Manage Fraud Monitoring Detection & Prevention programs for UIDAI

• Establish policy, procedures and practices for prevention, monitoring, reporting, investigations
and fraud recovery – There are periodical reviews on AF policies (including group and local), AF cook
book (SOP), process manuals of all products, SOPs with respect to Investigation verticals

• Daily monitoring of fraud risk, which shall include identification of fraudulent and suspicious
activities – Trigger based OBI reports designed to cater EWS, for e.g. External fraud based on DELQ
includes >DPD 30, multiple contract logged from same Device ID / IP Address, rejected customers / POS
tried to relog cases with minor tweaking of PII etc.

• Coordinate fraud transactions screening rules, risk strategy & policy, manage early warning
detection systems for all authentication and verification platforms, identify and develop fraud-based risk
control enhancements – Designed Back Office Rule Sheet with possible fraud scenarios emanating from
different identified frauds. These are including forensic identifications such as morphing of images,
forgery of KYC docs. Designed trigger based EWS / FS based on portfolio analysis. For e.g. Sales Associate
logged multiple applications within the same timeframe which indicates potential fraud on credential
sharing (ID / PWD). There are planned monthly analysis on data based on trigger emanating from same
pan, UID, DL etc. / same telephone / same bank account / same address (concentration of zip code,
locality, street name, area, etc.) for non-unique customer. System also designed in such a manner to
filter out de-dup clients. (Same PAN / Same Telephone / Same Bank A/c – Different Entity / Payment
done from same Credit Card, Debit Card for different entity (TPF) / Different POS with same Device ID /
IP Address – Credential Sharing, Same Customer applying for loans with different KYC docs (Combination
of PAN / AADHAR, PAN / DL, AADHAR/DL, DL/Voter ID, PAN/DL etc.), Combination of Same Name / Same
DOB with Different Address, Same Name/Same Address with Different DOB, Same Name/Same DOB
with different Father’ Name etc.)

• Identifying and developing pre-emptive risk controls across weighted risk approach, managing
detailed risk analysis and other loss mitigating initiatives. – Data analytics driven models for delinquency
controls (soft fraud) using clustering analysis, for e.g. DPD>30 clusters created for internal employees /
zones / zip codes / areas and thereby initiating detailed investigation on historical as well as new
contracts to prevent loss. Inculcate Risk Concentration analysis basis portfolio checks identified through
hard fraud (forgery / misappropriation etc.)

• Identify and build fraud scenarios based on organization model , design and process interfaces –
Same as Point 3

• Maintain and track Fraud Knowledge management system and review periodically – Designed
and implemented kaizen-based knowledge repository system including key word searching facility

• Investigation of frauds and conduct root cause analysis of various frauds occurring in the
ecosystem (including but not limited to enrolment and authentication) – Non Credit Risk Investigation
based on various trigger prepared at OBI, RCA and preparing Investigation Reports

• Revise the fraud rules and scenarios based on the learnings from the frauds that are materialized
– Same as above

• Coordinate for implementation of fraud analytic tools – OCR based image detection tool for
digital onboarding, Fraud Score metrics basis bureau data with the help of Velocity (Suspicious number
of applications from same applicant/ID/address), Inconsistency (Conflicting information on application),
Filtering (Pattern of changes in ID, address, contact information etc.),

• Implement and optimize fraud risk models and strategies.-- Fraud Prediction on Credit Risk (PD
Model, Gradient Boost, XGBoost etc.)

• Analyze systems, procedures and products and suggest improvements – DLP to filter out PII data
especially for Data Leakage, User Accessibility Matrix (For e,g. Maker-Checker are the same person,
Vendor Fraud / Payment Fraud), SOD check, USB / Social Filter Check

• Identify and document business impact for identified fraud scenarios – Impact Analysis with
respect loss optimization and Cost Saving basis Investigation outcome

• Fraud Scenario identification, Simulation and Analytics system Design – Same as Above

• Fraud Management, Intelligence Detection and prevention across the Enterprise Ecosystem

• Develop an program for fraud reporting from the field / whistleblowing – WB policy in
consideration with Ombud’s Officer, AML/CFT Reporting to RBI, STR Reporting to FIU-IND

• Conduct Forensic investigations Fraud Management, Intelligence Detection and prevention across
the Enterprise Ecosystem – Same as above

• Experience in Data analytics, Big data analytics

• High logical and analytical capability

• Experience in fraud analytics in Financial sectors such as Banking/insurance, telecom sector

• Experience in all aspects of the fraud prevention/detection in multiple domain, including utilizing
fraud prevention software

• Experience in conducting forensic investigations and use of forensic tools – Image Analysis ,
Fingerprint Analysis, Voice Analysis (Wavepad / Voice Analyser Pro)

• Must be highly skilled in law enforcement or other investigatory experience

• Strong knowledge of Operational Risk best practices

• Good working knowledge of technology systems, e - Commerce, Online/Electronic Payments,


Accounting/Finance analytical skills with proven ability to identify and develop solutions to improve
fraud stabilization and avoidance

• Understanding on forensic Investigation procedures and Coordination

• Knowledge on Aadhaar Act, IT ACT, regulatory implications and other Govt. statutory
requirements

• Preferably CIA certification or equivalent Industry (Biometrics, Identity, Banking, etc‐ as


applicable) knowledge

• Experience in Biometric technology is preferable
