it in the forum: 

In your country, discussions are underway or reforms have already been adopted to
extend social insurance or universal health insurance coverage to uncovered workers,
particularly those in the informal economy. Can you describe these strategies, looking
at the following aspects:

Has a legislative framework or policy been adopted for the extension of social
insurance or universal health insurance coverage?

Are there any simplified mechanisms or procedures in place or planned for the future
scheme? If already in place, which of these mechanisms or procedures have been
successful in rapidly expanding registration for social insurance, and which have been
less successful?

When the policy or scheme was launched or expanded, was a communication


campaign organized? what form did it take? what lessons were learned to improve this
communication in the future?

What good practices for engaging social partners (employers' and workers'
representatives) and especially informal economy actors in the formulation of these
extension strategies would you like to share?

Reforms social insurance coverage to the informal workers in Indonesia

Indonesia has been adopted a legislative framework/policy for the extension of social
insurance coverage to informal workers, namely Law No. 24 of 2011, Government
Regulation No. 44 of 2015, Government Regulation No. 46 of 2015. The main
strategy for the extension is socialization and education to increase public awareness
(workers, companies) through associations, conservative media and social media;
develop an effective and efficient operational processes to meet participants and
companies expectations (fast, easy, reliable service); and law enforcement to ensure
employer compliance in providing protection and guarantees for future income for
their workers by collaborating with relevant institutions.

Although the strategy has been implemented, the coverage for the informal workers
is still low, only 3,2% of the total informal workers in Indonesia. Barriers to extending
social protection coverage to informal workers are their low ability to pay
contributions, lack of support from local governments and related institutions,
difficulty reaching informal participants due to their unorganized nature, and their
lack of awareness of the social security program.

To overcome these barriers, the social security administration agency has carried out
several initiatives, such as:
- Developing financing mechanisms for vulnerable workers through
contributions or taxes;
- Promoting a comprehensive social protection to informal workers through
television and social media
- Facilitating law enforcement and enhancing compliance by collaborating with
local governments and relevant institutions;
- Meeting priority needs and designing adapted solutions for informal workers
by CRM system;
- simplifying the administration and financing (online application, expanding
registration and payment channels through banking/nonbanking, developing
an auto debit method for contributions payment).

By carrying out these initiatives, it is hope the coverage of informal workers in


Indonesia will increase.
