village per 313
development block of the state has been selected and collected and analysed
from measles per cultivable, soil health card distribution, micronutrients

State funded schemes

Food Processing

A new policy has been implemented to promote food processing industries, in


which 5 lakh metric tonnes of cold storage in two years for storage of
perishable products and 5 lakh metric tonnes of onion storage capacity in
farmers' fields and 500 cold rooms have been approved. has been conducted.

Livestock and Dairy Development

Animal husbandry is an integral part of agriculture and plays an important role


in the progress of the rural economy. According to the animal census of the
year 2019, there are 4.06 crore livestock and 166.60 lakh poultry and duck birds
in the state.

In the year 2019-20, against the target of 1.90 lakh tonnes of fish production
from all sources, 2.01 lakh tonnes of fish were produced which was 105.73
percent of the target. Against the target of 2.41 lakh tonnes of fish production
from all sources in the year 2020-21, 1.16 lakh tonnes of fish were produced till
November 2020, which is 48.22 percent of the target.

Forestry

Forest Area and Role

• The total notified forest area of the state is 94.69 thousand square
kilometre which is 30.72 percent of the total geographical area of the
state.
• 65 percent of the total forest area of the state is under reserved forest, 33
percent protected forest and 2 percent area comes under unclassified
forests.
• According to the report of the Forest Survey of India 2019 on the status
of forests, 8339 square kilometre area outside the forest area in the state
is covered with trees.
Wildlife Conservation

The total area under the National Park and Sanctuary of the state is 16.79
thousand square kilometres, out of which the forest area is 14.85 thousand
square kilometre notified forest area.

A budget provision of 14.70 crores has been made in the year 2020-21.

All India Tiger Assessment 2018 results declared on July 29, 2019, the number
of tigers in the state is 526. The number of tigers is also increasing outside the
protected areas of the state. For the first time in the state in 2016, 7000 vultures
were found in the state-wide vulture census. In the second Vulture Census year
2019, the number of vultures increased to 8300.

Manufacturing

• The proportion of goods produced by industries in the consumption of

Khadi and Village Industries Production

A total of 14 production centres for cotton khadi, poly textile, silk khadi, wool
khadi and other village industries production are being operated at different
places in Madhya Pradesh.

Minerals

• Minerals play an important role in the state's economy and industrial


progress.
• Madhya Pradesh is one of the eight major mineral rich states of the
country in terms of abundance in mineral resources.
• It ranks first in the production of diamond and manganese ore, second
in the production of limestone and rock phosphate and fourth in the
production of coal.

Schemes
Saubhagya yojana

Under the Saubhagya scheme launched by the Central Government on


October 11, 2017, a target was set to electrify all the houses by December 2018.
In the scheme, there is a provision to give 60 percent amount by the central
government and 40 percent from the state government/distribution
companies as grant.

Indira Griha Jyoti Yojana

Indira Griha Yojana was implemented from February 2019, in which only
eligible domestic consumers of Sambal scheme are being billed for the
consumption of 100 units on monthly consumption up to 150 units and the
balance amount will be borne by the state government, has been for such

be applicable.

Biomass

• Plants based on biomass-based captive/ thermal/ electrical/


cogeneration/ combustion techniques are established from agricultural
residues.

by the Government of India is in progress.
Mukhyamantri Gram Sadak Yojna

Under the scheme, Mukhyamantri Gram Sadak Yojna has been launched in
the year 2010-11 for providing all-weather road connectivity (gravel road) with
palpulis to all revenue villages with population less than 500 in general area
and 250 in tribal area by single connectivity. By 2020, the work of 8113 roads has
been completed by connecting 8220 villages with the main roads, on which Rs
3344 crore has been spent.

Health

Vaccination campaign

In the year 2020, 7 phases (May to November 2020) of special immunization


check-ups were conducted to "cover" the missed vaccination sessions during
the COVID-19 pandemic lockdown.

The above phases were conducted on a total of 7 working days (excluding


Sundays, holidays and routine vaccination days) between 20-30 days of every
month, in which a total of 1.29 lakh immunization sessions were conducted,
4.59 lakh children and 1.42 lakh pregnant women were vaccinated. to be done.

Chief Minister Economic Welfare Scheme

Under this scheme, loan grant of Rs.1378.77 lakh has been distributed in the
cases of 2304 beneficiaries for setting up self-employment in the year 2019-20.

Foreign Study Scholarship

In the year 2019-20, 40 students were benefitted from educational institutions


of different countries, on which Rs.871.57 lakh has been spent. In the year 2020-
21, 11 students have been selected and an amount of Rs 508.00 lakh has been
spent till December 2020.

Civil Services Incentive Scheme

In the year 2019-20, 28 successful candidates have been benefited in the


preliminary and main examination of Union Public Service Commission and
State Public Service Commission.

Civil Services IAS, IPS Coaching in reputed institutes located in Delhi for
preparation

In the year 2019-20, 100 students were selected for admission in coaching
institutes in which an amount of Rs 208.09 lakh was spent on 89 students.
