Development of Smart Road Package-3A (Ashoka Road and DC Office Road) in Tumakuru ABD area as Smart Road with 5 year’s maintenance (1Year DLP+4 Year maintenance) in Tumakuru City is one of the projects under SCM. The estimated cost of DPR is of Rs 21.19 crore. The work is awarded to M/s Siddartha Civil Works Pvt. Ltd for an amount of Rs. 16.077 crore on 27.04.2019. (ms Bollards) Sa) 290.00 - [290.00 0.00 | 0% 290.00 - [290.00 }0.00 | 0% Financial progress ~ 63% (Rs. 10.12 Cr.) ‘The Technical Committee (‘1C) was appraised about the necessity of variation in certain BOQ and Non-BoQ items in variation 2 as below: A, BOQ Variations ismantling of guard rails (Ashoka Road): As per the estimate, dismantling of guard rails was proposed for a length of 1062.790 m, but as per the site condition the existing median guard rails were in dilapidated condition and it has been removed between the chainage from Ch: 0+00 to 0+710 m on LHS for 400 M, on RHS - 630.05 M and at median - 625 M ( total ; 1655 m) which resulted in variation. b. Earth Work Excavation (Ashoka Road): As per the DPR, manual earth work is considered for construction of the utility chambers. During the excavation, there were many utility lines encountered at Im to 2.5m depth which were shifted to deeper level, to save the utilities from damage wherever required as per the decisions of the CE, TSCL, Further, as per the request of the BESCOM, cross ducting are provided for facilitation of the house connections and one Culvert is constructed at the Junction of the Vivekananda Road. De-silting of Existing Drains and Disposal of Unserviceable Soil: The De-silting quantity has increased due to slushy areas encountered during execution of the drain and intermittently in duct area, as these areas were previously lake bed areas. The existing drains were fully choked up with the silt due to heavy rains in the past two years. Thus, the item is in Variation, d. Providing and laying White Topping: As per the DPR, the road was originally proposed for a carriage way width of 7.25 m with white topping. However as per the instructions of MD, TSCL, the road width has been increased from 7.25 m to 7.85 m from Ch: 0+00 to 0+730 m. Further from chainage 0+730 m to 14046 m, the carriage way width is increased from 7.25 mtrs to a maximum of 14.50 m, based on the Row availability, along with approach roads connecting the main road. Thus, items of White Topping is in Variation. €. Cleaning the existing black topped surface, Tack Coat, Providing and laying Dense Graded Bituminous Macadam: As per the DPR, for DC Road, there was a provision of 20% for profile correction. However, due to heavy rains in the past ‘two years, the road surface has further damaged and hence as per the instruction of the CE, TSCL, entire road has been overlaid with DBM and BC for a carriage way width of 14.00 m. Hence, variation in quantitiy of these items. B) Non BOQ Variations a. Street Light Pole, Painting, Brackets: As per the DPR, there is provision for 9 m Galvanized Conical pole without Painting, As 9 m Galvanized Conical poles with enamel Painting have been installed in some other smart road package, to ensure similarity and aesthetics, poles with painting have been installed as variation, b, MS-Bollards: As per the DPR, there is a provision of concrete bollards and bollard with electrical fixture in the footpath and cycle track.As similar tollards installed in some other Smart Roads have been damaged by by miscreants, CE, TSCL has inspected and instructed to replace the Concrete Bollard and Electrical bollard with MS Bollards. Hence , variation. c. SS Railings and Advertising Boards: Ashoka Road is the main commercial road which is connecting to Integrated Bus Terminal, BH Road, JC Road, North & South Bus Stand Roads, and DC office Road. Due to this there will be heavy traflic and pedestrian crossings. In view of Public Safety, the Circle Inspector, Tumakuru has requested to install SS Grills in the median and both sides of the road to avoid the accidents. Hon'ble MLA has also visited and instructed to install $S grills as requested by the Cl, Tumakuru, Hence the same is proposed as variation Proceedings of the SCM Technical Committee for variations of Tumakuru Smart through Video Conference, held on 1 21 at KUIDEC, Bengaluru ‘The financial implication for Non BOQ item is as below: SLNo Non BoQ Ttems ‘Amtin Rs 1 | __ Street Light Pole, Paint With Brackets 047 2 MS Bollard - 9.82 3 | SS Grill with Advertising Boards F 184.66 GST @ 12% on items 3 105 23.34 Total Amount with GST 218.29 The TC was further appraised about the procedure adoption of rates for variation is as below; BOQ Items: + As per clause 35.1 of conditions of contract, the rates quoted by the contractor/approved BOQ rates are continued for payment of quantities up to 125 % of BOQ quantities. # As per Contract clause 35.2 of conditions of contract , for quantities in excess of 125% of the tendered quantity of an item as given in the BOQ, the proposed rates shall be at the rate, entered in or derived from in the Schedule of Rates (applicable for the area of the work and current at the time of award of contract) plus or minus the overall percentage of the original tendered rates over the current Schedule of Rates prevalent at the time of award of contract. NON-BOQ Items: As per contract clause 35.2 of conditions of contract, If there is no rate for the additional, substituted or altered item of the work in the BOQ, the rates are derived from the schedule of rates (applicable for the area of the work and the current at the time of award of contract) for the item, plus or minus the overall percentage of the original tendered rates over the current schedule of rates prevalent at the time of award of contract and/or through the market rates determined by quotations for Non-SoR items. Accordingly, relevant items from KPWD ELE 2014-2015, and approved rates are adopted for Non-BoQ variation items. Further, TSCL has reported savings in certain other BOQ Items to the tune of Rs, $34.03 lakh citing following reasons; a) As per DPR, development of the Ashoka Road and DC office Road is considered. But later on, as per the instruction of the MD & CEO, TSCL, DC office road is de-scoped, due to this the spacers, DWC Pipes, Concrete Items, Steel, Refilling, GSB, Designer Tiles, Tactile, Pavers, Wrought Iron, Kerb, Primer Coat, BC, Cobble Stones, Street Light Poles, Brackets items are considered as savings. & Ko an Proceedings of the SCM Technical Committee for vai through Video Conference, held on 1 ms of Tumakura Smart City 1021 at KUIDFC, Bes b) There is a provision of Granite bench without back rest in the DPR. As per the request of local representatives bench with back rest is now provided as new item, hence savings. ©) Footrest item is considered as savings duly following the guidelines of UGD manual ) 50 mm GI pipe items is utilized as per site requirement and balance quantity considered as savings. e) Since MS Bollards are installed, concrete bollards item is in savings. ) As per the DPR, the scope of releasing & shifting of electrical service lines were considered for Ashoka Road and DC Office Road. Later on, during the execution, the same was executed by BESCOM. Hence, the Technical Committee recommends the approval of variation-2 amounting to Rs, 2,44,09,558.00 with a net variation of Rs. (-) 2,89,93,394.00 as compared to contract amount, after considering the savings in BoQ items of the contract. The details of BoQ items and Non BoQ items recommended for approval in variation-2 is appended as Statement -1A & Statement -1B to this proceeding. Project 2: “Development & Implementation of Package-3C BH road from Sri Shiva Kumar Swami circle to Gubbi Gate in Tumakuru ABD Area as Smart Road with 5 years maintenance (1Year DLP+4 Year maintenance), Tumakuru” Subject: Review of Variation — 01 proposal. Development & Implementation of Package-3C- BH road from Sri Shiva Kumar Swami circle to Gubbi Gate in Tumakuru ABD Area as Smart Road with 5 years maintenance (1 Year DLP#4 Year maintenance) Tumakuru City is one of the project under SCM. The estimated cost of the DPR is Rs.47.72 crore. The work is awarded to M/s. USK Construction Company for an amount of Rs. 37.06 crore on 06.03.2019. The stretch between Batawadi to Sri Shivakumara Swamiji Circle was not considered since it was outside the ABD area, However, the Board of Directors in their 14th meeting held on 10th May 2019 vide Agenda 14.1 had discussed the need for covering the entire stretch and decided to utilize the anticipated savings of package 3(B) to fund the development of Balance stretch of B.H. Road from Batawadi to Sri Shivakumara Swamiji circle ‘The main reason of the variation is addition of road stretch between Batawadi to Sri Shivakumara Swamiji Circle based on board approval and de-scope of some items in the original scope, due to intimation given by the NH Authorities to TSCL that they have received the fund for overlaying of DBM, BC and road furnitureand hence will be taken up by them. The Technical Committee (TC) was appraised about the necessity of variation in certain BOQ and Non-BoQ items in variation-1 as below: A. BOQ Variations: a) As per the request of local representative, the conditional assessment/ SBC of soil were carried out for the major roads connecting to BH roads and extension of BH road. Based on the requirement of the each road and duly following the code, the roads are designed along with drains wherever required and footpath which led to Bae ins of Tumakuru Smart City Limited 21 at KUIDKC, Bengaluru increase in the quantity of dismantling, excavation, PCC, RCC, Heavy duty cobble stone, primer coat, Tack coat and Retro reflector zed Traffic. De-silting of Existing Drains with Disposal of Unserviceable Soil : As per instruction from CE-TSCL during his site visit on 01/06/2019, the Existing drain was retained wherever it is in good condition, Around 80% of the length of existing drain is retained and de-silting of existing drain was taken up. Hence there is an increase in quantity of this item. Non BOQ Variations a) NP3 & NP4 Pipes : It was proposed to construct new drain on either side of the road at the edge of ROW since the existing drain is situated beside carriage way. The existing drain wherever in good condition is retained which is situated in between edge of the carriage way. CE TSCL has inspected the work on 09-12-2019 and issued instructions to retain the existing drain which is in ‘good condition and connected the missing links of drain through NP3 600mm dia & NP4 900 mm dia pipes. b) M-sand : Spacers were proposed at a distance of 3m for Laying utility ducts, Bur the spacers which required in situ casting was hampering the progress and hence it was decided by TSCL authorities to replace it by Msand filling to speed up the implementation of the project. ©) GI Pipes :There is crossing of Rajakaluve. To cross utility pipes over the Rajakaluve , GI pipes for encasing is recommended to avoid any damage to the utilities. As there is no provision is available to cross the utilities pipes over the existing culvert. Thus, the item is in variation. 4) Core Cutting : Core cutting in utility duct side walls is provided as per the requirement of BESCOM and BSNL to provide house service connections. ©) Granite benches :The original scope of work was to provide cast-in-situ benches with granite at the top. However, the designer granite benches are provided as it gives aesthetic view and its durability. Same is provided in parks and Dr. Radha Krishna Road, which is appreciated by the public. As per Contract clause 35.2 of conditions of contract in the contract agreement, for quantities in excess of 125% of the tendered quantity of an item as given in the BOQ, the Contractor shall be paid at the rate entered in or derived from in the Schedule of Rates (applicable for the area of the work and current at the time of award of contract) plus or minus the overall percentage of the original tendered rates over the current Schedule of Rates prevalent at the time of award of contract. * NON-BOQ Items . As per contract clause 35.3 , 35.4 and 35.5 of conditions of contract, If there is no rate for the additional, substituted or altered item of the work in the BOQ, the rates are derived from the schedule of rates (applicable for the area of the work and the current at the time of award of contract) for the item, plus or minus the overall percentage of the original tendered rates over the current schedule of rates prevalent at the time of award of contract and/or through the market rates determined by quotations for Non-SoR items. Accordingly, relevant items from PWD&IWTD 2018-19, PWD SR, 2018-19, Data rate approved in smart road Package -01 and Package-2 rates are adopted for Non-BoQ variation items. Further TSCL has reported savings in certain other BOQ Items to the tune of Rs. 9,45,68,847.00 citing following reasons; a, It was proposed for the development of BH Road from CH 0+00 to 3+113 toa length of 3.115 Km. at the time of implementation of project, NH authorities have intervened and taken up development of carriage way except junctions, As the have over laid BT surface, the maintenance has to be carried out by NH. Hence there is a saving in items like Dismantling of Flexible Pavements, DBM , Cleaning the existing black topped surface, BC , Painting two coats after filling the surface, Road Markers / Road Stud and Road Delineators etc. aye 10 Proceedings of the SCM Technical Committee for variations of Tumakuru Smart City Limited through Video , held on 12.10.2021 at KUIDFC, Beng: b. It was proposed to construct new RCC Box drain on either side of the road at the edge of ROW as the existing drain is situated beside the carriage way. The existing drain which is in good condition is retained, Hence there is a savings in removing B.S slab/ precast slabs of drain and stack.earthwork excavation by manual, TMT Steel etc., c. Provision of excavation in Ordinary and Hard rock was made in the DPR. however since Ordinary and Hard rock was not found in the work, hence savings. 4. M-sand filling is adopted as a replacement for spacers and refilling of available earth around the pipe lines to speed up the work Hence the Murram/Gravel bedding for the pipeline and refilling available earth around pipelines are considered as savings. e. As per the request of BESCOM ducting was not provided from Chainage 2+930 to 3#115, Hence the quantity like DWC , HDPE and 7 way multi ducts pipes are under savings. £. As per approved estimate the footpath width was 3.4 m, It was decided to reduce the footpath width to 1.80 to 2.0 m. Hence Designer tiles quantity is in savings. g. The existing median kerb is retained as it is in good condi savings in Kerb stone mn and hence there is hh, The pre-cast RCC benches with granite top, which is now replaced by Ornamental stone benches. Hence Granite and brick work consider in savings. i. Excess (Variation-1) amount Rs 8,97,18,759.00 D) Anticipated savings Rs 9,45,68,847.00 E) Net variation ~ (C- D) Rs (-) 48,50,088,00 F) Revised contract amount including variation - 1(B¥E) Rs 36,57,70,040.00 G) Percentage of variation as compared to DPR Cost: (-)48,50,088 x 100 =(-) 1.01% 47,72,00,000 H) Additional fund requirement for approval of variation is “Nil”, as the revised contract amount is within the DPR cost of Rs 47,72,00,000.00 Recommendation of the ‘T.C: The items proposed in the variation are reported to be essential for technical completion of the work and the variation does not entail additional fund requirement over and above the DPR cost of Rs 47.72 crore. Hence, the Technical Committee recommends the approval of vatiation-1 amounting to Rs. 8,97,18,759.00 with a net variation of Rs. (-) 48,50,088.00 as compared to contract amount, after considering the savings in BoQ items of the contract The details of BoQ items and Non BoQ items recommended for approval in variation-1 is appended as Statement-2A and Statement-2B to this proceedings. ‘The above variations recommended for approval are also subject to further conditions as below. 1. The pre-work and Post-work site condition shall be documented in the form of photographs and video graph for reference and verification. 4, The GM (Tech) of TSCL shall verify thoroughly, all variation quantities, item rates/derived rates adopted in the variation proposal, before submission of variation proposal-1 for administrative approval by the competent authority, as per G.O No. UDD/S6/CSS/2016(Part-S), Bengaluru, dated: 15.09.2017.
