CONTINUING QUALITY IMPROVEMENT (CQI)


COMMITTEE

OBJECTIVES:

1. To ensure establishment and institutionalization of CQI Program in managing


quality in health care in hospital.
2. To promote a culture of quality within the institution that includes an
organization-wide management and staff philosophy of continuous quality
improvement (QI) in programs, service delivery and population health outcomes

Creation of Grievance Committee

GRIEVANCE COMMITTEE

OBJECTIVES: The purpose of this grievance procedure is to advance sound labour relations and address
grievances in the public service by fulfilling the primary objectives of this procedure which
are:

1. To give effect to section 196(4)(f)(ii) of the Constitution which empowers the


Commission to investigate grievances of employees in the public service
concerning official acts or omissions, and recommend appropriate remedies.
2. To give effect to section 11 of the Public Service Commission Act, 1997 (Act
No. 46 of 1997) which empowers the Commission to make Rules to deal with
grievances.
3. To promote –
(i) speedy, impartial and equitable handling of grievances;
(ii) sound labour relations;
(ii) resolution of individual grievances at the lowest possible level in a
department.

GRIEVANCE MANAGEMENT:
1. A grievance must as far as possible be resolved by an employer and as close to the point of origin
as possible.
2. The employer must ensure that the grievance is dealt within a fair, impartial and unbiased
manner, and that the principles of natural justice are observed.
3. The procedure must be such that it assists and enables an employer and an employee to address
a dissatisfaction.
4. No employee must be victimized or prejudiced, directly or indirectly, as a result of lodging a
grievance.
5. If disciplinary action is being taken against an employee, utilization of this procedure by the
employee to address any matter related to the disciplinary action shall not halt the disciplinary
procedure.
6. A grievance must be lodged in writing and all decisions taken during the process must be in
writing.
7. An employee may be assisted by a representative.

PATIENT RIGHTS
THE RIGHT TO FREEDOM FROM ABUSE AND RESTRAINT

 All patients have the right to be treated with consideration and respect – free from mental
or physical abuse. The right to freedom from abuse applies even when the patients
behaviour toward the staff is abusive.

 Verbal abuse – whether out of frustration or an attempt to force the patient into a
particular behaviour – is not only a violation of patient rights, but is an ineffective way of
dealing with patients.

 Physical abuse, such as pushing or hitting the patients, is never permitted, including
attempts to control behaviour through corporal punishment.

 The patient has to be free from physical restraints, expect in an emergency situation or
when the use of such restraints is part of a care plan agreed upon by the patient. The
convenience of the staff is not a valid reason for using restraints. In all cases, the use of
such restraints must have a specified time limit and the least restrictive method must be
used.

 The right to move around freely is essential to the patient’s self-esteem and emotional
well-being and should be encouraged whenever possible.

 In addition, psychoactive drugs are not to be used for purpose of discipline or for the
convenience of the staff.

 Abusive treatment, whether verbal or physical, is often an expression of staff frustration.


But it is still a violation of the patient’s rights.

 Instead of expressing your frustration, deal with the patient in a respectful and matter-of-
fact manner.
